Regulations on the personnel management service
(personnel service) of a state institution
"Apparatus of akim of Kostanay region"
1. General provisions
1. The office of personnel management (personnel service) is guided by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan from November 23, 2015 "On state service of the Republic of Kazakhstan" (hereinafter – the Law), acts of the President and the Government of the Republic of Kazakhstan in the sphere of civil service and other normative legal acts of the Republic of Kazakhstan and these regulations.
2. The office of personnel management (personnel service) consists of:
1) of the Head;
2) the Two chief inspectors;
3) the Seven chief specialists;
4) One leading specialist.
2. Main tasks, functions, rights and responsibilities

3. The task of the personnel management service (HR service): formation of a complete system of personnel management of the state institution (GU) "Apparatus of the akim of Kostanay region", as well as centrally in 14 regional offices (hereinafter-Management), according to the list:
State institution (GU) "Department of energy and housing and communal services of the akimat of Kostanay region»;
GU " Department of Informatization, public services and archives of Kostanay region akimat»;
GU " Department of internal policy of Kostanay region akimat»;
GU "Management on development of languages of akimat of Kostanay region»;
GU " Department of construction, architecture and urban planning of Kostanay region akimat»;
GU " Department of passenger transport and highways of Kostanay region akimat»;
GU " Department of entrepreneurship and industrial and innovative development of Kostanay region akimat»;
GU " Department for youth policy of Kostanay region akimat»;
GU " Department of religious Affairs of Kostanay region akimat»;
GU " Department of labor inspection of Kostanay region akimat»;
State institution " veterinary Department of Kostanay region akimat»;
GU " public procurement Department of Kostanay region akimat»;
State institution " Department for control over land use and protection of Kostanay region akimat»;
GU "Department of state architectural and construction control of Kostanay region akimat".
Functions:
1) development and implementation of the personnel management strategy of GU " Apparatus of akim of Kostanay region»;
2) analysis and planning of the needs of the state body in personnel, including by specialties and qualifications of the state institution "Apparatus of akim of Kostanay region", Departments;
3) formation of the staff of the state body and organization of competitive selection in the GU "Apparatus of the akim of Kostanay region", Departments;
4) monitoring of personnel, maintaining personnel records, including through the information system of personnel management "E-kyzmet" in the state institution "Apparatus of akim of Kostanay region" and Departments
4. The task of the personnel management (personnel services) – providing of public service within the framework of an integrated system of personnel management GU "akim's Apparatus of Kostanai region".
Function:
1) organization of professional adaptation and mentoring in GU "Apparatus of akim of Kostanay region" and Departments;
2) ensuring professional development of personnel of the state body, including through the organization of internships, training, retraining, advanced training of civil servants in accordance with the decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 152 "on certain issues of public service»;
3) organization and support of competitive, disciplinary, certification and other commissions on personnel issues in the state institution "Apparatus of the akim of Kostanay region" and Departments;
4) ensuring compliance with the procedures for entering the civil service, passing and terminating civil service, conducting official investigations, evaluating the activities of administrative civil servants, certification and training, including in the unified automated database (information system) for civil service personnel;
5) organization of personnel selection, the paperwork associated with the passage of public servants, public service, the implementation of accounting of personal data of civil servants, organization of the evaluation activities of civil servants in si "akim's Apparatus of Kostanai region", as well as in Offices.
5. The task of the personnel management service (HR service) is to form a corporate culture and develop a favorable socio – psychological labor climate in the state institution "Apparatus of the akim of Kostanay region".
Functions:
1) ensuring the implementation of labor legislation and legislation on public service in the GU "Office of the Governor of Kostanay region", ensuring compliance with the regime and working conditions, as well as restrictions related to staying in public service;
2) ensuring social and legal protection of civil servants, developing the procedure for applying incentives to civil servants, approved by the act of the state institution "Apparatus of the akim of Kostanay region".
6. the personnel management Service (HR service) implements other tasks and functions of personnel management determined by the legislation of the Republic of Kazakhstan in the field of public service.
The personnel management service (HR service) is not assigned additional tasks and functions that are not typical of its activities.
7. the personnel management Service (HR service) has the powers necessary for the implementation of its tasks and functions, in accordance with the Law, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan in the field of public service, and other regulatory legal acts of the Republic of Kazakhstan.
8. The office of personnel management (personnel service):
1) requests and receives documents and information necessary to perform the tasks and functions assigned to it by the Law and this regulation from the structural divisions of the state institution "Apparatus of the akim of Kostanay region", including Departments;
2) interact with the authorized body for civil service Affairs or its territorial division.

9. the personnel management Service (HR service) is organizationally independent from other structural divisions of GU "Apparatus of akim of Kostanay region", directly subordinated to the head of the apparatus of akim of the region.
