Fedorovsky district"
Based on the order of the head of the Department of Architecture, Urban Planning and Construction of the Fedorovsky district dated 05.03.2022 No. 14 "On conducting an internal analysis of corruption risks", an internal analysis of corruption risks was conducted in the Department of Architecture, Urban Planning and Construction of the Fedorovsky district.
Regulatory legal acts affecting the activities of a public institution:
The Department of Architecture, Urban Planning and Construction of the Fedorovsky district carries out its activities on the basis of the Regulations on the state institution approved by the resolution of the Akimat of the Fedorovsky district dated 03.05.2022 No. 90. The functions of the Department defined in the Regulation comply with regulatory legal acts.
The main regulatory legal acts that the Department is guided by in its activities are: the Constitution, acts of the President, the Government of the Republic of Kazakhstan, resolutions of the Akimat of Kostanay region, decisions of the Akimat of Kostanay region, resolutions of the Akimat of Fedorovsky district, decisions of the Akim of Fedorovsky district, On public services, Budget Code, Land Code, Taxes and other mandatory payments in Budget, Labor Code, On Approval of Accounting Rules On State Property, On Public Procurement, other regulatory legal acts, as well as Regulations.

The staffing of the Department is 6 units (head of department, chief specialist, vacancy of chief specialist, 3 methodologists).
There are no vacancies in the Department for the period of the analysis.
The affiliation of the hired employees, as well as the conflict of interests were not revealed.
The job descriptions of civil servants of the Department fully reflect their official rights and duties, there are no facts of duplication of duties of employees.
The provision of vacations to employees of the department is carried out in accordance with the approved schedule and strictly in accordance with the law on public Service and the Labor Code of the Republic of Kazakhstan.
During the analyzed period, there were no facts of bringing employees of the Department to responsibility for committing corruption offenses, as well as misdemeanors discrediting the public service.
Provision of public services.
State Institution "Department of Architecture, Urban Planning and Construction of the Fedorovsky district" provides 5 services:
. Issuance of a certificate for determining the address of objects
real estate on the territory of the Republic of Kazakhstan;
. Provision of raw materials for the development of construction and reconstruction projects (redevelopment and re-equipment);
3^Approval of the sketch (draft design);
. Preliminary selection of a land plot for construction;
Issuance of a decision to carry out a complex of works on the postutilization of objects (demolition of buildings)
To inform the public about the procedure for the provision of services, an information stand has been designed, which contains the current Standards and Regulations for public services provided by the Department, a helpline number, an approved schedule for personal reception of citizens and representatives of legal entities by the head of the Department.

According to the results of the analysis, collisions in the NPA for such public services were revealed:
"Coordination of the placement of outdoor (visual) advertising objects in an open space in a locality". Previously given
the approval was included in the register of public services, services, but was excluded in 2016. The approval of the placement of outdoor (visual) advertising objects in an Open space in a locality is accepted as an appeal of citizens. It is necessary to amend the NPA in terms of entering into the register of public services "Approval of the placement of outdoor (visual) advertising in an open space in a locality" to simplify the procedure for approving the placement of outdoor (visual) advertising, namely, to provide service recipients with approval in electronic form without leaving home, and will also reduce corruption risks by exclusion of direct contact of the service recipient with the service provider.
The state service "Issuance of a decision to carry out a complex of works on the postutilization of objects (demolition of buildings)", according to the Register, is provided in electronic form. When submitting an application, it enters the Office of the akim of the district, however, according to the application form, it is written to the Head of the local executive body, i.e. to the head of the Architecture Department...
The result of the provision of public services is a decision on demolition, which is provided with the signature of the head of the local executive body, i.e. Department of Architecture.

There are no facts of negative publications in the media regarding the employees of the Department.
According to the results of the internal analysis of corruption risks in the activities of the State Institution "Department of Architecture, Urban Planning and Construction of the Fedorovsky district", 2 collisions were identified in the provision of public services:
