Corruption negatively affects the political and public institutions of a democratic state, hinders socio-economic development. The fight against corruption is the main priority of state policy in Kazakhstan. Continuous improvement of the anti–corruption policy, taking into account national practices and advanced foreign experience, with a focus on the needs of society - Kazakhstan has adopted such a vector. The reflection of this policy is the adoption of cardinal measures and changes in various spheres of the life of the state, starting with the introduction of the principles of "zero" tolerance for corruption to the development and implementation of an effective legislative framework. The Law "On Combating Corruption" is aimed at protecting the rights and freedoms of citizens, ensuring the national security of the Republic of Kazakhstan from threats arising from manifestations of corruption, ensuring the effective operation of state bodies, officials and other persons performing state functions, as well as persons equated with them, defines the basic principles of combating corruption, establishes types of offenses related to corruption, as well as the conditions for the onset of responsibility.
Civil servants must resist manifestations of corruption, prevent corruption offenses or acts involving corruption or creating conditions for corruption.
World practice, the experience of the leading and most developed countries shows that success is possible if we all as a single organism resist corruption. Thus, the fundamental factor in the creation of an Anti-Corruption Society is the willingness of the population to participate in anti-corruption education, as well as in creating an atmosphere of "zero" tolerance for any of its manifestations.
