In order to implement the Decree of the President of the Republic of Kazakhstan "On holding reporting meetings with the population by akims", the report on the results of the socio-economic development of the Karasu rural District for 2021 is on the agenda.
Passport of the rural district
5006 people live on the territory of the Karasu rural district, of which 2574 are men, 2432 are women, 2895 are able-bodied people, 471 are pensioners, 86 are disabled, 431 are students of the Karasu comprehensive school, 92 are students of the Karasu comprehensive school with the state language of instruction, 238 are students of the Karaman comprehensive School, kindergarten kindergarten "Balapan" - 108 children, kindergarten "Nur Sabi" - 73 children, kindergarten "Ak-erke" - 60 children, Karasu Agricultural College – 171 students.
Budget
The budget of the State Institution "Akim's Office of the Karasu rural district of the Karasu district" for 3 years was:
• 2019 – 266.9 million tenge;
• 2020 – 208 million tenge, in relation to 2019, the budget decreased by 22%.
• 2021 – 92.3 million tenge, in relation to 2020, the budget decreased by 55%
Taxes
The tax revenue plan for 2021 was 17.3 million tenge. According to the results of the work done, the budget of the rural district actually received 22, 1 million .tenge, which is 128%, thus, the annual plan was exceeded by 4.8 million tenge, which in turn gives an additional opportunity to carry out works on landscaping, landscaping and sanitary cleaning of the village.
The over-fulfillment of the plan was formed as a result of an increase in land plots, the acquisition of vehicles by both individuals and legal entities, as well as due to the debt collected for 2020.
1. Individual income tax on income not taxed at the source of payments in the amount of -2.24 million tenge (487%) with a plan of 460 thousand tenge. tg;
2. Tax on the property of individuals in the amount of -417, 6 thousand tenge (147%) with the plan of 285 thousand tenge.
3. Land tax on the lands of settlements in the amount of -763, 7 thousand tenge (133%) with the plan of 575 thousand tenge.
4. Tax on vehicles from legal entities in the amount of – 9.7 million tenge (122%) with a plan of 7.98 million tenge.
5. Tax on vehicles from individuals in the amount of -9.05 million tenge (113%) with a plan of 8.02 million tenge.
TSA
One of the most important directions of the state is to support low-income families, so in 2021, 9 families received Targeted social assistance benefits, 2 of them large families. Payments for Targeted social Assistance were made in full.
Since January 1, 2022, 7 families in which 20 children are brought up will be recipients of targeted social assistance in the Karasu rural district.
Government programs:
21 residents of Karasu rural district, 6 loans in the amount of 23.7 million tenge, 15 grants in the amount of 8 million 751 thousand tenge took part in the implementation of the state program "Enbek". The total amount of allocated funds is 32.4 million tenge. These funds were used for the purchase of agricultural animals, carrying out spring field work, etc.:
Loans for:
Crop production – 2 people in the amount of 9.9 million tenge;
Animal husbandry – 4 people in the amount of 13.7 million tenge;
Grants for:
Animal husbandry – 10 people in the amount of 5.8 million tenge;
Other activities – 5 in the amount of 2.9 million tenge;
As part of the implementation of the Employment Roadmap 2021 program, 2 loans totaling 4.8 million tenge were issued to residents of the Karasu rural district. Both loans are allocated for the purchase of agricultural animals.
Landscaping
According to the state program "Employment Roadmap 2020", funds were allocated for the construction of a secondary school with the state language of instruction for 320 places. On September 1, 2021, with the participation of the akim of the region, this school was put into operation. The contractor was "Aluminstroy" LLP.
According to the "Rukhani zhangyru" program, 2 residential buildings are being built for education specialists at the expense of the funds raised.
According to the state program "Development of Regions for 2020 - 2025" in 2021, work continued on the reconstruction of the water supply distribution network in the village of Vostok, Karasu.
To provide the population with drinking water, 8 water collection columns have been installed in the village of Vostok. In the village of Karasu, water wells are installed on the streets of Embankment, Sandibekov, Ramazanov, Isakov. The deadline for the project is August 31, 2022.
In September 2021 in the center of S.A playground covered with artificial turf is installed in the East. 3 units of children's play complexes, swings, fungus were installed for a total amount of 3.8 million tenge
Work has been carried out to restore the storm sewer system in the village of Karasu and the village of Vostok.
