The object of internal analysis of corruption risks (hereinafter – Analysis) It is the activity of the State Institution "The Apparatus of the akim of the Mikhailovsky rural district of the Mendykarinsky district" (hereinafter – the district).
The internal analysis of corruption risks was carried out in accordance with the Standard Rules for Conducting Internal Analysis of Corruption Risks, as well as methodological recommendations for conducting internal analysis of corruption risks, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Combating Corruption, the working group established by the order of the Chief of Staff dated February 21, 2021 No. 11.
Goals and objectives of the analysis
The purpose of the analysis is to counteract and eliminate corruption in the State Institution
"The office of the akim of the Mikhailovsky rural district of the Mendykarinsky district".
The objective of the analysis is to identify the conditions and causes that contribute to the commission of corruption offenses and eliminate their consequences in the State Institution "The Office of the Akim of the Mikhailovsky rural district of the Mendykarinsky district".
Sources of information used during the analysis According to paragraph 15 of the Rules for Conducting an internal Analysis of Corruption Risks, the sources of information for conducting an internal analysis of corruption risks are:
1) legal acts and internal documents regulating the activity of the object of analysis;
2) statistical reporting on the activities of the object of analysis;
3) data of information systems of state and law enforcement agencies on the activities of the object of analysis, obtained in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
4) the results of inspections previously carried out by state bodies in relation to the object of analysis;
5) results of control measures of internal control services;
6) results of anti-corruption monitoring;
7) publications in the mass media;
8) appeals of individuals and legal entities in relation to the object of analysis;
9) information on the prosecution of officials of the object of analysis for committing corruption offenses, including submissions on the elimination of circumstances that contributed to the commission of a criminal offense and other violations of the law;
10) decisions of judicial authorities regarding the actions of employees of the object of analysis, the plot of criminal cases;
10) the results of an earlier external analysis of corruption risks;
11) the results of an earlier internal analysis of corruption risks;
12) the results of the survey of employees, employees of the object of analysis;
13) other information, the presentation of which is not prohibited by the legislation of the Republic of Kazakhstan.

According to the Rules for the provision of public services, approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated October 10, 2021 No. 301, the office of the akim of the rural district provides 6 types of public services. Information about the provision of these services is posted on the official website of the akim of the district and the office of the akim of the rural district.
In November–December 2021, the office of the akim of the rural district provided 2184 public services, including: provided in paper form –no, through the Portal of Electronic Licensing - 2 (provision of land), Portal of Electronic Government – 1900 –information on determining the addresses of real estate objects in the territory of the Republic of Kazakhstan, 282 - electronic digital signatures.
In January–May 2022, the office of the akim of the rural district provided 4142 public services, including: provided in paper form – no, through the Portal of Electronic Licensing - 5 (provision of land), E–Government Portal - 4000 –certificates for determining the addresses of real estate objects on the territory of the Republic of Kazakhstan, 137 - electronic digital signatures. The applications of the service recipients were considered by the office of the akim of the rural district in the prescribed manner within the prescribed time frame with the information of the service recipients about the procedure for the provision of public services. There were no complaints about the quality of public services during the year.
According to the Regulations, there is no implementation of licensing and control functions in the office of the akim of the rural district.
In the regulatory legal acts and legal acts affecting the activities of the office of the akim of the rural district, discretionary powers and norms that contribute to the commission of corruption offenses have not been identified.
In November–December 2021, there were 1 registered appeals in the office of the akim of the rural district, including 1 individual.persons, 0 –legal persons.

The subject of anti–corruption monitoring is the activity of a state body.
Anti-corruption monitoring was carried out: in the State Institution "Akim's Office Mikhailovsky rural okrug of Mendykarinsky district".
Observed period – activity for November-December 2021, January-
May 2022.
II. Information and analytical part.
In November-December 2021, the akim of the rural district conducted a legal examination – 12 draft orders, 2 draft decisions on the office of the akim of the rural district. The clerk of the office of the akim of the rural district registered 27 incoming official documents and 22 outgoing documents.
In January-May 2022, the akim of the rural district conducted a legal examination – 26 draft orders, 3 draft decisions on the office of the akim of the rural district. The clerk of the office of the akim of the rural district registered 100 incoming official documents and 57 outgoing documents.
In accordance with the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities", the terms and procedure for consideration are strictly observed. There were no repeated requests. Violations of the deadlines for the execution of documents for the reporting period were not allowed.
Anti-corruption education and training.
Promotion of anti-corruption policy
The office of the akim of the rural district has identified the fight against corruption and compliance with anti-corruption legislation as one of the priorities of its activities. The work on prevention, prevention and suppression of the facts of corruption offenses by public servants has been intensified. The Laws of the Republic of Kazakhstan "On Public Service of the Republic of Kazakhstan", "On combating corruption", "On public councils" were sent to the staff of the akim of the rural district for study.
Specialists of the State Institution "Akim's Office of the Mikhailovsky rural district of Mendykarinsky district" are familiarized with the Memo under the painting, which provides for the mechanism and timing of the delivery of gifts to a special state fund, the procedure for buying a gift by a person, as well as its sale in case of refusal.
