1. General provisions
1. the State institution "Department of architecture, urban planning and construction of Uzunkol district" (hereinafter - the Department) is a state body of the Republic of Kazakhstan that provides guidance in the field of architecture, urban planning and construction.
2. the Department operates in accordance with the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, acts of the President, Government of the Republic of Kazakhstan and other regulatory legal acts, as well as this Regulation.
3. the Founder of the Department is the state represented by the akimat of Uzunkol district.
4. The Department is a legal entity in organizational - legal form of state establishment, has seals and stamps with its name in state language, forms of the established sample, and also in accordance with the legislation of the account in organs of Committee of Treasury of the Ministry of Finance of the Republic of Kazakhstan and banks.
5. the working Mode is established in accordance with the rules of work of the Department by the established chief and should not contradict the current legislation of the Republic of Kazakhstan.
6. The Department enters in civil - legal relations from own name.
7. the Department has the right to act as a party to civil law relations on behalf of the state, if it is authorized to do so in accordance with the law.
8. The Department makes decisions on issues of its competence in accordance with the procedure established by law, which are issued by orders of the head of the Department.
9. The Department's structure and staffing limit are approved in accordance with current legislation.
