Head of State Kassym-Jomart Tokayev has set the task of modernizing the civil service as one of the priorities at the new stage of the country's development. In his speeches, he often mentioned such a problem as the lack of continuity and institutional memory in the activities of state bodies. Personnel instability – frequent changes of leadership lead to a break in continuity, based on the desire of the new leader to carry out "his" reforms, and not to implement the ideas of the predecessor.
On behalf of the Agency of the Republic of Kazakhstan for Civil Service Affairs, advisory councils "Talimgerler kenesi" have been established everywhere in all regions of Kazakhstan.
The advisory bodies of "Talimgerler kenesi" (hereinafter referred to as the body) were created at the territorial divisions of the Agency from among the veterans of the civil service. The management of the activities of the body is carried out by the heads of the regional veteran organization and the territorial division of the Agency on the rights of co-chairmanship. The body is designed to ensure the continuity of public administration, practical assistance in the professional adaptation of the heads of local state
bodies, stability of the regional staff. Meetings of the body are convened as necessary. First managers
within the first three months from the date of their appointment or other terms, local state bodies are invited to a meeting of the body and have the opportunity to share their visions regarding the development of the profile sphere, to receive
recommendations on effective forms and methods of work on
based on the experience of previous years, including support and suggestions.
The tasks of the Council of Mentors are the continuity of public administration and the transfer of institutional memory, assistance in the development of professional skills and adaptation of managers appointed to positions, the formation of a high culture of relationships in the civil service, the formation of spiritual and moral guidelines of civil servants and a stable system of values.
The members and the chairman of the Council are veterans of the civil service, who, taking a firm civil position, having great life and professional experience, have a unique resource in the field of moral and patriotic education.
To date, two meetings of "Talimgerler kenesi" have been held at which the first heads of local state bodies were heard, Head of the Department of Physical Culture and Sports of the Akimat of Kostanay Zhurkabayev Zh.K., Head of the Labor Inspection Department of the Akimat of Kostanay region Temirkhan E.T., Amirbekov I.Sh. - Deputy head of the State Institution "Department of Economics and Budget Planning of the Akimat of Kostanay region";
Aldabergenova A.S. - Head of the State Institution "Entrepreneurship Department of Akimat of Kostanay region".
In turn, the veterans voiced recommendations on effective forms and methods of work based on their experience, and also expressed support and wishes to the heads of state agencies.
It is assumed that the coordinated work of the current generation of managers and veterans of the civil service will contribute to the development of continuity and the preservation of effective working methods.
