Akim of Kostanay region Kumar Aksakalov held a staff meeting: important decisions and priorities

On October 1, 2024, the heating season started in Kostanay region. During the staff meeting, Akim of the region Kumar Aksakalov focused on the critically important task of ensuring stable heat supply in winter. In the harsh winters of the region, this becomes one of the top priorities.

Investments in heat supply

Kumar Aksakalov noted that this year about 17 billion tenge was allocated for the implementation of 18 heat supply projects. This is a 21% increase compared to the previous year. Reconstruction work has been completed on almost 24 km of heating networks, including 17.3 km of distribution and 6.7 km of main lines.

In Kostanay, for example, more than 4 km of heating networks have been reconstructed, including 2.3 km of main ones. Work has also been carried out to modernize the heating main on Letunov Street and repair the site on Chkalov Street. These measures have significantly reduced the wear of heating networks – from 47.4% to 46.7%. By 2029, it is planned to reach a wear level of 43%, which corresponds to the instructions of the Head of State.

Child safety and emergency prevention measures

Kumar Aksakalov stressed that since 2017, work has been underway to remove boiler rooms from social facilities. This year, work has been completed on the last 13 boiler houses, which is especially important for the safety of children. The mayor recalled the tragic incident in the Akmola region in 2022, when a boiler room exploded at the school.

He also noted that the region still has two schools in the Karabalyk district, which are heated by electricity. Akimats were instructed to resolve this issue and switch schools to reliable heating.

Coal reserves and fire safety

Ensuring sufficient coal reserves remains another important issue. Kumar Aksakalov instructed akimats to organize coal harvesting for heat supply organizations and budgetary institutions as soon as possible.

In light of the tragic incident in the Zhitikarinsky district, the mayor urged residents to comply with fire safety rules. He recalled that stove heating is a high fire hazard. All stoves in homes must be checked and repaired before the start of the heating season. The Department of Emergency Situations was instructed to conduct a tour of the homes of socially vulnerable families, check the serviceability of furnaces and gas analyzers, as well as install additional sensors if necessary.

Livestock development issues

The meeting also discussed the development of animal husbandry, which is one of the key sectors of the agro-industrial complex of the region. Tolegen Kasymkhanuly Imanbayev, head of the veterinary service, noted that systematic work to maintain a stable epizootic situation has significantly reduced the spread of dangerous diseases among animals.

This year, about 3.5 billion tenge has been allocated for financing the veterinary sector, which is 25% more than last year. 20 official vehicles for veterinary stations have also been purchased and 40 modular veterinary stations are being purchased.

The Governor of the region stressed the need for joint work of akimats and veterinary services to improve the quality of prevention of particularly dangerous animal diseases.

Conclusion

The meeting launched important events that will help ensure a safe and comfortable winter period for residents of Kostanay region. Kumar Aksakalov called on all participants to actively cooperate and take measures to improve life in the region. Security, stability and development are the priorities that should be the focus of attention for the upcoming winter season.
