Standard of the state service
" Registration of marriage (matrimony), including making changes, additions and corrections to the civil status records"

Name of the service provider
MIO of the cities of Nur-Sultan and Almaty, Shymkent, districts and cities of regional significance (hereinafter-the service provider)

Methods of providing public services (access channels)
1) through the service provider;
2) MIO of districts in the city, cities of district significance, akims of settlements, villages,rural districts;
3) through the portal.

Term of public service provision
from the moment of delivery of the package of documents to the service provider, the registration of marriage (matrimony) is made after a month from the date of submission of the application to the service provider by those wishing to marry (matrimony) (the day of reception is not included in the period of rendering the state service);
at the joint request of persons entering into marriage (matrimony), if there are valid reasons (pregnancy, birth of a child, immediate threat to the life of one of the parties and other special circumstances), confirmed by the relevant documents (certificate of the medical qualification commission on pregnancy, certificate of health, certificates confirming other special circumstances), the service provider at the place of state registration of marriage (matrimony) appoints the conclusion of marriage (matrimony) before the expiration of a month or increases this period, but not for more than a month on the basis of a written application of the service recipients on the day of submission of the application;
in the presence of special circumstances (pregnancy, birth of a child, immediate danger to the life of one of the parties and other special circumstances), the state registration of marriage (matrimony) at the request of the persons entering into marriage (matrimony) is made on the day of filing the application with the mandatory indication of the reason and supporting documents;
making changes, additions and corrections to the record of the civil status act - 5 (five) working days;
in the absence of an official record in the Civil Registry Office, the term of rendering the service is extended by no more than 15 (fifteen) calendar days, with the notification of the service recipient within 3 (three) calendar days (if the term of consideration of the application received through the State Corporation is extended, the result of rendering the state service is sent by the service provider to the State Corporation);
when submitting via the portal, a notification of confirmation of acceptance of the application is sent to the personal account within 1 (one) business day;
The maximum allowed waiting time for the delivery of a package of documents is 20 (twenty) minutes.
The maximum allowed service time of the service recipient is 20 (twenty) minutes.

Form of public service provision
Electronic/paper version.

The result of the provision of public services
1) certificate of state registration of marriage (matrimony), re-certificate of marriage (matrimony) with amendments, additions and corrections;
2) a reasoned response about the refusal to provide a public service.
The form of providing the result of the provision of public services: paper, electronic, when a certificate of marriage (matrimony) is sent, a reasoned refusal when submitting an application through the portal.

The amount of payment charged to the service recipient for the provision of public services, and the methods of its collection in cases provided for by the legislation of the Republic of Kazakhstan
1) for the registration of marriage-1 (one) MCI;
2) for the issuance of a certificate in connection with the change, addition, correction and restoration of the record of the act of marriage (matrimony) - 0.5 MCI.
They are exempt from paying the state fee for the registration of civil status acts upon presentation of supporting documents:
1) participants and invalids of the Great Patriotic War and persons equated to them on benefits and guarantees, persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, persons who worked (served) at least six months from June 22, 1941 to May 9, 1945 and not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, disabled people, as well as one of the parents of a disabled child from childhood, a disabled child, guardians( trustees), state organizations - for the registration and issuance of repeated birth certificates;
2) individuals - for issuing certificates to them when changing, supplementing, restoring and correcting civil status records in connection with errors made during the registration of civil status acts.

Work schedule
1) the service provider - from Monday to Friday inclusive, except weekends and holidays.
Acceptance of the application and issuance of the result of the provision of public services from the service provider – from Monday to Friday inclusive from 09.00 to 17.30 hours, break from 13.00 to 14.30 hours, except weekends and holidays;
The state service is provided on a first-come, first-served basis, without prior appointment and accelerated service;
2) the portal – around the clock, with the exception of technical breaks associated with the repair work (when the service recipient applies after the end of working hours, on weekends and holidays, the application is accepted and the result of the provision of public services is issued on the next working day).

List of documents required for the provision of public services
When contacting the service provider:
1) application for marriage (matrimony) in the form according to Annex 14 to these Rules;
2) a document certifying the identity of the service recipients (for identification purposes);
3) a document confirming the payment of the state fee to the budget;
Foreigners, stateless persons additionally submit:
- a certificate of marital legal capacity (apostilled/legalized, with translation into Russian or the state language);
- A foreigner permanently residing in the Republic of Kazakhstan presents a residence permit of a foreigner in the Republic of Kazakhstan;
- A stateless person permanently residing in the Republic of Kazakhstan presents a certificate of a stateless person with a mark of the internal affairs bodies of the Republic of Kazakhstan on registration at the place of residence;
- A foreigner or a stateless person temporarily staying in the Republic of Kazakhstan, presents a document certifying his identity issued by the competent authorities of the country, the citizen of which is a foreigner or the state of permanent residence of a stateless person and a notarized translation of their text in Kazakh or Russian.
The accuracy of the translation of the text of the documents certifying the identity of a foreigner or a stateless person may be attested in a diplomatic mission or consular office or in the foreign ministry of the State of which the foreigner is a citizen or of the State of permanent residence of the stateless person.
Along with the presentation of identity documents, they must submit a notarized translation of their text in the state or Russian language.
If necessary, a permit for marriage (matrimony) from the competent authority of the state of which he is a citizen.
If it is necessary to reduce or extend the period of registration of marriage (matrimony) established by law, an additional document is submitted confirming the grounds for reducing the period: a certificate of the medical qualification commission on pregnancy, a certificate of health status, certificates confirming other special circumstances.
If it is necessary to reduce the marriage (matrimonial) age established by law, an additional submission is submitted:
1) an application for a reduction in the age of marriage (matrimonial) in accordance with Annex 16 to the Rules;
2) documents confirming the need to reduce the established marriage age: certificate of the medical qualification commission about pregnancy or information about the state registration of the birth of a common child;
3) consent of the legal representatives of persons entering into marriage (matrimony) who have not reached the age of marriage;
4) information about the documents confirming the powers of the legal representatives.
If there are previous marriages (matrimony), information about the dissolution of the marriage (matrimony) or the death of the spouse (spouse) is provided for data verification.
When registering civil status acts outside the Republic of Kazakhstan, copies (apostilled/legalized, with a notarized translation into Kazakh or Russian) of the relevant certificates of state registration of the civil status act (originals for verification) are provided.
To the portal:
An electronic application, certified by the EDS of the service recipients, both persons entering into marriage.
When registering the second and subsequent marriages (matrimony), information about the dissolution of the marriage (matrimony) or the death of the spouse (spouse) is provided for data verification.
The list of necessary documents for making changes, additions and corrections to the act record of marriage (matrimony):
1) application for amendments, additions and corrections in the form according to Annex 24 to the Rules;
2) an identity document (for identification purposes);
3) the original of the certificate of state registration of the act of civil status, which is subject to exchange in connection with the introduction of changes, additions and corrections to the record of the act of civil status, in case of loss of the original certificate, indicate its loss and information about the registration of the act of civil status;
4) a document confirming the existence of grounds for making changes, additions and corrections to the record of the civil status act;
