Analytical report on the internal analysis of corruption risks in the State Institution "Akim's Office of the Fedorovsky rural district of the Fedorovsky district"
The State Institution "Akim's Office of the Fedorovsky Rural District of the Fedorovsky district" carries out its activities on the basis of the Regulations on the state institution approved by the resolution of the Akimat of the Fedorovsky district dated January 3, 2018 No. 438 with amendments and additions. The functions of the State institution defined in the Regulation correspond to regulatory legal acts.
Internal analysis of corruption risks is carried out in accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", Standard Rules for internal analysis of corruption Risks approved by Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12, order of Akim Fedorovsky rural District No. 17-r dated March 03, 2022.

Information on inspections previously carried out by state bodies in relation to the state institution "Office of Akim of Fedorovsky rural District of Fedorovsky district": in the analyzed period, one inspection was carried out from April 28 to May 18, 2022 – preventive control and supervision with a visit to the subject of control and supervision – the republican state institution "Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Kostanay region".
Staffing: For the period of the analysis, the office of the akim of the Fedorovsky rural district is fully staffed. No facts of dismissal for negative reasons, demotion of employees have been recorded. The full-time staff of the akim of the rural district is 8 units (akim of the rural district, 1-deputy akim, 1- adviser to the akim, 4-chief specialists, 1- leading specialist).
The job descriptions of administrative civil servants fully reflect their official rights and duties, there are no facts of duplication of duties of employees.
The provision of vacations to the staff of the akim of the rural district is carried out in accordance with the approved schedule and strictly in accordance with the law on Public Service and the Labor Code of the Republic of Kazakhstan. Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan. During the analyzed period, employees were not awarded bonuses. There are facts of bringing administrative civil servants to disciplinary responsibility chief specialist-lawyer disciplinary penalty – reprimand; there are no facts of bringing employees of the office of the akim of the rural district to responsibility for committing corruption offenses, as well as misdemeanors discrediting the public service.
Public services: The Office of the Akim of the Fedorovsky rural District provides 13 types of public services, which are provided in accordance with the Law of the Republic of Kazakhstan dated April 15, 2013 No. 88-V "On Public Services" and regulated by the Register of Public Services:
1) "Provision of a land plot for the construction of an object within the settlement";
2) "Registration of the change of name, patronymic, surname, including the introduction of changes, additions and corrections to the civil status records";
3) "Issuance of a decision to change the purpose of the land plot";
4) "Acquisition of rights to state-owned land plots at auctions (contests, auctions)";
5) "Registration of death, including amendments, additions and corrections to the civil status records";
6) "Registration of the birth of a child, including amendments, additions and corrections to the civil status records";
7) "Registration of the dissolution of marriage (matrimony), including amendments, additions and corrections to the civil status records";
8) "Registration of marriage (matrimony), including amendments, additions and corrections to the civil status records";
9) "Restoration of civil status records";
10) "Cancellation of civil status records";
11) "Issuance of a certificate confirming that the applicant (family) belongs to the recipients of targeted social assistance";
12) "Assignment of social assistance to certain categories of needy citizens by decisions of local representative bodies";
13) Sale of a land plot to private ownership.
Of these, the most popular and relevant today are 3 public services: provision of a land plot for the construction of an object within the settlement; acquisition of rights to land plots that are in state ownership, which does not require bidding (tenders, auctions); issuance of a decision to change the purpose of the land plot.
During the internal analysis of corruption risks in the period from June 1 to June 10, 2022, corruption risks in three public services were identified in the activities of the State Institution "Akim's Office of the Fedorovsky rural District of the Fedorovsky district": "Acquisition of rights to land plots that are state-owned, which do not require bidding (contests, auctions)", "Issuance of a decision to change the purpose of the land plot" and "Provision of a land plot for the construction of an object within the settlement".
Two public services, namely "Acquisition of rights to land plots that are in state ownership, which do not require bidding (contests, auctions)" and "Issuance of a decision to change the purpose of a land plot" have been transferred to electronic format through the information system "E-Licensing", however, most citizens do not have work skills in the e-government system, they turn to the specialists of the akim's office, which leads to direct contact of the service recipient with the service provider. At the same time, in the information system "E-Licensing" there is no tab for sending a petition to the State Institution "Department of Architecture, Urban Planning and Construction of the Fedorovsky district", in connection with which the documents are sent on purpose in paper form.
The state service "Provision of a land plot for the construction of an object within the settlement" is provided through the e-government web portal. However, it is not possible to submit an application for the first stage on the e-government portal "E-gov", since this service is not available. In this regard, the service recipient applies to the akim's office to submit an application in paper form.
Once every six months, a report on activities in the provision of public services with the participation of service providers, interested individuals and representatives of legal entities is posted on the Internet resource. In order to ensure equal access of the population to public services on the official Internet resource of the Akimat of the Fedorovsky district in the section "Reports on the provision of public services", the contact numbers of the service provider are placed, through which you can get information about the procedure for the provision of public services, responsible persons and schedules for the provision of public services. Activities aimed at improving the quality of public services to the population are carried out on an ongoing basis, this is an independent study of the material, logical analysis, seminars and meetings held by the office of the akim of the Fedorovsky district, also this direction is considered in the classes of the "School of Legal Knowledge".
During the reporting period, 33 public services were provided, 8 explanatory events were held to improve the quality of public services, of which: gatherings -16 (reporting meetings; January, May), meetings-12, coverage of the population with explanatory events to improve the quality of public services – 104.
