June 23 – Civil Servant's Day

June 23 is a single professional holiday for all civil servants of the world. Back on December 20, 2002, the 57th Session of the UN General Assembly adopted a resolution declaring June 23 as the UN Public Service Day and called on UN Member states to define this day in each country. In 2013, by the Decree of our president in Kazakhstan, this day was also approved as the Day of a Civil servant. Thus, over 90 thousand Kazakhstanis employed in the civil service have gained a professional holiday.
Over the years of independence, an effective model of public service has been created in our republic, allowing our citizens to see and evaluate the work of officials. Every year, by Presidential Decree, reporting meetings of akims are held, which allow you to directly delve into the problems and needs of residents.
Being a civil servant is to be a link between the government and the people, it is a huge responsibility for the socio–economic development of the country entrusted by society and the state.
There are more than 3 thousand civil servants in Kostanay region. They work tirelessly, promoting the work of local executive bodies and making a significant contribution to the development of the region and the country. Public service requires a lot of responsibility, and for its successful performance it is necessary to have a high level of professionalism.
Improving their knowledge and skills, civil servants enter the Academy of Public Administration under the President of the Republic of Kazakhstan. This year, three employees from Kostanay region graduate from the Academy.
"At the initiative of the Head of State, the Presidential Youth Personnel Reserve has been working in the republic for several years," said Murat Sandybayev, head of the office of the Akim of Kostanay region. – "The purpose of its creation is to attract talented young people to the public administration system. The selection for the reserve takes place on a competitive basis and provides an opportunity for career growth solely on the basis of high professional and moral qualities."
Since 2019, 270 reservists have already been appointed to various positions in government agencies and the quasi-public sector. Of these, 33 people hold political positions, 5 – administrative positions of the "A" corps. In our region, 2 reservists have been appointed to the positions of akim of the district and head of the regional administration.
Since March 1 of this year, selection for regional personnel reserves has started in all regions of the country. 59 candidates were admitted to the final stage of selection, according to the results of which 30 candidates will be enrolled in the regional personnel reserve of Kostanay region.
In order to raise the status and improve the skills of civil servants in the region, large-scale projects are being implemented. One of them is the "Best Civil Servant".
It should be noted that Kostanay is the pioneer of the best civil servant competition, 17 years ago (2007) for the first time in history the "Best Civil Servant" was selected. Later, the baton was intercepted by other regions, and after a while the whole of Kazakhstan was covered. Now, the best of the best represent the region at the republican championship in Astana.
The civil service is one of the most important mechanisms of the state system, playing a leading role in the organization of the entire public administration. Any society cannot exist without public administration, that is, without civil servants. Trust in government begins with a civil servant who meets the requirements of modern society.
As you know, it is the civil servant who is the main pillar of the state, driving its idea and policy. Therefore, it is an honorable duty to be a civil servant who raises the status of the nation, elevates the honor of the country. After all, a civil servant is the personification of high power and business acumen. The rapid development of our area directly depends on your specialization skills, experience, aspirations and energy. Civil servants are responsible for the implementation of government programs aimed at improving the well-being of the residents of the district and improving their future.
Murat Sandybayev congratulated the civil servants of Kostanay region.
"There is a wise saying among the people: "a country with a strong government is blessed." Therefore, large-scale tasks and lofty goals of a difficult government should always be in the memory of all civil servants. The main task of a civil servant is assessed by honest service to his native land and people.
"I wish everyone success in the hard and joyful work of a civil servant. Happy professional holiday! May our unity and cohesion bring success to our common causes."
