The national project "Technological Breakthrough due to digitalization, science and innovation", (approved by the Decree of the Government of the Republic of Kazakhstan dated October 12, 2021 No. 727) provides for 100% achievement of the indicator "The share of inventoried underground and aboveground communications in built-up areas to create a digital planning basis for the urban cadastre" (hereinafter – ICI) in 2024.
The implementation of this task will ensure compliance with the requirements and norms of the current legislation by local executive bodies in the field of architecture and construction, further improve the conditions for obtaining permits for design and construction, increase the transparency of managerial decision-making.
Businesses and the public will receive full information about the availability of the necessary infrastructure, connectivity to networks and communications.
As of today, 70.8% of digitized ICI networks fall on the cities of Kostanay and Rudny, performed as part of the work on the creation of Duty topographic plans (electronic maps), and transferred to the RSE "Gosgradkadastr".
In 2022, the development of Duty electronic maps with digitization of the ICI networks of the cities of Arkalyk, Tobyl, Zhitikara is underway.
The transfer of the geodata database with the attribute data of digitized ICS to the RSE Gosgradkadastr is planned in full in December 2022. In this regard, the result of achieving the indicator in 2022 will be 7.1% or 78.9% of the built–up area of the territory of settlements provided for by the above-mentioned National Project.
In 2023, the National Project provides for the achievement of the indicator of 8.9%, or 91.2%, taking into account previously performed works on inventory and inventory of settlements of Kostanay region. It is planned to carry out inventory and digitization of the ICI of 6 district centers (Karasu, Auliekol, Denisovka, Kamysty, Borovskoi, Karamendy).
In 2024, work is planned on the inventory of underground and aboveground ICI networks in the Ubaganskoe, Amangeldy, Torgai, Sarykol, Ayet, Uzunkol districts.
