To approve the attached Rules for competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and competitive appointment to the position of head of a state organization of preschool, secondary education, technical and vocational, post-secondary and additional education.

2. Department of Preschool and Secondary Education (Zhontaeva Zh.A.):
1) ensure the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan in accordance with the established procedure;
2) publish this order in the mass media;
3) to bring this order to the attention of the regional, Astana and Almaty education departments, republican subordinate educational organizations.
3. To invalidate the order of the Acting Minister of Education and Science of the Republic of Kazakhstan "On approval of the Rules for competitive replacement of heads of state secondary education organizations" dated December 26, 2007 No. 657 (registered in the Register of State Registration of Regulatory Legal Acts No. 5116, published in the newspaper "Legal Gazette" dated February 15, 2008, No. 24 (1424)).
4. To assign control over the execution of this order to the Vice-Minister M.N. Sarybekov.

Rules of competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and competitive appointment to the position of head of a state organization of preschool, secondary education, technical and vocational, post-secondary and additional education

Chapter 1. General provisions
1. These Rules of competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and competitive appointment to the position of head of a state organization of preschool, secondary education, technical and vocational, post-secondary and additional education (hereinafter – Rules) developed in accordance with subparagraph 35) of Article 5 and paragraph 3 of paragraph 3 of Article 44 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education", subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public services", determine the procedure for competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and appointment of the head of the state organization of preschool, secondary education, technical and vocational, post-secondary and additional education (hereinafter – state educational organizations), as well as the procedure for the provision of public services.
2. The competition for the replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and the appointment of the head of the state organization of preschool, secondary education, technical and vocational, post-secondary and additional education for the position of head of the state educational organization is conducted by the educational management body in whose department and subordination is the educational organization that has a vacant position.
3. The competition for the replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and the appointment of the head of a state organization of preschool, secondary education, technical and vocational, post-secondary and additional education to the position of head of a state educational organization is held to select the head of the most appropriate qualification requirements of professional and personal characteristics for the position of head of state educational organizations.
4. Heads of state educational organizations are appointed based on the results of competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education and competitive appointment to the position of head of the state organization of preschool, secondary education, technical and vocational, post-secondary and additional education for a period of five years.
5. Candidates applying for the position of head of state organizations of secondary education and state organizations of secondary education of republican significance submit documents to the State Corporation, local executive bodies of regions, cities of republican significance and the capital, districts and cities of regional significance and the Ministry of Education and Science of the Republic of Kazakhstan, respectively.
6. Candidates applying for the position of head of state organizations of preschool, technical and vocational, post-secondary education, additional education submit documents to the educational management body that announced the competition.
7. The state service "Acceptance of documents for participation in the competition for the replacement of heads of state institutions of secondary education" is provided by local executive bodies of oblasts, cities of republican significance and the capital, districts and cities of regional significance in accordance with the standard for the provision of public services specified in Appendix 1 to these Rules.
To receive the state service "Acceptance of documents for participation in the competition for the replacement of heads of state institutions of secondary education", individuals (hereinafter referred to as service recipients) submit an application and a package of documents in accordance with paragraph 8 of Annex 1 to these Rules.
8. The state service "Acceptance of documents for participation in the competition for the replacement of heads of state institutions of secondary education of republican significance" is provided by the Ministry of Education and Science of the Republic of Kazakhstan in accordance with the standard for the provision of public services specified in Annex 2 to these Rules.
To receive the state service "Acceptance of documents for participation in the competition for the replacement of heads of state institutions of secondary education of republican significance", service recipients submit an application and a package of documents in accordance with paragraph 8 of Annex 2 to these Rules.
Chapter 2. The procedure for competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education
9. Competitive replacement of heads of state organizations of secondary, technical and vocational, post-secondary education (hereinafter – competitive replacement) includes a number of successive stages:
1) publication of the announcement of the competitive substitution;
2) acceptance of documents from persons who have expressed a desire to participate in the competitive substitution;
3) qualification assessment of the participants of the competitive substitution;
4) testing for knowledge of legislation and the basics of pedagogy, psychology (not required if there is a certificate of passing the test);
5) coordination of candidates with the Board of Trustees of the state educational organization (hereinafter referred to as the Board of Trustees);
6) coordination of candidates with the educational authorities of the region (with the exception of cities of republican significance, the capital);
7) interview at the meeting of the competition commission of the educational management body.
10. Persons who are graduates of the Bolashak program, as well as persons included in the Presidential Personnel Reserve, graduates of foreign universities included in the list recommended for training under the Bolashak program are exempt from passing the fourth, fifth and sixth stages of the competition and are allowed to the seventh stage of competitive substitution in the presence of higher (postgraduate) pedagogical or other professional education in the relevant profile, or a document confirming pedagogical retraining, as well as documents specified in subparagraphs 8), 9), 10) paragraph 34 of these Rules.
11. The educational management body determines the terms, place and procedure for conducting competitive substitution, compiles the text of the announcement of competitive substitution, ensures the publication of the announcement in the mass media or on the official website of the educational management body.
12. The ad text contains the following information:
1) the name of the educational management body that announced the competitive substitution;
2) the name of the position for which the competitive replacement has been announced;
