Socio-economic development of Kostanay region within the framework of the implementation of priority directions of the Address of the President of the Republic of Kazakhstan to the People of Kazakhstan
Today at Central Communications Service under the President of the Republic of Kazakhstan at a press conference Kumar AKSAKALOV spoke about the main achievements Kostanay region as part of the implementation of the Message of the President of the Republic of Kazakhstan to the people of Kazakhstan, as well as on the socio-economic development of the region for the first 10 months of 2023.
Since the beginning of this year, positive dynamics has been observed in almost all macroeconomic indicators in the region.
The volume of investments in the economy increased by 7.4%, construction works – by 21.5%, 412.4 thousand square meters of housing were commissioned with an increase of 4.3%, trade services increased by 3.9%, transport – by 3.6%.
"The growth of industrial production amounted to 4.7% . A significant growth of 16.1% is observed in the manufacturing industry, in particular in mechanical engineering by 34.0%, as well as in food production by 10.5%," Kumar Aksakalov noted.
As part of the instructions of the Head of State to ensure stable growth of all sectors of the economy, we are planning a number of measures aimed at modernizing industrial enterprises, increasing the number of small businesses, increasing the competitiveness of products produced in the field.
Special attention is focused on ensuring and maintaining steady rates in the basic sectors of the region's economy, as well as the construction industry, improving the quality of life and employment of the population, which affects the overall development of the country.
In the manufacturing industry, the growth of production volumes was ensured by increasing the production of mechanical engineering by 34%, food by 10.5%, beverage production by 5.5%. The production of cars and trucks, tractors, row harvesters, confectionery, butter, meat, milk, sausage products and flour increased.
Kumar Aksakalov spoke separately about the development of the machine-building industry:
"The instruction of the Head of State will be fulfilled through the implementation of new industrial and innovative projects. For example, SaryarkaAvtoProm LLP is implementing a project for the small-node production of Chevrolet Onix cars with a capacity of 30 thousand units of cars per year, worth more than 23.0 billion tenge and the creation of 400 jobs.
On November 11 of this year, the construction of a new KIA plant was launched. The volume of investments will amount to 90.0 billion. tenge, capacity of 70 thousand units per year, 1.5 thousand jobs will be created. The first car will roll off the assembly line in the summer of 2025.
In order to provide the accompanying infrastructure, it is planned to build a transport and logistics complex "dry port". The amount of investments is about 37 billion tenge, 350 slaves will be created. places.
The positive effect of the project will be the creation of an international transport and logistics hub, as well as annual budget revenues in the amount of 3.5 billion tenge.
In pursuance of the instruction of President Kassym-Jomart Kemelevich Tokayev to increase the share of renewable and alternative energy sources, construction of a 40 MW gas-piston power plant and the first 22 MW solar power plant in the region will begin next year. This year, a wind power plant with a capacity of 48 MW, worth more than 24 billion tenge, will be put into operation near the city of Arkalyk. Putting these facilities into operation will increase the production of the region's own electricity by 110 MW.
As noted The President of the country, "it is necessary to build an effective system of attracting investments." During the reporting period, 393.0 billion tenge of investments were attracted to the region, with an increase of 7.4%. 80.0% of which are private investments. This year, US$ 216 million of foreign direct investment has been attracted. To increase the investment attractiveness, we continue to improve the production, transport and service infrastructure.
Since the beginning of the year, the gross output of agricultural products amounted to 611 billion tenge. In order to reduce import dependence on milk and dairy products, increase own production, at least 10 new large industrial dairy farms will be built annually.
The construction of the first 7 dairy farms has begun. The introduction of new industrial dairy farms will increase production in organized farms by 30% and will provide additional loading of dairy processing enterprises from 70% to 86%, and will also become an additional mechanism to reduce inflation by saturating the market with an additional volume of products.
The plant has been launched Kaizen LLP for the processing of legumes of a full cycle – from raw materials to packaging. 4.0 billion rubles have been invested in the project. tenge, with the creation of 70 jobs. The production capacity is up to 100 thousand tons per year, which will provide the population of the region with cereals, as well as increase export potential.
The technical launch of the farm for the production of dry mare's milk "saumal" has been carried out with a capacity of 40 tons of powder per year (S-Agro-Borovskoe LLP), worth 10.0 billion. tenge, about 100 jobs will be created.
Housing construction is developing dynamically in the region. By the end of this year, 450,0 thousand square meters of housing (more than 4 thousand apartments) will be put into operation. As of today, 412.4 thousand square meters of housing have already been commissioned with an increase of 4.3%, i.e. 3,475 families have improved their living conditions. Construction is carried out not only in the regional center and cities, but also in districts.
27.8 billion tenge has been allocated for these purposes, which is 2 times more than last year. In order to prevent the growth of unemployment, 40.0 thousand citizens have already been assisted in employment this year.
As part of the National Project "Modernization of rural healthcare", 6 medical facilities will be opened in December.
In 2024, we plan to start work on the construction of 19 medical organizations.
Work is underway to attract medical personnel to the region. Since the beginning of the year, 160 doctors have arrived in the region.
