REGULATIONS ON STATE INSTITUTION “AKIM'S OFFICE FOR KOSTANAY REGION”

1) Municipal public institution "Economic department of state institutions of Kostanay region" under state institution "Akim's office for Kostanay region";
2) Municipal state-owned enterprise "Regional center for further training and advanced training of civil servants" Akim's office for Kostanay region;
3) Municipal state institution "Kogamdyk kelisim" under Akim's Office for Kostanay region;
4) Municipal state institution "Department of the Territorial Defense Team of the Akim's office for Kostanay region".
If legislative acts provide for carrying out income-generating activities by the State institution "Akim's Office for Kostanay region", then the income received from such activities shall be directed to the state budget income.
1) To ensure the exercise of the powers of the akim and akim's office of the region within the competence established by the legislation of the Republic of Kazakhstan;
2) To assist in ensuring the implementation of the national policy of the executive authority in combination with the interests and needs of the development of the relevant territory;
3) other objectives established by the legislation of the Republic of Kazakhstan.
1) study and analysis of the internal political and economic situation in the region, forecasting its development, analysis of the work of local executive bodies of cities and districts, regional executive bodies financed from the local budget, preparation of information to the akim and officials of the akim's office of the region regarding their requests;
2) coverage of the activities of the akim and akim's office in the mass media;
3) ensuring the publication of regulatory legal acts of the akim and akim's office in the mass media;
4) analysis of the condition of performance discipline in the structural divisions of the akim's offices of the region, cities, districts, rural districts, towns and villages and informing the akim of the region;
5) at the instruction of the akim and officials of the akim's office, presentation and protection of the interests of the akim and akim's office of the region in the courts, consideration of acts of prosecutor's response;
6) planning and organization of preparation and holding of meetings of the akim's office of the region, meetings with the akim of the region and his/her deputies, seminars and other events, execution and distribution of materials and minutes of meetings;
7) ensuring the interaction of the akim and akim's office of the region with the territorial divisions of the central state bodies;
8) control over the execution of acts and instructions of the President, the Government and central state bodies of the Republic of Kazakhstan, as well as the akim and akim's office of the region by local executive bodies of cities and districts, regional executive bodies, akims of rural districts, towns and villages;
9) organization and maintenance of office work in accordance with the requirements of regulatory legal acts of the akim and akim's office of the region, including classified document management;
10) organization of work aimed at improving the quality of public services provided by local executive bodies;
11) at the instruction of the akim, officials of the akim's office of the region, conducting an inspection within its competence, if necessary, hearing oral and requesting written explanations from relevant officials;
12) coordination of training and further training of civil servants of the State Institution "Akim's Office for Kostanay region" and heads of executive bodies financed from the regional budget;
13) organization and certification of civil servants of the State Institution "Akim's Office for Kostanay region" and heads of executive bodies financed from the regional budget;
14) carrying out work to improve the level of informational support and development of "electronic akim's office" systems;
15) arrangement of work on preparation of documents for recommendations for awarding with state awards, diplomas of the akim of the region;
16) ensuring accounting and consideration of appeals of individuals and legal entities, organization of personal reception of individuals and representatives of legal entities by the akim and officials of the akim's office of the region;
17) conduction of internal state audit in accordance with the legislation of the Republic of Kazakhstan;
18) performing the functions of managing the departments specified in paragraph 2 hereof;
19) implementation of gender policy within its competence;
20) conduction of organizational preparation and holding of events on election within the framework of the legislation on elections in the Republic of Kazakhstan;
21) analysis of the socio-economic situation of the region, strategic planning, forecasting and development of promising areas of development;
22) organization of measures provided for by the legislation, within its competence for prevention and liquidation of emergency situations of local scale, for civil defense, for mobilization training and mobilization, for prevention of terrorism, providing practical assistance to local executive bodies of the region in organizing the work of anti-terrorist commissions;
23) provision and maintenance of regional military administration bodies with equipped military recruiting stations, medicines, tools, medical and household property, motor transport, communications equipment, medical and technical workers, service personnel and the creation of medical commissions;
24) coordination of the work of district (cities of regional significance) akim's offices on civil registration acts, with the exception of the functions of regulatory and methodological support, control over civil registration and ensuring the functioning of relevant databases;
25) performing other functions in accordance with the legislation of the Republic of Kazakhstan.
1) ensuring the operation, maintenance of office buildings, transport and maintenance of state institutions of Kostanay region;
2) organization and conduction of further training and advanced training of civil servants of local, territorial government bodies and local government bodies to fully meet the educational needs of students;
3) creation of an effective system of organizational, financial and logistical support for functioning of the Kostanay Regional Assembly of the People of Kazakhstan
4) creation of an effective system of organizational, financial and logistical support for the functioning of the territorial defense system in the administrative territory of the region during the declaration of mobilization, the introduction of martial law and in wartime.
1) representation of the interests of the akim and akim's office of the region;
2) sending requests within its competence and obtaining the necessary information, documents and other materials from state bodies, officials and other organizations on the competence of the akim and akim's office of the region;
3) giving the necessary instructions to the heads of organizations located on the territory of the region on issues falling within their competence;
4) interaction with other public administration bodies, autonomous public bodies and other organizations on issues of improving the efficiency of management in the relevant territory;
5) exercise of other rights in accordance with the current legislation;
6) compliance with the provisions of the current legislation of the Republic of Kazakhstan;
7) high-quality and timely execution of acts and instructions of the President, the Government and other central executive bodies, as well as the akim and akim's of the region.
1) representation of the State Institution "Akim's Office for Kostanay region" in state bodies and other organizations;
2) organization and direction of the work of the State Institution "Akim's Office for Kostanay region";
3) development of Regulations on the State Institution "Akim's Office for Kostanay region", proposals on the structure and staffing and submission of them to the meeting of the Akim's office for approval, establishment of financial incentives for civil servants (bonuses) within the savings of the wage fund;
4) establishment of internal labor regulations, carrying out general management and coordination of the activities of structural units, approval of the regulations on them, determination of the duties and powers of the heads of departments of the State Institution "Akim's Office for Kostanay region";
5) appointment, dismissal and bringing of specialists and technical staff of the State Institution "Akim's Office for Kostanay region" to disciplinary responsibility in accordance with the current legislation of the Republic of Kazakhstan;
6) ensuring the implementation of legislation on public service;
7) issuing orders and giving instructions that are binding on officials of the State Institution "Akim's Office for Kostanay region";
8) submission of draft resolutions of the akim's offices, decisions and orders of the akim of the region to the akim for signature;
9) coordination of the work on monitoring the implementation of the adopted resolutions of the akim's office, decisions and orders of the akim of the region;
10) supervision of the work with personnel in accordance with the current legislation on public service and labor legislation;
11) signing of official documentation within its competence;
12) sending employees on business trips;
13) personal reception of citizens and legal entities;
14) if necessary, forming working groups to develop draft regulatory legal acts, programs and other documents;
15) signing financial documents within its competence;
16) performing other functions assigned by the akim.
In the absence of the chief executive officer of the State Institution “Akim's Office for Kostanay region", his/her powers shall be executed by the person replacing him/her in accordance with the current legislation.
