In accordance with subparagraph 11) of Article 5 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education" and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:

1. To approve the attached Standard Rules for Admission to training in educational organizations implementing general educational programs of primary, basic secondary and general secondary education.
2. The Department of Preschool and Secondary Education of the Ministry of Education and Science of the Republic of Kazakhstan (Karinova Sh.T.) in accordance with the procedure established by the legislation of the Republic of Kazakhstan to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order, sending its copies in paper and electronic form in Kazakh and Russian to the Republican State Enterprise on the right of economic management "Republican Center for Legal Information" for official publication and inclusion in the Reference Control Bank of regulatory legal acts of the Republic of Kazakhstan;
3) placement of this order on the Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;
4) within ten working days after the state registration of this order, submission to the Department of the Legal Service of the Ministry of Education and Science of the Republic of Kazakhstan of information on the implementation of measures provided for in subparagraphs 1), 2) and 3) of this paragraph.
3. To assign control over the execution of this order to the Vice-Minister of Education and Science of the Republic of Kazakhstan E.A. Sukhanberdieva.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Standard rules for admission to training in educational organizations that implement general educational programs of primary, basic secondary, general secondary education
Chapter 1. General provisions
1. These Model Rules for Admission to educational organizations implementing general educational programs of primary, basic secondary, general secondary education (hereinafter referred to as the Model Rules) have been developed in accordance with subparagraph 11) of Article 5 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education" (hereinafter referred to as – The Law) and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", which determine the procedure for admission to educational organizations implementing general educational programs of primary, basic secondary, general secondary education, (hereinafter – organizations of education) regardless of their forms of ownership and departmental subordination, as well as the procedure for the provision of public services "Acceptance of documents and enrollment in educational organizations regardless of departmental subordination for training in general education programs of primary, basic secondary, general secondary education" and "Acceptance of documents for the transfer of children between organizations of primary, basic secondary, general secondary education".

2. Educational organizations carry out admission to training in accordance with the Constitution of the Republic of Kazakhstan, the Law, these Rules, other regulatory legal acts, as well as charters of educational organizations developed on their basis.
3. Enrollment in the number of students is made on the basis of the order of the head of the educational organization.
4. It is not allowed to complete classes according to the level of training and the degree of development of students.
5. When admitting students to educational organizations, the heads of educational organizations conclude contracts with parents or other legal representatives of children or students for the provision of educational services in accordance with the standard contract for the provision of educational services approved by Order No. 93 of the Minister of Education and Science of the Republic of Kazakhstan dated January 28, 2016 (registered in the Register of State Registration of Regulatory Legal Acts under No. 13227).
6. Admission to training in the educational organization of children with special educational needs is carried out taking into account the conclusion of a pedagogical, medical and psychological consultation with the consent of the parents or other legal representatives of the child.
7. Parents or other legal representatives of the child or student choose educational organizations taking into account the wishes, individual inclinations and characteristics of the child or student and in accordance with the admission conditions.

8. In case of refusal of admission to an educational organization, parents or other legal representatives of the student apply to the local education authorities at their place of residence.
Chapter 2. The procedure for admission to training in educational organizations implementing general educational programs of primary, basic secondary, general secondary education
9. Educational organizations implementing general education curricula of primary education provide admission to the first grade of children aged six and children who turn six in the current calendar year, with access for all children living in the territory of the educational organization, regardless of the level of training.

9-1. The acceptance of documents and the issuance of the results of the provision of public services are carried out through the e-government web portal (hereinafter referred to as the portal) and on paper through organizations of primary, basic secondary, general secondary education (hereinafter referred to as the service provider).
In order to receive a public service, the parents or other legal representatives of the child (hereinafter referred to as the service recipient) provide the service provider with a list of documents in accordance with Appendix 1 to the Standard Rules.

9-2. Acceptance of documents from parents or other legal representatives of a child entering the first class of educational organizations implementing general educational programs of primary education is carried out from April 1 to August 1 of the current calendar year.
In cases of implementation of restrictive measures by the relevant state bodies, the introduction of a state of emergency, the occurrence of emergency situations of a social, natural and man-made nature in a certain territory, the admission of documents to the first class of educational organizations is made no later than August 20 of the current year.

9-3. The service recipient who has applied through the portal to the "personal account" is notified of the acceptance of the request for the provision of public services, indicating the date and time of receipt of the result of the public service (acceptance of documents or reasoned refusal).

9-4. When contacting the service recipient's "personal account" through the portal, a notification is received within one working day about the enrollment of a child from September 1 of this year in an educational organization, in the form of an electronic document signed with an electronic digital signature (hereinafter referred to as EDS) of an authorized person of the service provider or a reasoned refusal.

9-5. When enrolling, the service provider sends a notification of enrollment from September 1 of the current year to the first three service recipients who have submitted an application from the territory of the educational organization's service, then - from September 1 of the current year, 1 (one) applicant from outside the territory of the educational organization's service, from among those who registered first.
