The internal analysis of corruption risks was carried out in the state institution "The Office of the Akim of the Voronezh Rural District of the Fedorovsky district" according to the Standard Rules for conducting an internal analysis of corruption risks, approved by the Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12 and on the basis of the order of the Akim of the Voronezh Rural District dated March 03, 2022 No. 8-r "On conducting an internal analysis of corruption risks in the activities of the state institution "Apparatus of the Akim of the Voronezh Rural District of the Fedorovsky District" in the period from 1 until June 10, 2022.
NPAs regulating the activities of a state institution
The State Institution "The Office of the Akim of the Voronezh Rural District of the Fedorovsky district" carries out its activities on the basis of the Regulations on the state institution approved by the resolution of the Akimat of the Fedorovsky district dated December 23, 2019 No. 302 with amendments and additions. The functions of the State institution defined in the Regulation correspond to regulatory legal acts.

Personnel management
The staffing of the office of the akim of the rural district is 3 units (akim of the rural district and 2 chief specialists). The job descriptions of administrative civil servants fully reflect their official rights and duties, there are no facts of duplication of duties of employees. Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan, during the analyzed period, no bonuses were awarded to employees. The provision of vacations to the staff of the akim of the rural district is carried out in accordance with the approved schedule and strictly in accordance with the law on public service and the Labor Code of the Republic of Kazakhstan.
3.Public services
The office of the Akim of the Voronezh Rural District provides 14 types of public services. Public services are provided in accordance with the Law of the Republic of Kazakhstan dated April 15, 2013 No. 88-V "On Public Services" with amendments and additions as of 06/25/2020)., the Regulation approved by the Resolution of the Akimat of the Fedorovsky district dated April 07, 2017 No. 116, in accordance with the pp. 14) item 14 of the Regulations on the functions of the Akim's office and on the basis of the order of the Akim of the Voronezh Rural District "On the appointment of those responsible for the provision of public services" No. 18-r dated May 12, 2021, the chief specialists of the Akim's office of the Voronezh Rural District provide public services regulated by the Register of Public Services, this list of public services includes 14. In the activities of the akim's office, the requirements for updating information on the procedure for the provision of public services are met, in order to inform service recipients about the procedure for the provision of public services, folders with a list of necessary documents and samples of their filling forms are laid out on the table in the lobby of the akimat, in order to inform service recipients about the procedure for the provision of public services on the official website of the akimat of the Fedorovsky district in the section "Akim's Office Voronezh Rural Okrug of Fedorovsky district" posted the rules of public services provided, changes and adjustments are made in the course of emerging changes and updates. Also, at least once a year, a report on activities in the provision of public services with the participation of service providers, interested individuals and representatives of legal entities is posted on the Internet resource. In order to ensure equal access of the population to public services on the official Internet resource of the Akimat of the Fedorovsky district in the section "Reports on the provision of public services", the contact numbers of the service provider are placed, through which you can get information about the procedure for the provision of public services, responsible persons and schedules for the provision of public services. The office of the akim of the rural district conducts activities aimed at improving the quality of public services to the population, this is an independent study of the material, logical analysis, seminars and meetings held by the office of the akim of the Fedorovsky district, also this direction is considered in the classes of the "School of Legal Knowledge". During the reporting period, 2 services were provided, 4 explanatory measures were carried out to improve the quality of public services, of which: 4 gatherings. Specialists responsible for the provision of public services conduct explanatory work to inform service recipients about the procedure for obtaining electronic digital signatures and receiving services in electronic format. For the entire period of providing public services to the population, complaints from service recipients on the provision of public services have not been received by the akim's office and higher authorities. The work aimed at improving the quality of public services is carried out on an ongoing basis. One of the criteria for evaluating the effectiveness is the timely and high-quality provision of public services, in accordance with established standards and regulations.
When conducting internal control over the quality of public services during the reporting period, the following corruption risks were identified:
- in two public services: "Acquisition of rights to land plots that are in state ownership that do not require bidding (contests, auctions)" and "Issuance of a decision to change the purpose of the land plot") direct contact of the service recipient and the service provider.
- in the provision of public services, for example, the public service "Acquisition of rights to land plots that are in state ownership, which does not require bidding
(contests, auctions)" all documents (applications, appendices to the application, the protocol of the land commission, the decision of the akim of the rural district) are received by the service recipient and the service provider in electronic form. However, for further processing of documents on the land plot, some organizations (for public services - a branch of the NAO "State Corporation "Govorstvo for Citizens") request the decision of the akim of the rural district in paper form with the blue seal of the akim. Here there is a direct contact of the service recipient with the service provider, the paper version is not provided in the rules.
Based on the results of internal control over the quality of public services for the reporting period:

NPAs affecting the activities of the State Institution
As of June 01, 2022, the State Institution "The Office of the Akim of the Voronezh Rural District of the Fedorovsky District" has adopted 34 regulatory legal acts, 25 of them have been adopted, 9 decisions have been made, registration with the justice authorities has not been carried out during this period. When conducting legal monitoring by the Department of Justice of Kostanay region, shortcomings in the norms of law were not identified.
For the period of the analysis, the office of the akim of the Voronezh Rural District is fully staffed. There were no facts of dismissal for negative reasons, demotion of employees during the reporting period of 2022.

During the reporting period, in relation to the state institution of the State Institution "Apparatus of the Akim of the Voronezh Rural District of the Fedorovsky District": on April 29, 2022, an audit was conducted on compliance with the legislation on public services for the period from January 5, 2022 to April 26, 2022.

In total, during the reporting period of 2022, the State Institution "The Office of the Akim of the Voronezh Rural District" received 7 appeals (individuals). Of these, at a personal reception - 7 appeals, complaints - 0. From representatives of legal entities - 0. All applications have been accepted, registered and reviewed within the time limits established by law. Out of the total number of received appeals on competence to other state institutions, no redirects were made. According to the results of the review, 7 of them were clarified. During the reporting period, no violations of the terms of consideration of appeals were revealed.
