On March 27 of this year, a meeting of the Interdepartmental Commission for the Prevention of Offenses under the Akimat of Kostanay region was held. The following issues were considered on the agenda:

Interaction of interested bodies in the prevention of domestic violence in 2022.
On the effectiveness and measures taken by authorized bodies to ensure road safety.

3. Approval of a Comprehensive plan for the prevention of offenses in Kostanay region for 2023.

The first question was addressed by the head of the Police Department of Kostanay region Omarbekov E.B., who explained that according to official statistics, an increase in domestic crimes by 10.3% was registered in the region last year (from 78 to 86). In fact, 6-8 such crimes were committed monthly.

Almost all domestic crimes and administrative offenses are committed on the basis of drunkenness and alcoholism.

The co-rapporteur, Deputy Head of the Department for the Coordination of Employment and Social Programs of the Akimat of the region, A.I. Mekebayeva, told about the activities of crisis centers for victims of domestic violence in five regions of the region in the state and non-governmental sector within the framework of the state social order (for 70 beds: Kostanay and Rudny for 20 beds; Arkalyk, Lisakovsk and Zhitikarinsky district for 10 beds).

Based on the results of the issue under consideration, interested state bodies were instructed to analyze the need to open additional crisis centers for aggressors, together with police officers and social workers to conduct targeted preventive work with families at risk, send proposals to tighten the sale of alcoholic beverages to the central authorities.

On the second issue, the head of the Kostanay region Police Department, Omarbekov E.B., said that in general, according to the results of last year, there was a decrease in accident accident rates by 1.3% (from 399 to 394) and injured by 6.3% (from 492 to 461). At the same time, the number of deaths in road accidents increased by 12.4% (from 89 to 100).

The growth of all accident rates was registered in Kostanay (2021 from 120 accidents – 9 dead – 130 injured, 2022 to 155 – 20 – 175 ) and Mendykarinsky district (with 7 – 2 – 12 before 12 – 5 – 15 ).

An increase in the number of accidents and deaths in them was allowed in Kamystinsky (from 5 accidents -0 deaths, to 8-7) and the district of B.Maylin (from 4-5 to 9 – 7).

The increase in deaths in road accidents was allowed in Fedorovsky (from 1 to 5), Amangeldinsky (from 2 to 6) and Uzunkolsky (from 1 to 2) districts.

The co-rapporteurs of the Department of Passenger Transport and Highways of the Akimat of Kostanay region and the Kostanay regional branch of JSC NC KazAvtoZhol reported on the work done to improve the road infrastructure.

Based on the results of the issue under consideration, the interested state bodies were instructed to take all exhaustive measures to improve the quality of highways, continue installing LED signs.

Also at the meeting of the commission, a comprehensive plan for the prevention of offenses in the Kostanay region for 2023 was approved.

In general, the issues discussed are under constant control.
