On June 12, 2023, we received an appeal from a resident of the village of Karasu regarding the renaming of the Proletarian street of the village of Karasu to Bereke Street.
In accordance with the current legislation, the decision on these issues is made at a meeting of the local community.
I propose to approve the agenda:
1. On the election of the Chairman and Secretary of the Meeting;
2. On renaming the Proletarian street of the village of Karasu to Bereke Street.

To date, the principle of transparency in onomastic work in the country has been ensured by taking into account the opinion of the population when naming and renaming objects, the powers of onomastic commissions have been designated and the criteria for work in this area have been defined. In the Karasu district, systematic work is underway on onomastic updating of the names of streets and objects.
There are 438 streets in 41 localities, of which 18 are historical and traditionally close to the national mentality, which is 4.1%.
So, for 2010-2023, the following onomastic works were carried out in the Karasu district:
by the decision of the akim of the village of Karasu dated May 25, 2010, 3 ideologically outdated street names were renamed:
Novaya Street – to T. Ramazanov Street;
Verkhnyaya Street – to A. Anishchenko Street;
Prirechnaya Street – to N. Sandibekov Street
On March 19, 2018, by the decision of the akim of Ushakov rural District, 60 let Oktyabrya Street was renamed Dostyk Street;
By the Decree of the Government of the Republic of Kazakhstan dated September 21, 2022 No. 714, the name of Ybyray Altynsarin was assigned to the Karasu comprehensive school with the state language of instruction.
Currently, documents have been submitted for renaming the Karasu comprehensive school for consideration at the regional session of the maslikhat, upon receipt of a positive conclusion, the school will be named after Abai.
This year, work has been carried out on renaming 2 streets of the Karasu district. These are Komsomolskoye S. Lenino Street and Komsomolskaya S. Komsomolskoye Street. We have received a positive conclusion of the regional onomastic commission, now the documents are sent for consideration by the republican onomastic commission.
Further work in this direction is continued. An analysis of the names and locations of streets in localities was carried out, during which the presence of ideologically outdated names was revealed, these are streets: 50 years of the Komsomol, Soviet, Komsomol, Lenin, Red Army, 22 party congresses, Proletarian, Communist, K.Marx and so on – there are 50 such streets in the district.
But at the same time, a number of problematic issues remain: renaming some ideologically outdated streets is not advisable, since these streets are located on the edge of villages, are depressive. Lack of infrastructure: no paved roads, old housing stock, outflow of population from villages.
I would also like to note that no budget funds are allocated for renaming.
You may have the following questions: Because of the change of streets, do I need to change real estate documents and what should residents whose streets will be renamed do?
We contacted the Justice Department of Kostanay region, where we were given an explanation: "If changes occur by decision of a state body, people do not need to change documents, since changes are automatically made to the database." And also, if people themselves want to change the documents for real estate, you can do it in the PSC. It is not necessary to do this. This applies to individuals and legal entities. It is worth noting that the service for changing street names will be provided free of charge. "All documents are title documents: a contract of sale, a gift agreement, a certificate of inheritance under a will. All transactions conducted by citizens." When making any transactions, the name of the streets in all documents will change automatically.

Yerzhanova G.G. head of the KGKP "Kindergarten "NUR SABI", a member of the local community. The proposed modern names are traditional Kazakh names. These are the names that we will leave to our children and grandchildren. The times of the Great October and the Soviet government have passed, a new time has come, we have become independent and are obliged to revive national traditions and the state language. Therefore, I support the idea of renaming Proletarskaya Street to Bereke Street.
