1. General provisions
1. the State institution (state body) "Apparatus of the akim of Uzunkol district" is a state body of the Republic of Kazakhstan that exercises leadership in the field of local government.
2. the State institution (state body) "Apparatus of akim of Uzunkol district" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
3. the founder of the state institution (state body) "Apparatus of akim of Uzunkol district" is the akimat of Uzunkol district.
4. Public institution (public authority) "akim's Apparatus of Uzynkol area" is a legal entity in organizational-legal form of state establishment, has seals and stamps with its name in state language, forms of the established sample in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies.
5. Public institution (public authority) "akim's Apparatus of Uzynkol area" enters in civil - legal relations from own name.
6. the State institution (state body) "Apparatus of akim of Uzunkol district" has the right to act as a party to civil relations on behalf of the state, if it is authorized to do so in accordance with the legislation.
7. Public institution (public authority) "akim's Apparatus of Uzynkol area" on issues of its competence in accordance with legislation makes decisions, execute orders of the head of a government Agency (state authority) "akim's Apparatus of Uzynkol area" and other acts, stipulated by the legislation of the Republic of Kazakhstan.
8. the Structure and staff limit of the state institution (state body) "Apparatus of akim of Uzunkol district" are approved in accordance with the current legislation.
9. Location of the state institution (state body) "Apparatus of akim of Uzunkol district": 14, Musrepov street, Kostanay region, 111800, Republic of Kazakhstan.
10. Full name of the state body:
in the state language - "Uzinkol audany akiminin apparatuses" Memlekettik mekemesi (Memlekettik bodies);
in Russian - state institution (state body) "Apparatus of the akim of Uzunkol district".
11. The present regulation is the constituent document of state enterprises (state body) "akim's Apparatus of Uzynkol area".
12. Financing of activity of state enterprises (state body) "akim's Apparatus of Uzynkol area" is realized from local budget.
13. The state institution (state body) "Apparatus of akim of Uzunkol district" is prohibited to enter into contractual relations with business entities for the purpose of performing the duties that are the functions of the state institution (state body) "Apparatus of akim of Uzunkol district".
If the state institution (state body) "apparatus of akim of Uzunkol district" is granted the right to carry out income-generating activities by legislative acts, then the income received from such activities is directed to the state budget revenue.
2. Mission, main tasks, functions, rights and duties of the state body
14. the Mission of the district akim's office is to ensure high-quality and timely information and analytical, organizational, legal and material and technical functioning of the activities of the district akim and akimat.
15. Tasks:
1) implementation of the policy of the President of the Republic of Kazakhstan on protection and strengthening of state sovereignty, constitutional system, security, territorial integrity of the Republic of Kazakhstan, rights and freedoms of citizens;
2) implementation of the strategy of socio-economic development of the Republic of Kazakhstan, implementation of the main directions of state, socio-economic policy and management of social and economic processes in the region, ensuring for this purpose the coordinated functioning of all local Executive authorities;
3) implementation of measures to strengthen law and order, increase the level of legal awareness of citizens and their active civil position in the socio-political life of the country.
4) implementation of state registration of civil status acts.
5) other tasks stipulated by the legislation of the Republic of Kazakhstan.
16. Functions:
1) plans the work of the state institution (state body) "Apparatus of akim of Uzunkol district", holding meetings of the akimat, meetings, seminars and other events, organizes their preparation and holding;
2) analyzes the work of Executive bodies and officials subordinate to the district mayor, prepares information for the district mayor on the requested issues;
3) collects, processes information and provides the district akim with information and analytical materials on socio-economic issues;
4) analyzes the state of performing discipline in the departments of the state institution (state body) "Apparatus of the akim of Uzunkol district", the offices of the mayors of villages and rural districts, informs the akim of the district.
5) prepares draft decisions and orders of the mayor, resolutions of the district akimat;
6) make proposals to the district Governor, the mayor's office on changes and additions to the decisions, orders of the mayor, resolutions of the mayor's office and their cancellation;
7) controls the execution of acts and instructions of the President of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan, the akim and akimat of the region, the akim and akimat of the district;
8) conducts a legal examination of acts of the akim and akimat of the district for compliance with the legislation;
9) conducts on a regular basis inspections of subordinate state bodies, if necessary, hears oral and requests written explanations from relevant officials;
10) take measures to eliminate detected violations of legislation;
11) analyzes the state of personnel policy and public service, the level of professional training of employees of local government bodies subordinate to the district mayor;
12) prepares materials for the appointment and dismissal of civil servants of the state institution (state body) "apparatus of the akim of Uzunkol district" and Executive bodies financed from the state budget, solves other issues related to the passage of public service, selection and placement of personnel, maintains their personal files;
13) organizes training, mentoring, professional development and retraining of civil servants of the state institution (state body) "apparatus of akim of Uzunkol district" and Executive bodies financed from the local budget;
14) organizes and conducts certification, competitive selection, promotion, dismissal of civil servants of the state institution (state body) "Apparatus of akim of Uzunkol district" and Executive bodies financed from the local budget;
15) provides documentation support for the activities of the akim and akimat of the district;
16) registers acts issued by the mayor and akimat, assigns numbers to them;
17) ensure proper registration and distribution of acts of akim and akimat, Advisory and Advisory bodies;
18) organize office work in accordance with the legislation of the Republic of Kazakhstan;
19) considers official documents and appeals of individuals and legal entities;
20) organizes the reception of individuals and representatives of legal entities;
21) take measures aimed at the wide use of the state language;
22) works to improve the style and methods of work, introduce new information and communication technologies;
23) ensures interaction and coordination of the activities of public administration bodies subordinate to the district mayor;
24) provides public services;
