The implementation of the program "7-20-25" will give a powerful impulse to the housing construction in the region

Akim of the region Arkhimed Mukhambetov held a meeting on the implementation of the housing loan program "7-20-25". Deputy akim of the region, head of the department of construction, architecture and town-planning, head of the department of education, akims of Kostanay, Rudnyi, Kostanai district, director of the KF RSE "National Bank of the Republic of Kazakhstan" and directors of the second-tier banks were invited to the meeting.

"In the next four years (2018-2021) we plan to build 1.3 million square meters of housing with an annual eight percent growth. We will provide commissioning of 3,500 to 4,500 apartments per year, which will improve the living conditions of 15,000 families", akim of the region said.

According to the housing program "7-20-25" for Kostanay region, the cost of the primary housing loan is 15 million tenge. The fundamental difference between the new mortgage program "7-20-25" from previous or current state programs is the fact that it is not state funded.

In order to implement the Program, the decision of the Administration of the National Bank of April 27, 2018 No. 85 ordered to establish a mortgage organization in the form of a joint-stock company "Baspana".

To date, "Mortgage organization "Baspana" JSC has signed agreements with 7 second-tier banks: Bank CenterCredit, Eurasian Bank, ATF Bank, Halyk Bank, Tsesna Bank, Zhilstroysberbank and RBK Bank.

At the regional level, the first loans were reviewed and approved by the Kostanai branch of the Bank CenterCredit. 20 applications were received, of which: 11 applications were approved, 4 loans were issued, 5 applications are under consideration. To date, Zhilstroysberbank received 3 applications, which are under consideration. The remaining branches of the banks agree technical issues and internal regulatory documents with the head offices. "Demand for real estate is always present and, thanks to such programs, it will be easier to acquire. The implementation of the program will give a powerful impulse to the housing construction of our region", said Arkhimed Mukhambetov. As a result of the meeting, the akim of the region gave corresponding instructions for the implementation of the program . As a reminder, on May 31, 2018, the Mortgage Housing Loan Program "7-20-25" was approved. New opportunities to purchase housing for each family." The program is aimed generally at fulfilling the instruction of the Head of State to create conditions for the acquisition of housing and at the same time provides system solutions for restoring the mortgage lending market.
