" Assignment of state targeted social assistance"

Chapter 1. General provisions
The state service "Assignment of state targeted social assistance" (hereinafter referred to as the state service).
The state service standard was developed by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – the Ministry).
The state service is provided by the local executive bodies of the cities of Nur-Sultan, Almaty and Shymkent, districts and cities of regional significance (hereinafter referred to as the service provider).
Acceptance of the application and issuance of the result of the provision of public services are carried out through:
1) The Employment Center (hereinafter referred to as the Center);
2) akim of a settlement, village, or rural district (hereinafter referred to as akim of a rural district) - in the absence of a Center at the place of residence.

Chapter 2. Procedure for the provision of public services
Term of public service provision:
1) when contacting the Center - from the date of registration of the package of documents by the Center – 11 (eleven) working days;
from the date of delivery of the package of documents to the akim of the rural district – 14 (fourteen) working days.
In the case of making a request to state bodies or organizations, the deadline for forming a package of documents is extended for up to 30 (thirty) calendar days, with a written notification to the applicant within two working days from the date of making the request to the relevant state bodies and (or) organizations;
2) the maximum allowed waiting time for the delivery of a package of documents at the Center, the akim of the rural district – 30 minutes;
3) the maximum allowed service time at the Center, the akim of the rural district – 30 minutes.

The form of the public service provided: paper.
The result of the provision of public services: notification of the appointment (refusal to appoint) of state targeted social assistance in the form approved by the Order of the Minister of Health and Social Development of the Republic of Kazakhstan dated May 5, 2015 No. 320 "On Approval of the Rules for the appointment and payment of State targeted social assistance" (registered in the Register of State Registration of Regulatory Legal Acts No. 11426) (hereinafter-Order No. 320).
The form of providing the result of the provision of public services: paper.
The state service is provided free of charge to individuals (hereinafter referred to as the service recipient).
Work schedule:
1) The Center – from 08.30, 9.00 hours to 18.00, 18.30 hours with a lunch break from 12.30, 13.00 hours to 14.00, 14.30 hours according to the Labor Code of the Republic of Kazakhstan;
2) akim of the rural district - from Monday to Friday inclusive from 9.00 to 18.00 hours, with a lunch break from 13.00 to 14.00 hours, except weekends and holidays according to the Labor Code of the Republic of Kazakhstan.
Acceptance of the application and issuance of the result of the provision of public services from 9.00 to 17.30 hours with a lunch break from 13.00 to 14.30 hours.
The public service is provided on a first-come, first-served basis, without prior appointment and accelerated service.

The service recipient (or his representative under a notarized power of attorney), when applying for the provision of public services, provides an application for the appointment of state targeted social assistance in the form in accordance with Annex 1 to this standard of public services and an identity document (identity card (passport) of a citizen of the Republic of Kazakhstan, a residence permit of a foreigner permanently residing in the Republic of Kazakhstan, a certificate of a stateless person, a refugee certificate), and for oralmans – an oralmans ' certificate – for identification.
Able-bodied family members involved in active measures to promote employment submit an application for registration as a job seeker in accordance with Annex 3 to the state service standard "Registration of Job Seekers", approved by Order No. 279 of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 28, 2015 (registered in the Register of State Registration of Regulatory Legal Acts No. 11342).
On behalf of a person who has not reached the age of sixteen, a written application in any form is submitted by one of the parents or their legal representatives for consent to work.
When accepting an application, the service provider forms requests to the relevant information systems of state bodies and organizations (hereinafter referred to as information systems) through the "electronic government" gateway, in order to obtain the following information:
1) identification documents of the applicant;
2) about the status of oralman;
3) on registration at the permanent or temporary place of residence for each family member;
4) about bank details in the authorized organization for the issuance of benefits;
5) on the establishment of disability;
6) on the registration of the birth (death) of a child (for all children) - for registrations made in the territory of the Republic of Kazakhstan after August 13, 2007;
7) on the establishment of guardianship (guardianship);
8) about adoption (adoption);
9) on the registration of the conclusion (dissolution) of marriage, according to the registrations made in the territory of the Republic of Kazakhstan after June 1, 2008;
10) on the fact of studying in an educational institution - if the dependents aged from eighteen to twenty-three years are full-time students;
11) on income (wages, social benefits, income from business activities);
12) on the status of an individual entrepreneur;
13) whether the applicant and his family members have the fact of appointment, payment or submission of an application for the appointment of targeted social assistance;
14) on the existence of a personal subsidiary farm;
15) on employment (if any), for able-bodied family members involved in active measures to promote employment;
16) about education, qualifications, availability of special knowledge or professional training (if available), for able-bodied family members involved in active measures to promote employment;
17) on alimony or on the existence of arrears;
18) about the presence in places of deprivation of liberty or compulsory treatment of the applicant's family members.
If there is no information in the information systems, the Akim or the Center issues a written request to the relevant state body and / or organization.
The applicant has the right to provide the above documents in hard copy.
When submitting an application, the service recipient is issued at the Center, the akim of the rural district-a tear-off ticket of the application with the date of registration and the date of receipt of the state service, the name and initials of the person who accepted the documents.

The service provider refuses to provide public services on the following grounds:
1) persons (families) with an average per capita income exceeding the poverty line established in the regions, cities of national significance, the capital;
2) able-bodied family members who have refused to participate in measures to promote employment, with the exception of minor children, including children studying full-time in organizations of secondary, technical and vocational, post-secondary, higher and (or) postgraduate education, after reaching the age of majority until the time of graduation from educational organizations (but not more than until the age of twenty-three), persons caring for a child under the age of seven, a disabled child, a disabled person of the first or second group, the elderly, persons in need of outside care and assistance, as well as persons with diseases in which a period of temporary disability of more than two months can be established;
3) persons (families) who have provided deliberately false information for the purpose of assigning targeted social assistance.

Chapter 3. Procedure for appealing decisions, actions (inaction) of the service provider and (or) its officials, the Center and (or) its employees on the provision of public services
Appeal against decisions, actions (inaction) of the service provider and (or) its officials, the Center and (or) its employee on the provision of public services the complaint is filed to the head of the service provider or to the addresses specified in paragraph 12 of this standard of public services.
The complaint is submitted in writing by mail or on purpose through the office of the service provider.
