On Amendments to the decision of the Maslikhat No. 465 dated September 7, 2020 "On Approval of the Rules for Providing Social Assistance, Setting the Size and Determining the List of Certain Categories of Citizens in Need
Fedorovsky district maslikhat DECIDED:
To make the following changes to the decision of the Maslikhat "On approval of the Rules for providing social assistance, setting the size and determining the list of certain categories of needy citizens" dated September 7, 2020 No. 465:
in the Rules for the provision of social assistance, the establishment of the size and definition of the list of certain categories of needy citizens approved by the said decision:
paragraphs 6, 7 should be stated in a new version:
"6. Social assistance is provided periodically (monthly, once every six months):
1) veterans of the Great Patriotic War, for household needs, excluding income, in the amount of 10 monthly calculation indices, monthly;
2) veterans and other persons specified in Articles 5 of the Law, for household needs, excluding income, in the amount of 3 monthly calculation indices, monthly;
3) children infected with the human immunodeficiency virus, excluding income, in the amount of twice the subsistence minimum, monthly;
4) persons acquiring technical, vocational, post-secondary or higher education for the first time (hereinafter referred to as education), to pay for education at the actual cost associated with education in educational institutions of the Republic of Kazakhstan, transferred in two parts during the academic year in the amount of no more than 400 monthly calculation indices, except for persons who are holders of educational grants, recipients of other types of payments from the state budget, from among:
young people from families with average per capita income for the last twelve months before applying below the subsistence minimum established in the Kostanay region;
young people belonging to socially vulnerable segments of the population who continue their education at the expense of the local budget, excluding income;
persons with disabilities of all categories who have a recommendation in an individual rehabilitation program for a disabled person, excluding income;
5) persons with an active form of tuberculosis who are registered at a dispensary in a specialized anti-tuberculosis medical organization and are on outpatient treatment, excluding income, in the amount of 10 monthly calculation indices, monthly.
One-time social assistance is provided to the following citizens who find themselves in a difficult life situation, as well as to certain categories of citizens by the holiday:
1) persons with disabilities of all categories, for reimbursement of expenses related to their travel to rehabilitation centers and back, excluding income, in the amount of no more than 3 monthly calculation indices;
2) persons with disabilities of all categories, for reimbursement of expenses related to the purchase of medicines and medical examination that are not included in the guaranteed amount of free medical care, excluding income, in the amount of actual costs, but not more than 50 monthly calculation indices;
3) to a citizen (family) who suffered as a result of a natural disaster or fire, excluding income, in the amount of no more than 50 monthly calculation indices;
4) persons from families with an average per capita income below the subsistence minimum for the quarter preceding the quarter of treatment, for household needs, in the amount of no more than 7 monthly calculation indices;
5) persons from families with an average per capita income below the subsistence minimum for the quarter preceding the quarter of the appeal, for the burial of deceased relatives, spouses registered as unemployed at the employment center on the day of death, as well as persons from low-income families for the burial of minor children, in the amount of 15 monthly calculation indices;
6) veterans of the Great Patriotic War, on Victory Day, excluding income, in the amount of 1,000,000 (one million) tenge;
7) veterans and other persons specified in Articles 6 of the Law, on Victory Day, excluding income:
military personnel, as well as persons commanding and enlisted personnel of the internal affairs and state security bodies of the former Union of Soviet Socialist Republics (hereinafter referred to as the USSR), who served during the Great Patriotic War in cities, participation in the defense of which was counted until January 1, 1998 in the length of service for the appointment of pensions on preferential terms established for military personnel units of the active army 100,000 (one hundred thousand) tenge;
