Analytical reference on conducting an internal analysis of corruption risks in the State Institution "Department of Economics and Finance Fedorovsky district"
Based on the order of the head of the Department of Economics and Finance of the Fedorovsky District dated 03.03.2022 No. 17 "On conducting an internal analysis of corruption risks", an internal analysis of corruption risks was conducted in the Department of Economics and Finance of the Fedorovsky district.
Regulatory legal acts affecting the activities of a public institution:
The Department of Economics and Finance of the Fedorovsky district carries out its activities on the basis of the Regulations on the state institution approved by the resolution of the Akimat of the Fedorovsky district dated December 27, 2021 No. 304. The functions of the Department defined in the Regulations correspond to regulatory legal acts.

Based on the results of the analysis of regulatory legal acts regulating the activities of the Department: collisions, gaps, discretionary norms have not been identified. The presence of functions that have signs of public services has not been revealed.
Personnel management.
The staffing of the Department is 9 units (head of department, deputy head of department, 2 heads of sector, 5 chief specialists).
There are no vacancies in the Department for the period of the analysis. There were no facts of dismissal, demotion of employees in 2021 and for the past period of 2022.
The affiliation of the hired employees, as well as the conflict of interests were not revealed.
The job descriptions of civil servants of the Department fully reflect their official rights and duties, there are no facts of duplication of duties of employees.
The provision of vacations to employees of the department is carried out in accordance with the approved schedule and strictly in accordance with the law on public Service and the Labor Code of the Republic of Kazakhstan. So for the past period of 2022, 5 employees have already used part of their working leave.
Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan. During the analyzed period, employee bonuses were not carried out.
During the analyzed period, there were no facts of bringing employees of the Department to responsibility for committing corruption offenses, as well as misdemeanors discrediting the public service.
Provision of public services.
The Department provides one type of public services:
"Provision of social support measures to healthcare, education, social security, culture, sports and agro-industrial complex specialists who arrived to work and live in rural settlements."
To inform the public about the procedure for providing services, an information stand has been designed, which contains the current Standards and Regulations for public services provided by the Department, a helpline number, an approved schedule for personal reception of citizens and representatives of legal entities by the head of the Department and his deputy.
During the analyzed period, lifting allowances were issued to 12 arriving specialists, totaling 3675,600 tenge.
In the course of the analysis carried out in the provision of this service, a corruption risk was identified.
Due to the shortening of the terms of rendering services for the provision of social support measures to specialists who have arrived to work and live in rural settlements, there is a risk of late payment of the lifting allowance. Since at the time of the service recipient's request, there may be no financing for this type of service.

The Prosecutor's Office of the Fedorovsky district "Providing information on the allocation of budget loans for 2019,2020,2021" request dated January 10, 2022.
The Prosecutor's Office of the Fedorovsky district "Provision of lease agreements and catering contracts in secondary schools of the district for 2020-2021 and the 1st quarter of 2022" request dated April 11, 2022.

In the analyzed period, the acts of the prosecutor's response were not received.
2). Claim and claim activity.
In the analyzed period, the Department of Economics and Finance of the Fedorovsky district participated in 5 court sessions as an applicant for violations in the execution of agreements on budget loans and lifting allowances.
3). The appeal of individuals and legal entities received by the State Institution "Department of Economics and Finance of the Fedorovsky district":
The total number of received requests in the analyzed period is 13.
Results of consideration of physical appeals: satisfied – 11, legal appeals - 2.
9 appeals were received at the personal reception of the head of the Department, an explanation was given for all of them.
There were no complaints in the analyzed period.

According to the results of the internal analysis, one corruption risk was identified in the activities of the State Institution "Department of Economics and Finance of the Fedorovsky district", in the provision of public services "Provision of social support measures to healthcare, education, social security, culture, sports and agro-industrial complex who arrived to work and live in rural settlements".
