Analytical report on the internal analysis of corruption risks in State Enterprise "Vodstroy" Akimat of Fedorovsky district of Kostanay region
Based on the order of the acting Director of the State Enterprise "Vodstroy" dated 03.03.2022 No. 13-P "On conducting an internal analysis of corruption risks in the activities of the State Enterprise "Vodstroy" of the Akimat of the Fedorovsky district of Kostanay region, an internal analysis of corruption risks was conducted.
Regulatory legal acts affecting the activities of the State Unitary Enterprise:
The State Enterprise "Vodstroy" of the Akimat of the Fedorovsky district of Kostanay region carries out its activities on the basis of the Charter approved by the resolution of the Akimat of the Fedorovsky district dated 02.03.2020 No. 46. The functions of the State Enterprise "Vodstroy" defined in the Charter correspond to regulatory legal acts.
Personnel management.
The staffing of the Enterprise is 35 units (AUP 3 units, production staff 32 units).
For the period of the analysis, the company has 1 vacancy. There are no facts of demotion of employees.
The affiliation of the hired employees, as well as the conflict of interests were not revealed.
The functional responsibilities of the Company's employees fully reflect their official rights and responsibilities, there are no facts of duplication of employee responsibilities.
The provision of vacations to employees of the department is carried out in accordance with the approved schedule and strictly in accordance with the Labor Code of the Republic of Kazakhstan and the Collective Agreement.
Bonuses for employees are carried out in accordance with the legislation of the Republic of Kazakhstan.
During the analyzed period, there are no facts of bringing employees of the Enterprise to responsibility for committing corruption offenses, as well as misdemeanors.
The activity of the enterprise.
The following types of activities are provided by the enterprise:
- Water supply services.
- Repair of networks, structures and water supply equipment.
- Maintenance of outdoor water supply networks.
- Connection of a new facility, not provided for by the project (in the scheme of the district water supply) to the network, which is on the balance of subjects of natural monopolies.
- Sealing of cold water metering devices.
The results of inspections carried out by state bodies in relation to the State Enterprise "Vodstroy" of the Akimat of the Fedorovsky district of Kostanay region.
No checks were carried out in the analyzed period.

When signing financial documents, it is possible to use EDS (electronic digital signatures) the heads of the company without the consent of the head himself.
In the functional duties of the controllers, approved by the acting director of the State Enterprise "Vodstroy" of the akimat of the Fedorovsky district from 04.02.2022, there is a 4 clause that reads: "Is engaged in collecting funds for the supplied water on fixed sites, bears personal financial responsibility for the collected funds." This item makes it possible to assign the collected funds.
When signing the acts of work performed during the implementation of public procurement procedures, direct contact of the Customer with the Supplier is possible.
