The moderator voiced the task of forming a new service and client-oriented model of a civil servant. The Constitution stipulates that the Republic of Kazakhstan asserts itself as a democratic, secular, legal and social state, according to which the state implements its policy in the religious sphere today.
In his speech at the third meeting of the National Kurultai "Adal Adam - Adal Enbek - Adal Tabys" in March 2024, the Head of State noted: "... But we cannot and will not follow the lead of those who, under the influence of Western and other trends, promote values that are alien to our culture, moreover, they run counter to the dualistic foundation of the world. We should pay the most serious attention to the facts of discrimination and even oppression of women in families where Islamic canons are perceived in an extremely distorted, dogmatic form. We must counteract religious extremism and archaism, firmly adhering to the canons of our traditional Islam, which is one of the main foundations of national identity. We must always proceed from our own understanding of the world, follow our unique cultural code. In order to achieve our creative aspirations, we must get rid of destructive patterns of behavior.
Secular principles are fundamental for the functioning of the public administration and civil service system. Standards of secular behavior of civil servants are enshrined in the Ethical Code of Civil Servants of the Republic of Kazakhstan.
The speakers confirmed the widespread thesis that only adal azamattar - honest citizens - can build a New Fair Kazakhstan. They are characterized by such qualities as patriotism, justice, professionalism, thrift, hard work, responsibility to the country and family. They consciously avoid corruption and demonstrate examples of good behavior. Their participation in anti-corruption work will increase its effectiveness.
The information and opinions of the speakers of the seminar will serve as the basis for developing recommendations for government agencies on preventing the involvement of civil servants in the activities of destructive religious movements, as well as using the potential of the Adal Azamat Concept in anti-corruption work.
