Report on the activities of the State Institution "Department of Architecture, Urban Planning and Construction of the Fedorovsky District" on the provision of public services for 12 months of 2019

1. General provisions.

1) Information about the service provider

         1. State Institution "Department of Architecture, Urban Planning and Construction of the Fedorovsky district" (hereinafter referred to as the Department of Architecture, Urban Planning and Construction ) It is a state body Рof the Republic of Kazakhstan that performs the functions of local state management of architectural, urban planning and construction activities of the district, in the organizational and legal form of a state institution.

          2. The Department of Architecture, Urban Planning and Construction has no departments, осущестcarries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation, is formed, abolished and reorganized by the Akimat Fedorovsky district.

3. The founder of the Department of Architecture, Urban Planning and Construction of the Fedorovsky district is the akimat of the Fedorovsky district.

4. The Department of Architecture, Urban Planning and Construction is a legal entity in the organizational and legal form of a state institution, has seals and stamps with its name in the state language, forms of the established sample in accordance with the legislation of the Republic of Kazakhstan, accounts with treasury bodies.

5. The Department of Architecture, Urban Planning and Construction enters into civil relations on its own behalf.

6. The Department of Architecture, Urban Planning and Construction имееhas the right to act as a party to civil relations on behalf of  имениthe Akimat of the Fedorovsky district, if it is authorized to do so inaccordance with the legislation.

7. The Department of Architecture, Urban Planning and Construction makes decisions on issues of its competence in accordance with the procedure established by law, which are issued by orders of the head Departmenta of Architecture, Urban planning and construction and other acts provided for by the legislation of the Republic of Kazakhstan.

8. Structure and staffing limitDepartmenta of Architecture, Urban Planning and Construction  is approved in accordance with the current legislation.

For 12 months of 2020, the most popular  service was – Issuance of a certificate on determining the address of real estate objects in the territory of the Republic of Kazakhstan 679 certificates.

2. Working with service recipients

1) Information about the sources and places of access of information on the procedure for rendering public services:

To ensure equal access of the population to public services for the official Andthe Internet resource of the akimat of Fedorovsky district, in the section "State services" includes links to the Law of the Republic of Kazakhstan "On public services", the Registry of public services provided to individuals and legal entities, the list of public services provided by public institutions of akimat of Fedorovsky district, standards, regulations of the state services, contact phone state bodies, service provider of the Fyodorovsky district, through which you can receive information on the procedure for the provision of public services.

InThe Department has designed stands with regulatory legal acts, information and reference materials on the provision of public services, and identified responsible officials for the high-quality provision of public services.

2) Information on public discussions of draft public service standards

According to article 11 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" the holding of the public discussion of drafts of standards of public services is not included in the competence of local Executive bodies of regions, cities of Republican significance, the capital, districts, cities of regional significance, akims of districts, cities of regional value, towns, villages, rural districts.

3) Activities aimed at ensuring transparency of the process of rendering of the state services (outreach, workshops, meetings, interviews I. other)

During 2020 During the year, the Department conducted 3 seminars on the quality of public services.

3. Activities aimed at improving the processes of providing public services.

1) Results of optimization and automation of public service delivery processes

The results of optimization and automation of public service delivery processes have a positive impact on the quality of their delivery. The procedure for providing public services is simplified, and time limits and administrative barriers in the process of providing public services are reduced.

2) Activities aimed at improving the skills of employees in the provision of public services

In order to improve the professional skills of specialists providing public services, classes on general legal education are held, where current topics are considered, specialists take part in seminars on working with the integrated information system of public service centers.

Raising thequalifications of civil servants of the akimat of the Fedorovsky district is carried out on the basis of: Schedule of advanced training of civil servants of the Regional State Enterprise "Regional Center for Retraining and Advanced Training of Civil Servants" of the Akimat of Kostanay region.

4. Monitoring theQuality control of the provision of public services

1) Information on complaints from service recipients regarding the provision of public services.

During the reporting period, complaints from service recipients regarding the provision of public services were not received or considered by the Department.

2) Results of internal control over the quality of public services rendered.

According to the approved Action Plan of internal state control over the quality of public servicesrendered for 2020, the structural division of the Akim's office Fedorovsky district, the Department planned and carried out 2 internal control measures.

Based on the results of control measuresвыявлено , violations were identified and recommendations were made for their elimination.

3) Results контроля заof quality control over the provision of public services carried out by the authorized body for evaluating and controlling the quality of public services.

The Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption in Kostanay region (hereinafter referred to as the Department)20 did not conduct an audit in 2020.

4) Results of public monitoring of the quality of public services rendered.

Public monitoring of the quality of public services rendered in the statebody-the Department ofArchitecture, Urban Planning and Construction of the Fedorovsky districtx- was not carried out.

5. Prospects for further efficiency and increasing satisfaction of service recipients the quality of public services rendered.

The main directions of improving the quality of public services are their automation and transfer to a State corporation. In general, there is a positive trend in the provision of public services to increase the number of services provided through the State Corporation and the "e-Government portal", including the issuance of permits through information systems. The work aimed at improving the quality of public services provided, fully focusing on the needs of the population as a consumer of public services, will continue.
