during the period covered by the internal analysis of corruption risks in the activities of the State Institution "Akim Lomonosovsky's Office
rural okrug of Mendykarinsky district"
The object of internal analysis of corruption risks (hereinafter referred to as the Analysis) is a local executive body operating on the territory of the State Institution "Akim's Office of the Lomonosov Rural District of Mendykarinsky district" (hereinafter referred to as the department).
Internal analysis of corruption risks was carried out in accordance with the Standard Rules for Conducting Internal Analysis of Corruption Risks, as well as methodological recommendations for conducting internal analysis of corruption risks, approved by the order of the Chairman of the Agency of the Republic of Kazakhstan for Combating Corruption, according to the order of Akim of Lomonosov Rural District dated May 12, 2022 No. 14-R.
Goals and objectives of the analysis
The purpose of the analysis is to counteract and eliminate corruption in the State Institution "Apparatus of Akim of Lomonosov rural district of Mendykarinsky district".
The task of the analysis is to identify the conditions and causes that contribute to the commission of corruption offenses and eliminate their consequences in the State Institution "Akim's Office of the Lomonosov rural district of Mendykarinsky district".
Sources of information used during the analysis
According to paragraph 15 of the Rules for Conducting an internal Analysis of Corruption Risks, the sources of information for conducting an internal analysis of corruption risks are:
1) legal acts and internal documents regulating the activity of the object of analysis;
2) statistical reporting on the activities of the object of analysis;
3) data of information systems of state and law enforcement agencies on the activities of the object of analysis, obtained in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
4) the results of inspections previously carried out by state bodies in relation to the object of analysis;
5) results of control measures of internal control services;
6) results of anti-corruption monitoring;
7) publications in the mass media;
8) appeals of individuals and legal entities in relation to the object of analysis;
9) information on the prosecution of officials of the object of analysis for committing corruption offenses, including submissions on the elimination of circumstances that contributed to the commission of a criminal offense and other violations of the law;
10) decisions of judicial authorities regarding the actions of employees of the object of analysis, the plot of criminal cases;
11)the results of an earlier external analysis of corruption risks;
12) the results of the survey of employees, employees of the object of analysis;
13) other information, the presentation of which is not prohibited by the legislation of the Republic of Kazakhstan
I. Corruption risks in regulatory legal acts
1.1. Implementation of the main functions

Corruption risks: Monitoring for compliance with sanitary standards of the Chief Sanitary Doctor of Kostanay region in Lomonosov rural district of Mendykarinsky district.
Justification: The members of the monitoring group for compliance with the legislation of the Republic of Kazakhstan in the field of state symbols are Akim of the Lomonosov rural district, methodologist of the State Institution "Apparatus of Akim of the Lomonosov rural district of Mendykarinsky district" Ermagambetova Zhanna Zhmagaleevna, deputy of the Mendykarinsky district maslikhat, district police inspector Zhaukin Daulet Batyrbaevich, and members of the local community Kaliyeva Toizhan Zhusupbekovna. Theoretically, there is a possibility of corruption violations by members of the monitoring group. In order to prevent corruption risks, there is a proposal to expand the monitoring group and introduce employees of other departments into its composition.
II. Corruption risks in organizational and managerial activities
2.1. Provision of public services
The State Institution "Apparatus of Akim of Lomonosov rural district of Mendykarinsky district" provides public services.
The Office provides 6 types of public services. Information about the provision of these services is posted on the official website of the akim of Mendykarinsky district. Standards and regulations of public services are also available in the Office building.
For the period from November 2021 to May 2022 , the Device provided:

The applications of the service recipients were considered in accordance with the established procedure and within the established time frame, informing the service recipients about the procedure for the provision of public services.
As of November 2021 to May 2022, there were no complaints about the quality of public services.
Corruption risks: "piling up" of administrative procedures.
Justification: the responsible specialist of the akim's office performs the functions of providing public services with strict compliance with standards and business processes. Theoretically, taking into account digitalization and possible technical problems on the Internet line, there is a possibility of committing corruption violations.

2.3. Digitalization of processes. Document flow
Accounting of documentation
Industry regulations: Resolution of the Government of the Republic of Kazakhstan dated October 31, 2018 No. 703 "On Approval of the Rules of Documentation, Documentation Management and Use of Electronic Document Management Systems in state and Non–state organizations" (hereinafter - the Rules of Documentation).
Corruption risks: monitoring for compliance with the legislation of the Republic of Kazakhstan in the field of state symbols in the Mendykarinsky district.
Justification: Monitoring is carried out by the decision of the head of the state institution.
2.4. Consideration of appeals of individuals and legal entities
The State Institution "Apparatus of Akim of Lomonosov rural district of Mendykarinsky district" accepts appeals.
At the end of 2021, 17 appeals were received by the Akim's Office, since the beginning of 2022, 8 appeals from individuals and legal entities have been received, including 10 for 2021 at a personal reception, and 0 for 2022 at a personal reception. Appeals were considered on time. There are no complaints or repeated requests.
Corruption risks: signs of "hidden" when issuing certain types of certificates.
2.5. Ensuring the openness of information
All information about the activities of the Apparatus is publicly available on the website of the district akimat and on social networks Instagram.
Corruption risks: insufficient transparency of organizations' activities.
2.10. Information of law enforcement agencies, non-governmental organizations and citizens
During the analysis of information on the facts of corruption offenses on the part of authorized persons of the Object of analysis, from law enforcement agencies, as well as from representatives of non-governmental organizations and citizens, it was not established.
2.11. Monitoring of mass media and other sources of information
There were no critical publications on the activities of the Apparatus for the analyzed period on the website of the akim of the Mendykarinsky district and in the media.
A self-service corner is organized in the Office of the akim of the rural district, a computer with Internet access is installed, a single helpline of the akim of Mendykarinsky district is placed, a box for collecting suggestions and comments of citizens is installed. During the analyzed period, there were no suggestions and comments from citizens.
III. Conclusions
Based on the results of internal monitoring of the activity of the Apparatus , it is recommended:
To carry out work on an ongoing basis on the formation of an anti-corruption culture and a corruption prevention system, to organize extensive information and propaganda work in the media.
To ensure legality when considering complaints and appeals of individuals and legal entities, with an explanation of the norms of the current legislation.
On an ongoing basis, attend legal comprehensive courses on the study of anti-corruption legislation of the Republic of Kazakhstan, organized by the legal department of the akim's office of the Mendykarinsky district.
