While on a working trip to Kostanay region, Prime Minister of Kazakhstan Alikhan Smailov held a meeting on the issues of integrated socio-economic development of the region with the participation of the leadership of central government agencies and Akimat.
Akim of the region Archimedes Mukhambetov, Ministers of Emergency Situations Yuri Ilyin, Industry and Infrastructure Development – Kairbek Uskenbayev, ecology, Geology and Natural Resources – Serikkali Brekeshev, Agriculture – Erbol Karashukeev, as well as Vice Minister of National Economy Bauyrzhan Omarbekov made reports.
After listening to the speakers, the Prime Minister noted that the recent forest fires that occurred in Kostanay region caused significant damage to local residents and infrastructure, led to the death of a person. In this regard, Alikhan Smailov noted the need to build rescue work around forestry.
"It is necessary to carry out dredging in reservoirs near forests so that helicopter equipment can take water on a "short shoulder" and extinguish such fires. We will purchase additional spillway devices to increase the fleet of helicopters three times, which can be used to extinguish fires. This applies to all regions, including Kostanay region," Alikhan Smailov said.
During the meeting, the Prime Minister also drew attention to the shortcomings of the akimat of the region in the field of education. In particular, he noted the failure of the deadlines for the completion of major repairs in 7 schools in the region, which is why children are forced to study in unsuitable places (kindergartens, cultural centers, buildings of rural akimats).
"We need to take prompt measures to solve this problem. In general, it is necessary to take a more responsible approach to the field of education, since children should study in appropriate conditions," Alikhan Smailov stressed.
Turning to the economic block of issues, the Prime Minister noted that in order to improve the well-being of the residents of the region, it is necessary to work on launching investment projects that can give impetus to the socio-economic development of the entire region.
"This is one of the main tasks of the administration of the akimat. All conditions on the part of the state have been created for this, the necessary support is provided on an ongoing basis," Alikhan Smailov said.
According to him, within the framework of the National Project "Strong regions – the driver of the country's development" and the program "Auyl – El besigi", Kostanay region allocated 6.7 billion tenge for the implementation of 75 projects in 32 rural settlements. In general, 115.9 billion tenge was allocated from the republican budget for the development of the region in 2022, as well as another 31.7 billion tenge as part of the budget clarification.
"These funds are primarily directed to social needs, infrastructure development and the agro-industrial complex of the region. Akimat should ensure the effective use of these funds," the Prime Minister said.
Alikhan Smailov also drew attention to the need to conduct systematic work to prevent shortages and unjustified price increases for food. According to him, the akimat needs to step up the use of existing mechanisms in this direction.
In addition, the Prime Minister stressed the importance of further diversification of the region's economy. So, in 2022, 45 new projects worth $38 billion were planned to be launched in the region.
"The launch of investment projects will lead to the emergence of new jobs. The Akimat of the region should continue working to create all the necessary conditions for investors and timely launch of the planned projects," Alikhan Smailov said.
In conclusion, the Prime Minister instructed to work out the issue of allocating funds for the implementation of heat supply projects, ensure timely financing of the project for the reconstruction of the Kostanay - Denisovka highway, and take measures to improve the condition of local roads by the end of 2022.
