1. State institution "akim's Apparatus of the village Novoshumnoe of Fedorov area" (further – akim) is a public institution that ensures the operation of akim of the village Novoshumnoe (hereinafter – the mayor) and performing other functions stipulated by the legislation of the Republic of Kazakhstan.
2. Akim's apparatus carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of President and Government of the Republic of Kazakhstan, other regulatory legal acts and this Statute of the akim's apparatus.
3. Akim is a legal entity in organizational – legal form of state institutions, in accordance with the legislation of the Republic of Kazakhstan has seals and stamps with its name in state language, forms of the established sample, the accounts in the Treasury bodies.
4. the office of the mayor enters into civil relations on its own behalf.
5. the akim's Office has the right to act as a party to civil law relations on behalf of the state in accordance with the legislation.
