Regulations on the Department for mobilization training,
prevention of terrorism
office of the Governor of Kostanay region
General provisions
The Department for mobilization training, prevention and prevention of terrorism (hereinafter - the Department) is a structural division of the state institution "Apparatus of the akim of Kostanay region".
The Department is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, Regulations on the office of the regional akim, as well as this Regulation.
The structure and staff number of the Department is approved by the head of the regional akim's office in accordance with the legislation of the Republic of Kazakhstan.
The Department for mobilization training, prevention and prevention of terrorism consists of:
1) Manager;
2) the Chief inspector;
3) of the Six main professionals.
Main tasks, functions, rights and responsibilities of the Department
Task 1:Participation in the implementation of state policy in the field of mobilization training and mobilization.
Functions:
1)provides assistance to local military authorities in their work in peacetime and when declaring mobilization, participates in conducting military-economic and command-staff exercises (training) on the territory of the region, conducted by the authorized body in the field of mobilization training and mobilization by the Ministry of defense and aerospace industry of the Republic of Kazakhstan;
2) organizes work on booking military service personnel management services (HR services) in the office of the regional akim, regional offices of the regional akimat and Executive bodies of cities and districts;
3) organizes the implementation of a set of measures by Executive bodies for their transfer to operation during the period of mobilization, martial law and in wartime;
4) during the period of mobilization, martial law and in wartime, together with the akimats of cities and districts, as well as local military authorities, organizes:
timely notification and delivery of citizens subject to conscription, delivery of equipment to Assembly points or military units;
according to the decision of the Government of the Republic of Kazakhstan, provision of objects of regional and district communal property for the needs of defense (if necessary) ;
5) in cooperation with the interested territorial divisions of the Central state bodies, develop the regional mobilization plan for the relevant periods, coordinate with the authorized bodies for mobilization training and mobilization by the Ministry of defense and aerospace industry of the Republic of Kazakhstan and submit it for approval to the Governor of the region;
6) in accordance with the established procedure, submit to the authorized body in the field of mobilization training and mobilization, the Ministry of defense and aerospace industry of the Republic of Kazakhstan, proposals for improving mobilization training and mobilization;
7) jointly with interested state bodies and organizations, organize the implementation of the activities provided for by the regional mobilization plan;
8) monitors the timely and high-quality development of mobilization plans of the city and district akimats;
9) organizes coordination of mobilization plans of akimats of cities and districts in accordance with the established procedure;
10) interacts with territorial divisions of Central state bodies, regional administrations, Executive bodies of cities and districts, local self-government bodies, in the field of mobilization training and mobilization.
Task 2:Participation in the implementation of state policy in the field of counter-terrorism.
Functions:
preparation of proposals of the anti-terrorist Commission for planning, organizing and conducting measures to prevent terrorism, minimize and (or) eliminate the consequences of manifestations of terrorism, taking into account the current situation in the administrative territory of the region;
monitoring, assessment and forecasting of political, socio-economic, religious and other processes on the territory of the region that affect the situation in the field of counter-terrorism;
interacts with territorial divisions of Central state bodies, local self-government bodies, Executive bodies financed from the local budget on issues of prevention of terrorism, minimization and (or) elimination of its consequences;
organizes the manifestation and elimination of causes and conditions that negatively affect the activities of territorial divisions of Central state bodies, local self-government bodies, Executive bodies financed from the local budget in the field of preventing terrorism, minimizing and (or) eliminating its consequences;
prepares proposals of the anti-terrorist Commission on financial, material, technical, informational and other support of state bodies in the sphere of prevention of terrorism, minimization and (or) elimination of its consequences;
coordinates the activities of city and district anti-terrorist commissions, provides practical and methodological assistance in preventing terrorism, minimizing and (or) eliminating the consequences of terrorism:
studies the status, analysis of problems, preparation of proposals for improving the anti-terrorist protection of objects vulnerable to terrorism;
organizes mutual exchange of information on counter-terrorism issues between territorial divisions of Central state bodies, local self-government bodies, Executive bodies financed from the local budget and members of the anti-terrorist Commission;
provides preparation of proposals of the anti-terrorist Commission on cooperation, development and coordinated implementation of training and professional development measures in the field of prevention of terrorism;
preparation of proposals for the development, approval, amendments and additions to the lists of objects vulnerable to terrorism in the administrative territory of the region;
implementation of other functions stipulated by the legislation of the Republic of Kazakhstan in the field of counter-terrorism.
Task 3: Participation in cooperation with the municipal state institution "Department of the territorial defense brigade of the Kostanay region akimat"(hereinafter - the Department of the territorial defense brigade)in the implementation of the state policy in the field of territorial defense.
Functions:
participates in the development of the territorial defense Plan of the zone, as part of the mobilization plan of the region;
preparation, in accordance with the established procedure, together with The Department of the territorial defense brigade, of a list of enterprises and organizations of communal property that are subject to protection and defense during martial law and in wartime;
provides methodological assistance in the development of regulatory documents in accordance with orders and guidelines of the Ministry of defense of the Republic of Kazakhstan.
7. Task 4:Participation in the implementation of the state policy in the field of civil protection.
Functions:
participates in planning and ensuring the implementation of civil defense measures;
participates in the development of regional plans for Civil defense, reception and placement of evacuees from combat areas, as part of the mobilization plan of the region;
in cooperation with the Department of emergency situations of Kostanay region, implements a set of measures provided for by the civil defense plans of Executive bodies financed from the local budget, when declaring mobilization, martial law and in wartime;
participates in conducting command and staff exercises (trainings) on the territory of the region, conducted by the authorized body in the field of civil protection, the Ministry of internal Affairs of the Republic of Kazakhstan.
Task 5: Participation in joint interaction of authorized state bodies to ensure public safety in the event of a crisis situation on the territory of the region;
Functions:
coordinates the activities of local and territorial divisions of Central Executive bodies on issues of public security in accordance with the Plan of joint actions of authorized state bodies in the event of a threat or crisis;
together with the Department of internal Affairs of the region ensuring the work of the Regional operational headquarters in the event of crisis situations;
Rights and obligations:
1)within its competence, make recommendations concerning the organization, coordination and improvement of the activities of territorial divisions of Central state bodies, Executive bodies financed from the local budget, local self-government bodies in the field of mobilization training and mobilization, prevention of terrorism, minimization and (or) elimination of the consequences of its manifestations, organization of territorial and civil defense;
2) request and receive in accordance with the established procedure the necessary materials and information from officials of state bodies and organizations, structural divisions of the regional akimat on issues of mobilization training and mobilization, territorial and civil defense, prevention of terrorism;
3) coordinate the organization of work in the offices of mayors of cities and districts, regional departments on issues of mobilization training and mobilization, territorial and civil defense, prevention of terrorism with the development of recommendations for improving work in these areas;
4) accept restrictions established by the Law of the Republic of Kazakhstan "on state secrets" and be responsible for maintaining the secrecy regime in the Department, disclosure of confidential and secret information to other organizations and third parties;
