Regulations on the organizational and inspection Department

General provisions
The organizational and inspection Department (hereinafter – the Department) is a structural division of the state institution "Apparatus of akim of Kostanay region".
The Department is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, other normative legal acts of the Republic of Kazakhstan, Regulations on the office of the regional akim, Regulations of the office of the regional akim, as well as these Regulations.
The structure and staff number of the Department is approved by the regional akimat in accordance with the legislation of the Republic of Kazakhstan.
The organizational and inspection Department consists of:
1) Manager;
2) the Four chief inspectors;
3) of the Six main professionals.
Main tasks, functions, rights and responsibilities of the organizational and inspection Department
Task 1: Organizational support for the activities of the akim and akimat of the region.
Functions:
1) provides preparation and holding of meetings of the akimat, meetings and events with the participation of the akim of the region;
2) develops work plans of the akim, the regional akim's office in accordance with the regulations.
Task 2: Organization of control and verification of the execution of acts, resolutions of the regional akimat, decisions, orders, instructions of the regional akim.
Functions:
1) controls the organization of execution of resolutions of the regional akimat, decisions, orders, instructions of the regional akim;
2) provides, within the framework of the law "on elections in the Republic of Kazakhstan", organizational and logistical support for the elections of the President of the Republic of Kazakhstan, deputies of Parliament, local representative bodies, referendums;
3) provides organizational support for reporting meetings of the akim of the region, mayors of cities and districts to the population. Monitors the implementation of proposals and comments made during the reporting meetings of mayors with the population;
4) provides preparation of joint resolutions of the akimat and decisions of the maslikhat, compilation and analysis of materials on changes in the administrative and territorial structure of the region.
Task 3: Increase the level of information provision of the regional akim on the state of Affairs in the regions.
Functions:
1) provides the Governor of the region, his deputies, the head of the staff with data on the state of performance discipline;
2) studies and summarizes the experience of local Executive bodies, makes proposals to improve their efficiency;
3) provides methodological assistance to the offices of akims of all levels, regional departments, committees, offices in matters of organizational and inspection work.
4) considers applications and complaints of citizens received by the Department.
Rights and responsibilities:
1) request the necessary information, plans, reports and other materials from regional and territorial Executive authorities, akimats of all levels, structural divisions of the regional akim's office;
2) involve employees of regional and territorial Executive authorities, structural divisions of the regional akim's office to participate in the preparation of issues submitted for consideration by the regional akim and akimat;
4) make proposals to the head of the regional akim's office aimed at improving the activities of the Department and the regional akim's office;
5) take part in meetings held by the Governor of the region, his deputies, heads of regional offices, departments, committees, mayors of cities and districts, in coordination with the head of the regional akim's office.
Organization of the activities of the organizational and inspection Department
The Department has the powers necessary for the implementation of its main tasks and functions, in accordance with legislative acts, acts
The President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan.
The Department is headed by a head who is appointed and dismissed by the order of the regional akim.
The Director provides overall management of the Department and bears personal responsibility for implementation is vested in the Division of tasks and the exercise of its functions.
The head of the Department submits proposals on the structure and staffing of the Department to the head of the regional akim's office.
To this end, the Manager:
1) defines the duties of the Department's employees;
2) performs planning of the Department's work;
3) interacts with other structural divisions of the akim's office and the regional akimat;
4) exercise other powers in accordance with the laws and acts of the President of the Republic of Kazakhstan.
Documents sent on behalf of the Department to other structural divisions of the regional akim's office on issues within the competence of the structural division are signed by the head, and in case of absence – by a person who replaces him.
