In accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", I ORDER:
1. To approve the attached Rules for the provision of public services "Issuance of a certificate for determining the address of real estate objects in the territory of the Republic of Kazakhstan".
2. The Committee for Construction and Housing and Communal Services of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan in accordance with the procedure established by law to provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on the Internet resource of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.
3. Control over the execution of this order shall be entrusted to the supervising Vice-Minister of Industry and Infrastructure Development of the Republic of Kazakhstan.
4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for the provision of public services "Issuance of a certificate for determining the address of real estate objects in the territory of the Republic of Kazakhstan"
Chapter 1. General provisions
1. These Rules for the provision of public services "Issuance of a certificate to determine the address of real estate objects on the territory of the Republic of Kazakhstan" (hereinafter – the Rules) are developed in accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" and determine the procedure for issuing a certificate to determine the address of real estate objects on the territory of the Republic of Kazakhstan.
2. These Rules apply to all individuals and legal entities (hereinafter referred to as the service recipient).
3. The issuance of a certificate to determine the address of real estate objects on the territory of the Republic of Kazakhstan (hereinafter referred to as the state service) is provided by local executive bodies of the cities of Nur-Sultan, Almaty and Shymkent, districts and cities of regional significance (hereinafter referred to as the service provider).
4. The following basic concepts are used in these Rules:
1) preliminary address (project number) – the address of the real estate object assigned at the stage of registration of pre-project documentation before the object is put into operation and when the land plot is allocated for the construction of the real estate object;
2) immovable property (hereinafter referred to as real estate objects) – land plots, buildings, structures and other property firmly connected with the land, that is, objects whose movement is impossible without disproportionate damage to their purpose;
3) addressing of real estate objects (hereinafter – addressing) – definition and assignment of a real estate object to a locality in accordance with the administrative-territorial division of the Republic of Kazakhstan and the constituent part of this locality with the assignment of the serial number of the object;
4) address - description of the location of the real estate object (region, locality, constituent parts of the locality, primary real estate object, secondary real estate object (if available);
5) the Address Register information system (hereinafter referred to as the IP Address Register) is a hardware and software complex designed to create, accumulate, process information about addresses and unify the address field of the Republic of Kazakhstan;
6) registration address code (hereinafter referred to as RKA) is a unique address code of a real estate object generated by the IP "Address Register";
7) permanent addressing – assignment of a permanent address to a real estate object on the territory of the Republic of Kazakhstan;
Chapter 2. Procedure for obtaining public services
5. In order to receive a public service, the Service Recipient sends it to the Service Provider through the e-government web portal www.egov.kz ., www.elicense.kz (hereinafter referred to as the portal) or Non-profit Joint Stock Company "State Corporation "Government for Citizens" (hereinafter referred to as the State Corporation) application, in the form according to Appendix 3 to these Rules.
6. If there is archival information on determining the address of real estate objects on the territory of the Republic of Kazakhstan, the IP "Address Register" is formed:
1) certificate of clarification of the address of the property (without history);
2) certificate of clarification of the address of the property (with history);
3) certificate of assignment of the address of the property;
4) certificate of the abolition of the address of the property.
7. In order to receive a public service through the portal, the service recipient forms an application in the form of an electronic document (request of the service recipient), certified (signed) with an electronic digital signature (hereinafter – EDS), sends it through the gateway of the "electronic government" (hereinafter - SHEP) to the IP "Address Register".
In case of contacting the service recipient through the portal, the status of acceptance of a request for a public service is sent to the "personal account".
Processing of the request is carried out from the moment of receipt of the application in the IP "Address Register" within 15 (fifteen) minutes.
8. If there is archival information on determining the address of real estate objects on the territory of the Republic of Kazakhstan in the IP "Address Register", the result of the state service is formed and issued to the service recipient:
1) a certificate of clarification of the address of the property (without history);
2) a certificate of clarification of the address of the property (with a history).
In the absence of archival information about the address of the real estate object, a notification about the absence of information is generated in the IP "Address Register".
On the portal, the result of the provision of public services is sent and stored in the "personal account" of the service recipient in the form of an electronic document.
9. The list of basic requirements for the provision of public services, including the characteristics of the process, form, content and result of the provision, as well as other information, taking into account the specifics of the provision of public services, are set out in accordance with Annex 1 to these Rules in the form of a standard of public services.
10. An employee of a State Corporation, when accepting an application for a public service through a State Corporation, forms an application in the form of an electronic document (request of the service recipient), certified (signed) The EDS of an employee of a State corporation and sends it through the SHEP to the IP "Address Register".
Processing of the request is carried out from the moment of receipt of the application in the IP "Address Register" within 15 (fifteen) minutes.
If there is archival information on determining the address of real estate objects on the territory of the Republic of Kazakhstan in the IP "Address Register", an employee of the State Corporation issues the result of the provision of public services to the service recipient:
1) a certificate of clarification of the address of the property (without history);
2) a certificate of clarification of the address of the property (with a history).
In the absence of information about the address of the real estate object in the IP "Address Register", an employee of the State Corporation sends an application in accordance with Annex 3 to these Rules to the service provider through the integration of the Information System of the "Public Service Center" (hereinafter referred to as the IP "PSC") and the SHEP.
11. Information about identity documents, about the state registration (re-registration) of a legal entity, about registration as an individual entrepreneur, a certificate of registered rights (encumbrances) on real estate and its technical characteristics, a service provider and an employee of a State Corporation receive from the relevant state information systems through the SHEP.
12. The Service provider registers the application on the day of its receipt.
The total period of consideration of documents and issuance of a certificate by the service provider to determine the address of real estate objects in the territory of the Republic of Kazakhstan is 6 (six) working days.
The responsible executor of the service provider carries out a visit to the location of the real estate object to make a decision and with its mandatory registration in the IP "Address Register" with the indication of the RC.
Based on the results of consideration of the application, the service provider makes one of the following decisions:
1) issuance of a certificate of assignment of the address of the real estate object;
2) issuance of a certificate on the abolition of the address of the real estate object in accordance with Annex 2 to these Rules;
3) or a reasoned refusal on the grounds set out in accordance with paragraph 14 to these Rules, and with the direction of the result to the State Corporation through the SHEP.
13. The issuance of ready-made documents through a State Corporation is carried out upon presentation of an identity document (or an authorized representative: a legal entity under a document confirming authority; an individual under a notarized power of attorney).
14. The basis for refusal to provide a public service is:
1) unauthorized construction of an object;
2) the object is a temporary purpose, an economic building, a garage located on a plot of land allocated to citizens for individual housing construction, an object of engineering infrastructure of settlements, a sewage treatment plant, an oil refinery, a free-standing advertising, antenna-mast structure, a mobile pavilion, kiosk, canopy, bus stop, park, square.
The service provider ensures that data is entered into the information system for monitoring the provision of public services on the stage of provision of public services in accordance with the procedure established by the authorized body in the field of informatization.
