Regulations on the information technology Department
office of the Governor of Kostanay region
General provisions
The information technology Department (hereinafter – the Department) is a structural division of the office of the Governor of Kostanay region.
In its activities, the Department is guided by the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, Regulations on the office of the regional akim, Regulations of the office of the regional akim, as well as this Regulation.
3. the Staff number of the Department is approved by the head of the regional akim's office in accordance with the legislation of the Republic of Kazakhstan.
The information technology Department consists of:
1) The head of the Department.
Main tasks, functions, rights and responsibilities of the Department
Task 1: development of information systems in the regional akim's office
Functions:
1) controls measures to ensure accounting and registration, Deposit of state electronic information resources of the " electronic akimat»;
2) provides support and development of the official portal of the regional akim, a blog platform for heads of state institutions of the regional akimat;
3) monitors the use of interdepartmental information systems in local Executive bodies;
4) provides preparation of technical documentation for the acquisition and implementation of hardware, software, information systems and other means of information support in the office of the Governor of the region;
6) provides continuous and uninterrupted operation of technical equipment (conference systems, Autonomous telephone communication, Internet communication services), system administration and service system maintenance of hardware and software;
7) carries out interaction of local Executive bodies with territorial divisions of state bodies, with citizens and organizations on issues of Informatization, provides consulting and methodological assistance.
8) Implements a set of measures for the introduction and development of information systems of e-government infrastructure, compliance with security principles in state institutions of the regional akimat.
9) Controls the quality of drawing up voter lists of districts and cities areas included in the program "Voter" of the consolidated list of voters for the region in cooperation with the justice authorities and the Ministry of internal Affairs, quarterly submit to the Central election Commission lists of voters for the region.
Rights and obligations:
1) to participate within the limits of their powers in the consideration of issues and decision-making on them, to demand their execution by the relevant bodies and officials.
2) request and receive, in accordance with the established procedure, information and materials necessary for the performance of official duties, as well as explanations about the reasons for the delay in completing tasks and instructions from management;
3) strictly observe performance and labor discipline in accordance with the current legislation and internal documents of the regional akim's office adopted in accordance with it.
Organization of the Department's activities
The Department has the powers necessary for the implementation of its main tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan, and other regulatory legal acts of the Republic of Kazakhstan.
The Department is headed by a head who is appointed and dismissed by the order of the head of the regional akim's office.
The head of the Department provides overall management of the Department and is personally responsible for the implementation of the tasks assigned to the Department and the performance of its functions.
The head of the Department submits proposals on the structure and staffing of the Department to the head of the regional akim's office.
For this purpose, the head of the Department:
1) defines the duties of the Department's employees;
2) carries out planning of the Department's work;
3) interacts with other structural units divisions of the regional akim's office..
4) make a proposal to encourage and impose penalties on employees of the Department;
5) exercise other powers in accordance with the laws and acts of the President of the Republic of Kazakhstan.
Documents sent on behalf of the Department to other structural divisions divisions on issues within the competence of the Department are signed by the head of the Department, and in case of his absence-by the person who replaces him.
