Standard of the state service "placing children of preschool age (up to 6 years) on the waiting list for referral to preschool organizations"

1
|
Name of the service provider
|
The state Corporation, local Executive bodies of regions, cities of Nur-Sultan, Almaty and Shymkent, districts (cities of regional significance), mayors of districts in the city, cities of district significance, settlements, villages, rural districts.
|
|
2
|
Methods of providing public services
|
Acceptance of the application and issuance of the result of rendering the public service are carried out via:
1) the service provider's office;
2)non-profit joint-stock company "State Corporation" Government for citizens" (hereinafter-the State Corporation);
3) web portal "e-government" www.egov.kz (hereinafter referred to as the portal).

Term of rendering of the state service
|
From the moment of contacting the service provider, the State Corporation, or the portal – 30 minutes.

|
Electronic and (or) paper version.

The result of rendering the state service
|
Notification of placement in the queue (in any form) or a reasoned response about refusal to provide a public service on the grounds established by paragraph 9 of this Standard of public service.

The state service to individuals is provided free of charge.

working Hours
|
1)service provider: from Monday to Friday, except for holidays, according to the labor legislation of the Republic of Kazakhstan in accordance with the established work schedule of the service provider from 9:00 to 18:30 hours with a lunch break from 13:00 to 14:30 hours.
Applications are accepted and the results of public service provision are issued from 09: 00 to 17: 30 with a lunch break from 13: 00 to 14: 30.
Public service is provided on a first-come, first-served basis without prior appointment and accelerated service;
2) State Corporation: from Monday to Saturday inclusive, except for holidays, in accordance with the established work schedule from 9:00 to 20:00 without lunch break in accordance with the labor legislation of the Republic of Kazakhstan.
Reception is carried out in the order of "electronic" queue, at the choice of the service recipient without accelerated service, it is possible to book an electronic queue through the portal;
3)portal: round-the-clock, except for technical breaks related to repair work (when the service recipient applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, applications are accepted and the results of public service provision are issued on the following working day).

1) on the Ministry's Internet resource: www.edu.gov.kz;
2) State Corporation: www.gov4c.kz;
3) on the portal: www.egov.kz.

List of documents required for the provision of public services
|
When contacting a service provider or a State Corporation:
1)application form in accordance with Annex 1 to the Rules;
2)child's birth certificate (for identification);
3) the identity document of the applicant (parent or legal representative (for identification);
4) certificate of employment of the employee or the serviceman of special state bodies, certified by the signature of the authorized person and seal (if applicable) (valid for one month from the date of issue);
5)certificate from the place of work of the teacher, certified by the signature of the head of the educational organization and the seal (valid for one month from the date of issue), a scanned copy of the diploma;
6)conclusion of a psychological, medical and pedagogical consultation for children with special educational needs (if any);
7) conclusion of a phthisiologist;
8)documents confirming the possibility of receiving a priority referral to a preschool organization.
The service provider or employee of a State Corporation receives information about identity documents, a child's birth certificate, and information confirming the possibility of receiving a priority referral to a preschool organization from the relevant state information systems through the e-government gateway.
A service provider or employee of a State Corporation receives consent to use information contained in information systems and constituting a legally protected secret in the provision of public services, unless otherwise provided by the laws of the Republic of Kazakhstan.
When contacting the mayor of a village, village, rural district, the service recipient submits originals (for identification) and copies of documents.
When accessing the portal:
1)an application in the form of an electronic document signed by the service recipient's EDS, in accordance with Annex 1 to the Rules;
2) scanned copy of certificate of employment of a serviceman or employee of the special statebodies,certified by the signature of the authorized person and seal (if applicable) (valid for one month from the date of issue);
3) scanned copy of the conclusions of psychological-medical-pedagogical counseling for children with special educational needs (if any);
4) the direction of the doctor-phthisiatrician.
An electronic request to the portal is made in the form of an electronic document certified by the service recipient's EDS, or by entering a one-time password.
The service recipient receives information about identity documents, a child's birth certificate, and information confirming the possibility of receiving a priority referral to a preschool organization from the relevant state information systems through the e-government gateway.

Grounds for refusal to provide public services, set

1) establishing authenticity of documents submitted by a service recipient to obtain public service, and (or) data (information) contained in them;
2) the mismatch of the applicant and (or) the submitted materials, objects, data and information necessary for rendering public services the requirements established by the regulatory legal acts of the Republic of Kazakhstan.

Other requirements, taking into account the specifics of the provision of public services, including those provided in electronic form and through a State Corporation
|
The maximum allowed waiting time for submitting a package of documents to a service provider or State Corporationis15 minutes. The maximum allowed service time by a service provider or a State Corporation is 30 minutes.
Acceptance of documents for the provision of public services to a service recipient with a health disorder, a persistent disorder of body functions that restrictshisvital activity, who has applied through Unified contact center-1414, 88000807777 is made by an employee of the State Corporation with departure at the place of residence.
If there are medical contraindications that prevent the child from staying in a pre-school organization, then the child is not enrolled in a pre-school organization.
The service recipient receives information about the procedure and status of public service provision in remote access mode through the portal's "personal account", the service provider's Internet resource, reference services for public service provision, and a Single contact center.
The contact numbers of reference services for the provision of public services are listed on the Ministry's Internet resource www.edu.gov.kz in the "Public services" section.

At the choice of the service recipient, the state service is provided on the principle of "one application" in conjunction with the state service "Registration of the birth of a child, including the introduction of changes, additions and corrections to the civil status records".
