In order to implement the principles  In 2021, an online survey was conducted with the participation of 3374 respondents on the website of the akim of the region in the "Events" section with the participation of 3374 respondents to determine the level of efficiency of local executive bodies in compliance with ethical standards.

The results of the survey as a whole indicate not only a favorable situation, but also the need to strengthen preventive work among employees.

So, to question 1 "How often in everyday life do you encounter a violation of official ethics on the part of civil servants", respondents chose the answer options: "I have not encountered" - 69%, "often" - 3.6%, "sometimes" - 13.8%, "rarely" - 12.2%, "I do not interact with the public sector" - 0.7%. 

To question 2, "It is necessary to improve the ethical culture of civil servants," the answer options were chosen: "apply harsh penalties" - 30.6%, "encourage ethical employees in every possible way" - 67.3%, in the answer option "other" they expressed their opinion - 3.6% (strictly observe the rules of ethics, raise wages, there is not enough justice, reprimand, conduct seminars, take a course on ethics, introduce an "ethics hour", conduct conversations more often, everyone should follow ethics, civil servants are also people, personal growth through training, we need an integrated approach, culture and education, comply with the law, etc.)

To question 3, "Measures taken in the state body to comply with ethical standards," the answer options are selected:

  "efficient, employees are correct and respectful towards citizens and colleagues" - 76.2%, "ineffective, employees admit facts of incorrect behavior towards citizens and colleagues" - 9.0%, "I find it difficult to answer" - 14.3%, in the answer option "other" expressed their opinion (despite the lack of incentive, according to the maxim, they are correct and observe ethics, the state does not do anything to declare income and expenses by officials, has not encountered, etc.) - 0.4%.