to persons of the civilian staff of the Soviet Army, Navy, troops and internal affairs and state security bodies of the former USSR, who held regular positions in military units, headquarters, institutions that were part of the active army during the Great Patriotic War, or who were in the corresponding periods in cities, participation in the defense of which counted up to 1 January 1998 in the length of service for the appointment of pensions on preferential terms established for military units of the active army 100 000 (one hundred thousand) tenge;
persons who, during the Great Patriotic War, were part of units, headquarters and institutions that were part of the active army and navy, as sons (pupils) of regiments and jung 100,000 (one hundred thousand) tenge;
persons who took part in hostilities against nazi Germany and its allies during the Second World War on the territory of foreign countries as part of partisan detachments, underground groups and other anti-fascist formations 100,000 (one hundred thousand) tenge;
employees of special formations of the People's Commissariat of Railways, the People's Commissariat of Communications, the floating composition of fishing and transport vessels and the flight-lifting structure of aviation, the People's Commissariat of the Fishing Industry of the former USSR, the sea and river Fleet, the flight-lifting structure of the Main Sea Route, who during the Great Patriotic War were transferred to the position of military personnel and performed tasks in the interests of the active army and navy within the rear borders of the active fronts, operational zones of fleets, as well as members of the crews of the transport fleet vessels, interned at the beginning of the Great Patriotic War in the ports of other states 100,000 (one hundred thousand) tenge;
to military personnel whose disability is established as a result of injury, contusion, injury received in the defense of the former USSR, or as a result of a disease associated with being at the front 100,000 (one hundred thousand) tenge;
persons of the commanding and ordinary staff of the state security bodies of the former USSR and internal affairs bodies, to whom disability is established as a result of injury, contusion, injury received in the line of duty or illness associated with being at the front, 100,000 (one hundred thousand) tenge;
citizens who worked during the siege in the city of Leningrad at enterprises, institutions and organizations of the city and were awarded the medal "For the Defense of Leningrad" or the sign "Resident of besieged Leningrad" 60,000 (sixty thousand) tenge;
to minor prisoners of concentration camps, ghettos and other places of forced detention created by fascists and their allies during the Second World War 100,000 (one hundred thousand) tenge;
persons from among the fighters and command staff of fighter battalions, platoons and people's protection detachments operating in the period from January 1, 1944 to December 31, 1951 on the territory of the Ukrainian SSR, Byelorussian SSR, Lithuanian SSR, Latvian SSR, Estonian SSR, whose disability was established as a result of injury, contusion or injury received in the line of duty duties in these battalions, platoons, detachments 60,000 (sixty thousand) tenge;
parents and widows of soldiers who died (deceased, missing) in the Great Patriotic War who did not remarry, spouse who did not remarry 30,000 (thirty thousand) tenge;
to the spouse of a deceased person with a disability due to injury, contusion or injury received during the Great Patriotic War or a person equated on benefits to persons with disabilities due to injury, contusion or injury received during the Great Patriotic War who did not remarry 30,000 (thirty thousand) tenge;
to the spouse of a deceased participant of the Great Patriotic War, a partisan, an underground worker, a citizen awarded the medal "For the Defense of Leningrad" or a sign "To a resident of besieged Leningrad", recognized as persons with disabilities as a result of general illness, labor injury and other reasons (except for illegal ones) who did not remarry 30,000 (thirty thousand) tenge;
persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, as well as persons who worked (served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War 30,000 (thirty thousand) tenge;
to other categories of persons specified in Articles 5 of the Law, in the amount of 5 monthly calculation indices.".
paragraph 14 should be stated in a new version:
"14. In order to receive social assistance in the event of a difficult life situation, the applicant, on his own behalf or on behalf of the family, submits an application to the authorized body or akim of the village, village, rural district with the following documents attached:
1) identity document;
2) information on the income of a person (family members) specified in the second paragraph of subparagraph 4) of paragraph 6, subparagraphs 4), 5) of paragraph 7 of these Rules;
3) an act and/or a document confirming the occurrence of a difficult life situation.
The persons specified in subparagraph 2) of paragraph 7 provide copies of prescription forms for the current year, certified by a doctor, and cash receipts.
