In RSE “Gosexpertiza” a series of familiarization meetings were planned, aimed at highlighting to interested executive bodies and companies, some by-laws, in which significant changes have recently taken place
On July 26, 2018, the next meeting was held at the Branch of the RSE “Gosexpertiza” in the Kostanai region with the participation of local executive bodies, customers and designers, for clarification on the following changes.
In connection with the entry into force on June 8, 2018 of the Law of the Republic of Kazakhstan "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Improving the Regulation of Entrepreneurial Activities" dated May 24, 2018 No. 156-VI SAM, amendments and addenda were made to the Environmental Code of the Republic of Kazakhstan dated January 9, 2007,established the implementation of the state environmental review with the issuance of a permit for emissions into the environment for construction projects of category I of economic activity by the authorized body in the field of environmental protection and its territorial units as part of a comprehensive non-departmental examination.As well as the implementation by local executive bodies in the field of environmental protection of issuing permits for emissions into the environment for construction projects of 2-4 categories of economic activity as part of a comprehensive non-departmental examination.
With the entry into force of the above Law of the Republic of Kazakhstan, the acceptance of applications for state environmental impact assessment and emissions will be carried out through the Single Portal and within 45 business days there will be a state expertise and environmental opinion plus an authorization to issue. Thus, the principles of "one window" are expanding.
What are the benefits for ecologists: online correspondence with the customer, generation of comments and synchronization of data with the RSE “Gosexpertiza”, and for customers, the benefits will appear in the following, it saves time, fewer returns PSD, reduces the number of negative opinions and the simultaneous receipt of documents.
Also, training events were held for all departments and environmental administrations, leaflets for working with updates on the Single Portal were posted, video instruction is being prepared for publication, and technical support is being provided on an ongoing basis.
