Rules for conducting an annual state technical inspection of tractors and self-propelled chassis and mechanisms manufactured on their basis, trailers to them, including trailers with mounted special equipment, self-propelled agricultural, land reclamation and road-building machines and mechanisms, special off-road vehicles
Chapter 1. General provisions
1) owner-a natural or legal person who owns a car on the right of ownership, economic management, operational management or on another legal basis (hereinafter referred to as the owner (service recipient)));
2) Standard of public service - a list of basic requirements for the provision of public services, containing the characteristics of the process, the form, content and result of the service, as well as other information, taking into account the specifics of the provision of public services;
3) registration document - technical passport, which is an official document for the car, confirming the car's admission to participate in road traffic and operation;;
4) operator of the information and communication infrastructure of the "electronic government" (hereinafter-operator) -a legal entity defined by the Government of the Republic of Kazakhstan in accordance with subparagraph 2) of article 6 of The law of the Republic of Kazakhstan dated November 24, 2015 "on Informatization", which is entrusted with ensuring the functioning of the information and communication infrastructure assigned to it of the " electronic government";;
5) electronic digital signature (hereinafter referred to as EDS) - a set of electronic digital characters created by means of an electronic digital signature and confirming the authenticity of an electronic document, its belonging and immutability of content.
Chapter 2. General provisions Procedure for technical inspection of machines
7.for the organization of the annual state technical inspection of machines, the engineer-inspector of the local Executive body (service provider) is the schedule of carrying out the state technical inspection of cars for the spring sowing and harvesting campaign (hereinafter-the graph), which contains information about the place, date and time of inspection machines.
The schedule is approved by the head of the structural division of the local Executive body (service provider) performing functions in the field of agriculture.
Characteristics of the process of rendering the state service, the form, content and presentation, as well as annual state technical inspection of cars containing other information-list of key requirements to this Regulation to conduct the inspection, in accordance with Annex 2,in accordance with the "Tractors and manufactured on their basis self-propelled chassis and mechanisms, trailers thereto, including trailers with mounted special equipment, trailers, self-propelled agricultural, ameliorative and road-building machines and mechanisms, and also special cars of the raised passableness annual state technical inspection", specified in the standard of the state service.
If documents are received after the end of working hours, on weekends and holidays, registration of documents in accordance with the Labor code of the Republic of Kazakhstan dated November 23, 2015 and the issuance of the result of public service provision is carried out on the next working day.
If the owner (service recipient) provides an incomplete set of documents, the engineer-inspector of the local Executive body (service provider) prepares a reasoned refusal to further consider the application using the GBD "E-licensing"is.
If the owner (service recipient) submits a complete set of documents, using the is GBD" E-licensing " prepares a notification of readiness to conduct an annual state technical inspection with an indication of the date, place and time of conducting.
Notice of readiness to conduct the annual state inspection or a reasoned refusal is sent through the portal in the "personal Cabinet" of the owner's (service receiver) in the form of an electronic document or printed and shall be signed by the engineer-inspector of the local Executive body (service provider) with a stamp of a registration point and is issued through the office of the local Executive body (the provider).
1) specifies the ownership of the machines, checks whether the type, model, year of manufacture, vehicle number, chassis, engine, frame, factory number and license plate match the data recorded in the registration document;
2) compliance of the technical condition of machines with normative technical documents regulated by the requirements for technical inspection of machines.
19.on cars that have passed technical inspection, the registration document (the technical passport) is "regularly", andon machines that do not pass technical inspection, the account is "broken," which shall be signed by the engineer-inspector of the local Executive body (service provider) and the stamp of the registration point.
When providing a public service through the state information system of permits and notifications, data on the stage of its provision is received in the information system for monitoring the provision of public services in automatic mode.
24.in case of failure of the information system containing information necessary for rendering a public service, the local Executive body (service provider) shall notify the operator thereof within 1 (one) business day from the moment of detection of a technical fault.
After carrying out works to eliminate the problem, the operator within 1 (one) working day draws up a Protocol on the technical problem in any form and signs it with the local Executive body (service provider).
Chapter 3. General provisions Procedure of appeal
local Executive body (service provider), authorized body - within 5 (five) working days from the date of registration;
the authorized body for assessment and control of the quality of rendering of public services - within 15 (fifteen) working days from the date of registration.
1) conducting an additional investigation or verification based on a complaint or a field visit;
2) if it is necessary to obtain additional information, it is extended for a period of no more than 10 (ten) working days.
In case of extension of the complaint review period, the official authorized to consider complaints, within 3 (three) business days from the date of extension of the complaint review period, notifies the owner (service recipient) who filed the complaint about the extension of the complaint review period in writing (when filing a complaint on paper) or in electronic form (when filing a complaint in electronic form), indicating the reasons for the extension.
28.in case of disagreement with the results of the rendered public service, the service recipient1-тармағыapplies to the court in accordance with subparagraph 6) of paragraph 1 of article 4 of the Law.