The intra-village roads of the village of Karasu - 9 streets (Bazarnaya, Hospital, Komsomolskaya, Vostochnaya, Kalinina, Proletarskaya), 3 lanes (Maysky, Severny, Poplevy) and the village of Vostok - 2 streets (Pionerskaya, Shkolnaya) have also been graded.
To prevent traffic accidents, 82 road signs were installed on the road network of the village of Karasu, as well as models of children crossing the road in the amount of 4 units were installed at the buildings of secondary schools and kindergartens.
There are 43 LED lights installed on Komsomolskaya and Isakov Streets. Reinforced concrete supports for lighting in the amount of 4 pieces are also installed.
A rotary video surveillance camera in the amount of 1 unit was installed, running on a renewable power source.
11700 flower seedlings were planted on a total area of 900 sq.m. for a total amount of 2 million 370 thousand tenge with daily automated and manual watering in the summer.
A flagpole with a height of 12 meters is installed in the park "Tauelsizdik".
In 2021, the akim's office manufactured and installed banner products of informational, preventive and other nature in the amount of 30 units.
Near apartment buildings there are 3 garbage sites with 4 garbage containers in each for separate collection of solid waste. The total amount of funds spent is 1 million 402 thousand tenge
Sanitary cleaning
In the period from June to August 2021, 12 people worked monthly under the republican project "Zhasyl El", garbage collection, cleaning of adjacent territories, roadways, mowing grass in the Park, on the alley, along the streets of villages were carried out daily, about 825 bags of garbage were taken to the authorized landfill.
The specialized organization carrying out the reception and disposal of solid waste, LLP "Karasu Tazalyk 2018", has done work on the reception of solid waste from the population in the amount of 126 yards or 12.5% of the total number of households.
In addition, contracts for the disposal of solid waste were concluded by 70 legal entities of the district, the total number of concluded contracts for the disposal of solid waste amounted to 196 copies.
In the period from April to October 2021, weekly yard rounds were conducted on the territory of the Karasu rural district as part of the commission on sanitary cleaning, landscaping and landscaping of the territories of settlements, as a result of which:
Orders were handed over – 421, executed – 403.
As a result of the issued regulations, 403 houses were painted, fences were whitewashed, 27,000 square meters of weed vegetation were cleaned, 75 tons of solid waste were removed during the sanitary cleaning period.
210 people participated in the months of sanitary cleaning, 178 of them were employees of budgetary organizations, 32 entrepreneurs.
Together with the local police inspector, 32 protocols on administrative responsibility for landscaping and 41 protocols on administrative responsibility for violation of grazing of farm animals were drawn up during the bypass.
In 2021, 120 dogs were shot on the territory of the rural district together with the veterinary station.
Charitable assistance
Together with public organizations, individual entrepreneurs, as well as other state institutions, charitable assistance was provided to 80 families of the Karasu rural district for a total amount of 1 million 187 thousand 700 tenge.
The plan for 2022
1. In winter, the cleaning of intra-village roads of the Karasu rural district will continue. According to flood control measures, more than 3,000 cubic meters of snow have been removed to date;
2. Average repair of roads along Sovetskaya, Gagarina streets in the village of Vostok under the program "Auyl – El besigi"
3. Average repair of the road of Proletarskaya Street in the village of Karasu.
4. Work will continue on the reconstruction of the water supply distribution network in the villages of Karasu, Vostok according to the work schedule.
5. Installation of new and replacement of old road signs in the villages of Karasu, Vostok for the prevention and prevention of traffic accidents;
6. Installation of distribution points for imported drinking water in the village of Tyuntyugur;
7. Installation of additional lighting lanterns in the village of Karasu and the village of Vostok, as well as replacement of old street lighting lanterns with new ones.
8. Cultivation of the territory of the monument to "Afghan Soldiers" in the Victory Park of S.Karasu;
9. Planting a fruit and berry garden;
10. Repair of the Victory Monument;
11. Repair of the monument to the "Warrior Soldier" in Victory Park;
12. Work will continue to attract the population to participate in government programs.
13. Work on sanitary cleaning of villages of the Karasu rural district will continue.
