On the basis of the order of the akim of Kamyshinsky rural district No. 7-r dated March 03, 2022 "On conducting an internal analysis of corruption risks in the activities of the state institution "Office of the Akim of Kamyshinsky rural District of Fedorovsky district", an internal analysis of corruption risks was conducted in the office of the akim of Kamyshinsky rural district from June 01 to June 10, 2022.
NPAs regulating the activities of a state institution
The State Institution "Akim's Office of the Kamyshinsky rural District of the Fedorovsky district" carries out its activities on the basis of the Regulations on the state institution approved by the resolution of the Akimat of the Fedorovsky district dated July 01, 2020 No. 181 with amendments and additions. Personnel management
The staffing of the office of the akim of the rural district is 5 units (akim of the rural district, 3 chief specialists, 1 leading specialist). The job descriptions of administrative civil servants fully reflect their official rights and duties, there are no facts of duplication of duties of employees. Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan, during the analyzed period, no bonuses were awarded to employees. The provision of vacations to the staff of the akim of the rural district is carried out in accordance with the approved schedule and strictly in accordance with the law on public service and the Labor Code of the Republic of Kazakhstan.
3.Public services
The office of the akim of Kamyshinsky rural district provides 14 types of public services. Public services are provided in accordance with the Law of the Republic of Kazakhstan dated April 15, 2013 No. 88-V "On Public Services" with amendments and additions as of 06/25/2020)., the Regulation approved by the Resolution of the Akimat of the Fedorovsky district dated April 07, 2017 No. 116, in accordance with the pp. 14) item 14 of the Regulations on the functions of the akim's office and on the basis of the order of the akim of Kamyshinsky rural district "On the appointment of those responsible for the provision of public services" No. 19-r dated September 17, 2021, the chief specialists of the akim's office of Kamyshinsky rural district provide public services regulated by the Register of Public Services, this list of public services includes 14. In the activities of the akim's office, the requirements for updating information on the procedure for the provision of public services are met, in order to inform service recipients about the procedure for the provision of public services, folders with a list of necessary documents and samples of their filling forms are laid out on the table in the lobby of the akimat, in order to inform service recipients about the procedure for the provision of public services on the official website of the akimat of the Fedorovsky district in the section "Akim's Office Kamyshinsky rural district of Fedorovsky district" posted the rules of public services provided, changes and adjustments are made in the course of emerging changes and updates. Also, at least once a year, a report on activities in the provision of public services with the participation of service providers, interested individuals and representatives of legal entities is posted on the Internet resource. In order to ensure equal access of the population to public services on the official Internet resource of the Akimat of the Fedorovsky district in the section "Reports on the provision of public services", the contact numbers of the service provider are placed, through which you can get information about the procedure for the provision of public services, responsible persons and schedules for the provision of public services. The office of the akim of the rural district conducts activities aimed at improving the quality of public services to the population, this is an independent study of the material, logical analysis, seminars and meetings held by the office of the akim of the Fedorovsky district, also this direction is considered in the classes of the "School of Legal Knowledge". During the reporting period, 1 service was provided, 4 explanatory measures were carried out to improve the quality of public services, of which: gatherings-3, meetings - 1. Specialists responsible for the provision of public services conduct explanatory work to inform service recipients about the procedure for obtaining electronic digital signatures and receiving services in electronic format. For the entire period of providing public services to the population, complaints from service recipients on the provision of public services have not been received by the akim's office and higher authorities. The work aimed at improving the quality of public services is carried out on an ongoing basis. One of the criteria for evaluating the effectiveness is the timely and high-quality provision of public services, in accordance with established standards and regulations.
When conducting internal control over the quality of public services during the reporting period, the following conflicts were identified:
- in the provision of public services, for example, the public service "Acquisition of rights to land plots that are in state ownership, which does not require bidding
(contests, auctions)" all documents (applications, appendices to the application, the protocol of the land commission, the decision of the akim of the rural district) are received by the service recipient and the service provider in electronic form. However, for further processing of documents on the land plot, some organizations (for public services - a branch of the NAO "State Corporation "Govorstvo for Citizens") request the decision of the akim of the rural district in paper form with the blue seal of the akim. Here there is a direct contact of the service recipient with the service provider, the paper version is not provided in the rules.
Based on the results of internal control over the quality of public services for the reporting period:

NPAs affecting the activities of the State Institution
As of June 01, 2022, 39 regulatory legal acts were adopted in the State Institution "Akim's Office of the Kamyshinsky rural District of the Fedorovsky district", 32 of them orders were adopted, 7 decisions were made, registration with the justice authorities was not carried out during this period. When conducting legal monitoring by the Department of Justice of Kostanay region, shortcomings in the norms of law were not identified.
According to the results of the analysis for the reporting period of 2022, the following legal gaps were identified in the labor activity of employees of the akim's office, according to the results of the analysis of regulatory legal acts regulating the activities of the state institution:
- according to paragraph 3 of Article 3 of the Law of the Republic of Kazakhstan "On Notaries", when providing notarial actions, the secrecy of notarial actions must be observed. However, in reality, a specialist authorized to perform notarial actions (powers of attorney, wills, etc.) it is located in the same room with other specialists, because according to the area of the room in accordance with the norms for the placement of the apparatus of state bodies (Decree of the Government of the Republic of Kazakhstan No. 335 of March 31, 2011) for 1 specialist 7.5 sq.m.
For the period of the analysis, the office of the akim of the Kamyshinsky rural district is fully staffed. There were no facts of dismissal for negative reasons, demotion of employees during the reporting period of 2022.

Appeals of individuals and representatives of legal entities
In total, during the reporting period of 2022, 15 appeals (individuals) were received by the State Institution "Akim's Office of the Kamyshinsky Rural District". Of these, at a personal reception - 15 appeals, complaints - 0. From representatives of legal entities - 0. All applications have been accepted, registered and reviewed within the time limits established by law. Out of the total number of received appeals on competence to other state institutions, no redirects were made. According to the results of the review, 15 of them were clarified. During the reporting period, no violations of the terms of consideration of appeals were revealed.
