on the provision of public services for 12 months of 2021
1) Information about service providers According to the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services", public service is one of the forms of implementation of individual state functions carried out individually on the request of the services of recipients and aimed at the realization of their rights, freedoms and legitimate interests, providing them with appropriate tangible or intangible benefits. According to the Register of Public Services approved by the Decree of the Government of the Republic of Kazakhstan dated September 18, 2013 No. 983, the State Institution "Akim's Office of the Ilyichevsky Rural District" provides 15 types of public services.
2) Information about the most in-demand public services: For 12 months of 2021, 3 public services were provided, of which: in a state body 2 - Acquisition of rights to land plots that are in state ownership that do not require bidding (tenders, auctions) and 1 service "Provision of land for construction within the settlement item".
1) Information about the sources and places of access to information on the procedure for the provision of public services: In order to ensure equal access of the population to public services on the official Internet resource of the Akimat of Karasu district, in the section "Public services" there are links to the Law of the Republic of Kazakhstan "On Public Services", the Register of public services provided to individuals and legal entities, list of public services provided by the office of akim of Ilyichevsky rural district, standards, regulations of public services, contact numbers, through which it is possible to obtain information about the procedure for the provision of public services.
In the state institution, the office of the akim of the Ilyichevsky rural District has an information stand with regulatory legal acts, information and reference materials on the provision of public services, responsible officials for the quality provision of public services have been identified.
2) Information on public discussions of draft standards of public services According to Article 11 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On Public Services" public discussions of draft standards of public services are not within the competence of local executive bodies of regions, cities of republican significance, the capital, districts, cities of regional significance, akims of districts in the city, cities district significance, settlements, villages, rural districts.
3) Measures aimed at ensuring transparency in the process of providing public services (explanatory work, seminars, meetings, interviews, etc. other) In order to clarify the legislation of the Republic of Kazakhstan in the field of public services in 2021, 26 meetings were held under the Akim of the rural district on the provision of public services in the office of the akim of the rural district. As part of the legal general education of employees of the State Institution "Akim's Office of the Ilyichevsky Rural District", 2 classes were held in 2021: 1) Clarification of the law "On Public Services" ; 2) Clarification of the Law "On Public Services" and "Information Security Policy"
1) Results of optimization and automation of the processes of rendering public services The results of optimization and automation of the processes of rendering public services have a positive impact on the quality of their provision. The procedure for the provision of public services is simplified, deadlines and administrative barriers in the process of providing public services are reduced.
2) Activities aimed at improving the qualifications of employees in the field of public services In order to improve the professional qualifications of specialists providing public services, classes on legal education are held, which address current topics, specialists take part in seminars on working with the integrated information system of public service centers.
Advanced training of civil servants of the akim's office of the Ilyichevsky rural district is carried out on the basis of the Schedule of advanced training of civil servants of the KGKP "Regional Center for Retraining and Advanced Training of civil servants" of the Akimat of Kostanay region.
1) Information about complaints of service recipients regarding the provision of public services. During the reporting period, complaints from the services of recipients on the provision of public services in the office of the akim of the Ilyichevsky rural district were not received and were not considered.
2) The results of internal control over the quality of public services. According to the results of control measures, no violations were detected, recommendations were given.
3) The results of the quality control of the provision of public services conducted by the authorized body for the assessment and control of the quality of public services. -
4) The results of public monitoring of the quality of public services. Public monitoring of the quality of public services in the office of the akim of the Ilyichevsky rural district was not carried out.
The main directions of improving the quality of public services are their automation and transfer to a State Corporation. In general, there is a positive trend in the provision of public services to increase the number of services provided through the State Corporation and the "e-government portal", including the issuance of a certificate of the presence of a personal subsidiary farm. The work aimed at improving the quality of public services provided, fully focusing on the needs of the population as a consumer of public services will continue.
