Conditions for termination (restriction)
of electric power supply

The Territorial Department of the Committee for Atomic and Energy Supervision and Control in Kostanay region (TD KAENC) informs about what to do to residents of the region if representatives of an energy transmission company descended on the house to turn off electricity.

According to paragraph 51 of the "Rules for the use of electric energy", approved by the order of the Minister of Energy of the Republic of Kazakhstan dated February 25, 2015, electricity from the consumer can be turned off only in three cases: if there is a debt or its incomplete repayment; violation of the power consumption regime established by the power supply contract; and if the requirements of the energy transmission (energy producing) organization to eliminate violations of these Rules are not met within the established time frame.

If it is a legal entity, then it must be notified about the shutdown five calendar days in advance. As for individuals, the energy supply or transmission organization must officially notify the subscriber 30 calendar days in advance.

An energy transmission or energy-producing organization stops completely supplying electric energy to the consumer without prior notice in the following cases::

1) unauthorized connection of electric energy receivers to the electric network of an energy transmitting (energy producing) organization;

2) connection of electric energy receivers in addition to (excluding) commercial electric energy metering devices;

3) reducing the quality indicators of electric energy due to the fault of the consumer to values that disrupt the functioning of electrical installations of the energy transmission (energy-producing) organization and other consumers;

4) preventing representatives of energy transmission (energy-producing) organizations and the energy supervision and control body from accessing commercial electric energy metering devices and electrical installations of the consumer during working hours (as a secondee);

5) emergency situation.

If the notification is sent or sent directly to the hands, then the energy transmission company has a legal right to turn off electricity, without a court decision informs-the territorial department.

If the consumer is not notified and they come to turn off the lights before the expiration of 30 calendar days, the user of the service can capture what is happening on the camera by taking a photo or video.
