In accordance with subparagraph 25) of Article 7 of the Law of the Republic of Kazakhstan dated July 3, 2014 "On Physical Culture and Sports", I ORDER:
1. approve the attached Rules for the Assignment and Deprivation of Sports Calls, Categories and Qualification Categories, the Issuance of badges, as well as their description.

2. Department of Strategic Development (Kamzebaeva D. V.) in accordance with the procedure established by law:
1) submit this order for state registration to the Ministry of Justice of the Republic of Kazakhstan;
2) after state registration with the Ministry of Justice of the Republic of Kazakhstan, ensure the official publication of this order in periodicals and in the information and legal system "didilet".
3.To recognize as invalid some orders in the field of physical culture and sports in accordance with Annex 2 to this order.
4.Control over the execution of this order is entrusted to the Deputy Chairman of the Agency of the Republic of Kazakhstan for Sports and Physical Culture Kanagatov I. B.
5.This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Chapter 1. General provisions
1. These Rules for the assignment and deprivation of sports titles, categories and qualification categories, the issuance of badges, as well as their description (hereinafter – the Rules) are developed in accordance with subparagraph 25) of Article 7 of the Law of the Republic of Kazakhstan dated July 3, 2014 "On Physical Culture and Sports" and determine the procedure for the assignment and deprivation of sports titles, categories and qualification categories, issuance of badges, as well as their description.
2.Assignment of sports titles, categories and qualification categories is carried out in accordance with the order of the Acting Minister of Culture and Sports of the Republic of Kazakhstan dated October 28, 2014 No. 56 "On approval of Norms and requirements for assignment of sports titles, categories and qualification categories", registered in the Register of State Registration of Regulatory Legal Acts No. 9902 (hereinafter referred to as norms and requirements).
Chapter 2. The procedure for awarding sports titles, categories and qualification categories, the issuance of badges, as well as their description
3. Assignment of sports calls: "Honored Master of Sports of the Republic of Kazakhstan", "Master of sports of international class of the Republic of Kazakhstan", "Master of sports of Kazakhstan" and qualification categories: coach of the highest level of qualification of the highest category, coach of the average level of qualification of the highest category, coach-teacher of the average level of qualification of the highest category, methodologist of the highest level of qualification of the highest category categories, the methodologist of the average qualification level of the highest category, the instructor-athlete of the highest qualification level of the highest category, the national sports judge of the highest category, the national sports judge of the highest category, the national sports judge is a public service (hereinafter referred to as the state service for assigning sports calls and qualifying sports competitions of categories), for which individuals (hereinafter referred to as the service recipient) apply to the full body in the field of physical culture and sports (hereinafter - authorized body) through the non-profit joint stock company "State Corporation " Government for Citizens " (hereinafter - the State Corporation), the web portal "Electronic Government" www.egov.kz (hereinafter referred to as the portal).
4. The list of basic requirements for the provision of public services for the assignment of sports titles and qualification categories, including the characteristics of the process, form, content and impact result, as well as other information, taking into account the specifics of the provision of public services for the assignment of public services for the assignment of sports titles and qualification categories, are set out in Annex 1 to these Rules in the format of the standard of state services.
The authorized body and the employee of the State Corporation receives the information of the identity document of the service recipient from the relevant relevant information systems through the gateway of the "electronic board".
When accepting documents, an employee of a State Corporation reproduces electronic copies of documents, after which he returns the originals to the service recipient and issues a receipt for the receipt of the relevant documents.
Subject to the submission of documents through a State Corporation, if the service recipient submits an incomplete package of documents according to the list provided for in paragraph 8 of the standard of the state service for assigning sports calls and qualification categories, as well as expired documents, the employee of the state corporation refuses to accept the application.
In case of contacting through the portal in the "personal account" in the history of the service recipient's requests, the status of acceptance of the request for proof of the state service of sports titles and qualification categories is displayed, as well as a notification indicating the date of receipt of the result of the state service of sports titles and qualification categories, as well as a notification indicating the date of receipt of the results of the category.
5. The authorized body on the day of receipt of documents (in case of receipt after 18:00 hours, the application is registered on the next working day, on weekends and holidays according to the Labor Code of the Republic of Kazakhstan dated November 23, 2015 (hereinafter referred to as the Code), the acceptance of applications and the issuance of the results of the provision of public services is carried out on the next working day) and registration.
6.The submitted documents are reviewed by an authorized body within fourteen working days and are prepared for consideration at a meeting of the commission for the assignment and deprivation of sports titles and qualification categories (hereinafter referred to as the commission).
7.The total number of members of the commission is an odd number, at least five people.
The members of the commission are representatives of the authorized body, heads of subordinate organizations of the authorized body. The Chairman and secretary of the commission are determined from among the representatives of the authorized body.
The Secretary of the commission prepares documents and draws up protocols. The Secretary of the Commission is not a member of the commission.
8.A meeting of the commission is considered competent if it is attended by at least 2/3 of the total number of members of the commission.
9.The commission's decision is made by a large vote of the commission members present. In case of equality of votes, the chairman's vote is decisive.
In case of absence of a member of the commission, the reason is indicated in the minutes of the commission meeting.
10.The Commission reviews the submitted documents at a meeting of the commission and recommends assigning or depriving sports titles and qualification categories or refusing to assign or deprive sports titles and qualification categories.
If the service recipient eliminates the reasons for refusal to assign a sports title, category and qualification category, the service recipient has the opportunity to apply again in accordance with the procedure established by these Rules.
11.Consideration of documents at the meeting of the commission and signing of the protocol is carried out within one working day.
12. on the basis of the minutes of the meeting of the commission, the authorized body shall adopt an order on the assignment of sports titles and qualification categories (hereinafter referred to as the order on the assignment of sports titles and qualification categories) within three working days, with a negative decision of the commission - a reasoned refusal.
13. The authorized body, on the basis of an order on the assignment of sports titles and qualification categories, within five working days, carries out through the printing house the production of certificates of sports titles and judicial categories in the form consistent with Annex 4 to these Rules and the issuance of the appropriate badge in the form according to Annex 6 to these Rules.
Certification of qualification categories in the form according to Annex 5 to these Rules is prepared in a permanent body.
14. The authorized body within one working day sends a certificate of awarding a sports title or a certificate of awarding a qualification category and (or) a corresponding badge, or a copy of the order on awarding sports titles and qualification categories, or a reasoned refusal to the State Corporation.
On the portal -a notification is sent about the readiness of the result of the state service of sports titles and qualification categories, certified by an electronic digital signature (hereinafter – EDS) of an authorized official, in order to receive the result of the indication of the result of the indication of the state public service from the State Corporation.
