Every year, the demand for housing in the region increases, at the same time, the pace of construction increases. Since the beginning of this year, 319 thousand square meters of housing have been commissioned, which is 2.4% more than last year's figure.
Kostanay region continues to actively develop housing programs, which creates favorable conditions for the purchase of housing. One of the most effective tools here is the savings system of the Otbasy Bank, which attracts more and more depositors. To date, their number has reached almost 80 thousand people, which is 31% more than last year (60.8 thousand depositors in 2023).
In addition, the implementation of the preferential lending program "Kostanai Zhastary" is successfully continuing. This year, 2.1 billion tenge has been allocated for its financing, which will allow 140 families to purchase their own housing. The interest rate for this program is only 6%, which makes it affordable for young families in the region.
An important social initiative was the provision of apartments for socially vulnerable segments of the population. In 2024, it is planned to allocate 933 apartments, which is almost six times higher than last year's figure of 165 apartments. Along with this, the construction of credit housing is underway: 148 multi—apartment and individual residential buildings are planned to be completed - 44% more than in 2023, when 103 facilities were built. Financing of this area has also been significantly increased — from 12.5 to more than 20 billion tenge.
Big plans are connected with the implementation of new projects in housing construction. The construction of the Astana and Baiterek microdistricts in the agglomeration of the regional center has begun. It is planned to build more than 150 multi-storey residential buildings, as well as social infrastructure: schools, kindergartens, a hospital, shops, parks and squares. 9 houses are already under construction, and it is expected that this prospect will be in demand, especially among young people.
Along with new construction projects, reconstruction and restoration of the old housing stock are actively underway. In 2024, it is planned to reconstruct 10 facilities, which is almost twice as high as last year's figure of 5 facilities.
In accordance with the instructions of the Head of State, much attention is paid to the development of road networks to solve infrastructure problems.
This year, large-scale road repair works are underway in urban and rural areas. For example, 846 million tenge has been allocated for the repair of the Zuyevka-Tanabaevskoye-Vorobyevsky road in Altynsara district, with a length of 16 kilometers. This project will improve transport links for more than 400 residents of two villages.
In the village of Mayskoye, Naurzum district, 5 streets were paved in the amount of more than 112 million tenge, and in the village of Alexandropol, access roads were paved for the first time in the amount of about 97 million tenge.
A lot of work is underway in the regional center. Of the 38 streets scheduled for renovation this year, work has already been completed on 36 streets. For example, Tauelsyzdyk and Mayakovsky streets, which have not been repaired for more than 6 years, have been completely renovated. The reconstruction of Syanova Street continues, and the repair of Baymagambetova Street, 3 kilometers long, is scheduled to be completed by mid-October.
As for roads of national importance, more than 21 billion tenge has been allocated for their repair in 2024. Among the projects are the repair of 28 kilometers of the road from the village of Sarykol towards Kokshetau, for which 2.5 billion tenge was allocated, and the repair of 70 kilometers of the road from Uzunkol to the border of the North Kazakhstan region with a budget of 6.9 billion tenge.
Work is also underway on the road from Zhitikara to the village of Tchaikovsky (27 kilometers) and from Arkalyk to the border of Ulytau region (68 kilometers). All projects are planned to be completed by next year, which will improve transport accessibility and reduce routes between the southern and northern regions of the country by hundreds of kilometers.
In addition, the restoration of culverts on local roads continues. In 2024, it is planned to repair 157 pipes, which will improve capacity in 39 sections and prevent flooding of roads.
Thus, Kostanay region continues to strengthen its infrastructure and develop housing programs, creating favorable conditions for the life and work of the population.
