Analytical report on the internal analysis of corruption risks in the KSU "Language Training Center of the Akimat of the Fedorovsky district" for the first half of 2022.
1. Regulatory legal acts affecting the activities of a state institution:
KSU "Language Learning Center of the Akimat of the Fedorovsky district" carries out its activities on the basis of the Regulations on the municipal state institution approved by the resolution of the Akimat of the Fedorovsky district dated January 11, 2018 No. 7. The functions of the center defined in the Regulations comply with regulatory legal acts.
The main regulatory legal acts that guide the training center in its activities are: Laws of the Republic of Kazakhstan "On Culture"; "On languages in the Republic of Kazakhstan"; "On the administrative-territorial structure of the Republic of Kazakhstan"; "On Public Procurement", "On Public service in the Republic of Kazakhstan; Decree of the President of the Republic of Kazakhstan from November 4, 2014 No. 939 "On the Concept of Cultural policy of the Republic of Kazakhstan; "Register of positions of civil servants in the fields of culture, education in the field of culture, language development, archives and documentation, physical culture and sports" approved by Order of the Acting Minister of Culture and Sports of the Republic of Kazakhstan dated December 31, 2015 No. 419; Standard qualification characteristics of positions of managers, specialists and other employees of state cultural organizations, approved by the Order of the Minister of Culture and Sports of the Republic of Kazakhstan dated July 17, 2017 No. 209; the Labor Code of the Republic of Kazakhstan.
According to the results of the analysis of regulatory legal acts regulating the activities of the municipal state institution KSU "Language Learning Center of the Akimat of the Fedorovsky district", gaps, discretionary norms were not identified.

Personnel management
The staff of the center is 5 units (the head of the center, 1 teacher of Kazakh and 1 English, 1 methodologist (0.5 rates), 1 teacher (0.5 rates), 1 accountant (0.5 rates), 1 technical staff).
At the time of the analysis, the center was not fully staffed, the place of the head of the center was vacant. There were no facts of demotion of employees for the first half of the year in 2022.
Due to the available vacancies, 1 person (a teacher of the Kazakh language) was hired in the first quarter, 1 person (an English teacher) in the second quarter.The affiliation of the hired employees, as well as the conflict of interests were not revealed.
The job descriptions of the employees of the center fully reflect their official rights and duties, there are no facts of duplication of duties of employees.
The provision of vacations to employees of the center is carried out in accordance with the approved schedule and strictly in accordance with the Law on Public Service and the Labor Code of the Republic of Kazakhstan.
There is a fact of recall of an employee (accountant) from vacation. Written consent is available.
Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan.
There are no facts of awarding employees who have not received a disciplinary penalty.
During the analyzed period, there were no facts of bringing employees of the center to responsibility for committing corruption offenses, as well as misconduct discrediting the public service.
Provision of public services
KSU "Language Learning Center of the Akimat of the Fedorovsky district" does not provide state services.
