The object of the internal analysis of corruption risks was the activities of the state institution "Department of Construction, Architecture and Urban Planning of the Akimat of the Kostanai Region" (hereinafter referred to as the Department).
An internal analysis of corruption risks was carried out on the basis of the order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption of October 19, 2016 No. 12 in the following areas:
1) Identification of corruption risks in regulatory legal acts and legal acts affecting the activities of the Office.
2) Identification of corruption risks in the organizational and managerial form of the Office.
The basis for conducting an internal analysis of corruption risks was the order of the head of the department dated April 5, 2018 No. 34 on the creation of a working group to conduct anti-corruption monitoring and internal analysis of corruption risks.

Observed period: activity for the 1st quarter of 2018.
INFORMATION AND ANALYTICAL PART
According to the Regulation, the mission of the Office is to promote the development, implementation and improvement of state policy in the field of construction, architecture and urban planning in the Kostanay region.
The main objectives of the Office are:
1) implementation of investment projects (programs) for construction at the expense of funds from the republican and local budgets;
2) the implementation of state policy in the field of architecture, urban planning, construction, development of the production base of the construction industry in the region;
3) implementation of other tasks stipulated by the legislation of the Republic of Kazakhstan.
Management carries out functions:
1) the construction customer in the process of implementing investment projects at the expense of funds from the republican and local budgets, in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities;
2) participation in the commissioning of the constructed facilities, according to which the state institution “Department of Construction, Architecture and Urban Planning of the Akimat of the Kostanai Region” is the customer;
3) coordination of activities for the implementation of a comprehensive scheme of urban planning of territories (draft regional planning of the region or part thereof), approved in accordance with the established procedure of master plans for settlements in the region;
4) submitting for consideration of the regional maslikhat the draft master plan of the city of regional significance with an estimated population of over one hundred thousand inhabitants for subsequent submission to the Government of the Republic of Kazakhstan for approval;
5) the organization of development and submission to the Government of the Republic of Kazakhstan for approval of master plans for cities of regional significance with an estimated population of over one hundred thousand inhabitants approved by the regional maslikhat;
6) submission to the regional maslikhat for approval of integrated urban planning schemes for the territory of subordinate administrative-territorial units (district planning projects), as well as draft master plans for the development of cities of regional significance with an estimated population of up to one hundred thousand inhabitants approved by city maslikhats;
7) develops and submits for approval to maslikhat the rules for the maintenance and protection of green spaces, the rules for the improvement of the territories of cities and settlements, developed on the basis of standard rules approved by the authorized body for architecture, urban planning and construction;
8) coordination of draft master plans for cities of regional significance;
9) informing the population about the planned development of the territory or other town-planning changes;
10) preparation of acts of the Akimat of the region on the approval of urban development projects (detailed planning projects, development projects) developed for the development of approved master plans (integrated urban planning scheme, planning projects) of settlements;
11) assistance in the work of state bodies of architectural and construction control and supervision in the region;
12) the provision in the prescribed manner of information and (or) information for entering into the database of the state urban planning cadastre;
13) the organization of a comprehensive urban planning examination of draft master plans for cities of regional significance with an estimated population of up to one hundred thousand inhabitants;
14) ensuring the maintenance and filling of the information system "Address Register";
15) the provision of public services “Issuing a decision on the construction of religious buildings (structures), determining their location”, “Issuing a decision on the re-profiling (changing the functional purpose) of buildings (structures) into religious buildings (structures)”;
16) development of regulations for public services in the field of architectural and urban planning activities;
17) implementation of other functions in accordance with the legislation of the Republic of Kazakhstan.
The head of the department, Bulatov Talgat Serikbaevich, was appointed by order of the akim of the Kostanai region from 06.21.2017. No. 216-r
In the first direction- the identification of corruption risks in regulations affecting the activities of the Office:
normative legal act affecting the implementation of the public service of the Office - Resolution of the Akimat of the Kostanay region dated March 16, 2018 No. 117 “On approval of the public service regulation“ Subsidizing interest rates on loans issued by second-tier banks to private enterprises for housing purposes ”.
The analysis revealed that according to the adopted new regulation “Subsidizing interest rates on loans issued by second-tier banks to private entrepreneurship for housing purposes” there is no way to provide this service through the e-Government Portal and the Government for Citizens State Corporation.
We believe that it is necessary to minimize the facts of direct contact of an official with citizens in the provision of public services and take measures to popularize the provision of public services through the e-government portal and through the State Corporation.
Recommendation: We propose to make appropriate changes to the considered normative legal act in order to be fixed in the legislation.
In the second direction- identification of corruption risks in the organizational and managerial activities of the Office, we inform the following:
1.1. HR management, including staff turnover:
The total staff number of employees is 29 units.
1.2. In the 1st quarter of 2018, employees of the Department were not brought to disciplinary action. There are no employees of the Office brought to disciplinary liability for corruption offenses.
1.5. Appeals of individuals and legal entities:
The Office for the 1st quarter of 2018 examined 20 applications from legal entities and individuals.
1.6. Complaints about the actions of employees were not received.
FINAL PART
Based on the foregoing, the commission concluded that during the internal analysis for the 1st quarter of 2018:
1. No conflicts of interest have been identified.
2. No evidence of corruption by employees.
3. No applications from legal entities and individuals for the provision of public services have been received.
4. No permissive functions.
5. No negative publications have been identified in the media.
Socially significant information is constantly published on the official website of the Office. There is a helpline.
Recommendation: To prevent corruption risks, it is necessary to work on an ongoing basis in the field of propaganda of corruption prevention, intolerance to the manifestation of all types of offenses and crimes.
