In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:
1. Approve:
1) became invalid by Order of the Minister of Education and Science of the Republic of Kazakhstan dated 06/24/2020 No. 264 (effective after ten calendar days after the date of its first official publication);
2) excluded by the order of the Minister of Education and Science of the Republic of Kazakhstan dated 29.05.2020 No. 225 (effective after ten calendar days after the date of its first official publication);
3) the standard of the state service "Issuance of duplicates of documents on basic secondary, general secondary education" according to Appendix 3 to this order.

3) placement of this order on the official Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.
3. To assign control over the execution of this order to the Vice-Minister of Education and Science Imangaliev E.
4. This order shall enter into force from the date of its first official publication.

1. General provisions
1. The state service "Issuance of duplicate documents on basic secondary, general secondary education" (hereinafter - the state service).
2. The standard of public service was developed by the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter - the Ministry).
3. The state service is provided by organizations of basic secondary and general secondary education of the Republic of Kazakhstan (hereinafter referred to as the service provider).
Acceptance of the application and issuance of the result of the provision of public services is carried out through:
1) the office of the service provider;
2) Non-profit Joint Stock Company "State Corporation "Government for Citizens" (hereinafter - the State Corporation).
2. The procedure for the provision of public services
4. Term of public service provision:
1) from the moment the service recipient submits the documents when contacting the service provider or a State corporation - 15 working days;
2) the maximum allowed waiting time in the queue for the delivery of a package of documents is 15 minutes;
3) the maximum allowable service time is 15 minutes.
5. Form of public service provision: paper.
6. The result of the provision of public services is the issuance of a duplicate certificate of basic secondary education, a duplicate certificate of general secondary education.

7. The state service is provided free of charge to individuals (hereinafter referred to as the service recipient).
8. Work schedule:
1) service provider: from Monday to Friday inclusive, with the exception of weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, in accordance with the established work schedule of the service provider from 9.00 to 18.30 hours, with a lunch break from 13.00 to 14.30 hours.
The application is accepted and the results are issued from 9.00 to 18.30 hours, with a lunch break from 13.00 to 14.30 hours.
The public service is provided on a first-come, first-served basis without prior appointment and expedited service.
2) State Corporation: from Monday to Saturday inclusive, except Sundays and holidays according to the labor legislation of the Republic of Kazakhstan, in accordance with the established work schedule from 9.00 to 20.00 hours, without lunch break.
Reception is carried out in the order of an "electronic" queue at the choice of the service recipient without accelerated service, also by "booking" an electronic queue on the web portal of the "electronic government".
9. List of documents required for the provision of public services:
when contacting the service provider:
1) the statement of the service recipient who has lost the document addressed to the head of the educational organization in the form according to Appendix 1 to this standard of public service, which sets out the circumstances of the loss of the document or other reasons;
2) a copy of the birth certificate (in case of birth before 2008) with the identity document (passport) of the parent (legal representative) of the minor child, or the identity document of the service recipient (required for identification);
Information about identity documents, birth certificates produced on the territory of the Republic of Kazakhstan after 2008, an employee of the service provider and an employee of the State Corporation receives from the relevant state information systems through the gateway of the "electronic government".
When applying to a State corporation:
1) a statement of the service recipient in the form according to Annex 1 to this standard of public service, which sets out the circumstances of the loss of the document or other reasons;
2) a copy of the birth certificate (in case of birth before 2008) with the identity document (passport) of the parent (legal representative) of the minor child, or the identity document of the service recipient (required for identification);
Information about identity documents, birth certificates produced on the territory of the Republic of Kazakhstan after 2008, contained in state information systems, the employee of the service provider receives from the relevant state information systems.
The service provider and the employee of the State Corporation shall obtain the consent of the service recipient to use the information constituting a legally protected secret contained in information systems in the provision of public services, unless otherwise provided by the laws of the Republic of Kazakhstan.
When accepting documents through a State Corporation, the service recipient is issued a receipt for the receipt of the relevant documents.
In a State corporation, the issuance of ready-made documents is carried out on the basis of a receipt for the receipt of relevant documents, upon presentation of an identity document (or its representative under a notarized power of attorney).
The state corporation ensures the storage of the results for one month, after which it transfers them to the service provider for further storage. At the request of the service recipient after one month, at the request of the State Corporation, the service provider within one working day sends the finished documents to the State Corporation for issuance to the service recipient.
10. If the service recipient provides an incomplete package of documents in accordance with paragraph 9 of this standard of public service, the employee of the State Corporation refuses to accept the application and issues a receipt for refusal to accept documents in accordance with Annex 2 to this standard of public service.
3. The procedure for appealing decisions, actions (inaction)
of the service provider and (or) its officials, the State
Corporation and (or) their employees on the provision
of public services
11. In case of appeal against decisions, actions (inaction) of the service provider and (or) its officials on the provision of public services, the complaint is filed in writing to the head of the service provider, whose address is posted on:
1) the Ministry's Internet resource: www.edu.gov.kz in the "Public services" section;
2) internet resources of the service provider.
