The term for the provision of public services
|
1. From the moment of submitting the application to the service provider , to the State Corporation, as well as when applying to the portal - within 3 (three) business days.
2. From the moment of filing an application with the conclusion of a quarantine phytosanitary examination confirming compliance of the declared batch of regulated products with quarantine phytosanitary requirements of the country of destination, issued no earlier than 7 (seven) calendar days before the date of filing the application, to the service provider , to the State Corporation, and also when applying to portal - within 3 (three) business hours.
When applying to the State Corporation, the day of receipt of documents is not included in the time period for the provision of public services. From the moment of receiving the documents of the service recipient, the
service provider checks the completeness and reliability of the submitted documents within: 1) two business days upon submission of an application in accordance with paragraph 25 of the Rules for the protection of the territory of the Republic of Kazakhstan from quarantine objects and alien species, approved by order of the Minister of Agriculture of the Republic of Kazakhstan from June 29 , 2015 No. 15-08 / 590 (registered in the Register of State Registration of Normative Legal Acts No. 12032) (hereinafter - the Rules); 2) two business hours when applying in accordance with paragraph 28 of the Rules.

|

On the portal - a notification of the readiness of the permit document in the form of an electronic document indicating the date and place of receipt of the result of the provision of public services.

Work schedule
|
1) the service provider - from Monday to Friday, in accordance with the established work schedule from 9.00 to 18.30 hours, with the exception of weekends and holidays according to the Labor Code of the Republic of Kazakhstan dated November 23, 2015 (hereinafter - the Code) with a lunch break from 13.00 up to 14.30 hours;
2) the portal - around the clock, with the exception of technical interruptions in connection with the repair work (when the service recipient calls after the end of working hours, on weekends and holidays according to the Code, documents are received and the results of the provision of public services are provided on the next business day);
3) State Corporation - from Monday to Saturday inclusive, in accordance with the established work schedule from 9-00 to 20-00 hours without a break for lunch, with the exception of weekends and holidays according to the Code.

To the service provider or to the State Corporation:
1) an application
2) an identity document and an identity document to represent the service recipient (required for identification).

The service provider and the recipient receive information on the identity document of an individual, on registration (re-registration) of a legal entity, registration of an individual entrepreneur, or on the start of activity as an individual entrepreneur from the relevant state information systems through the e-government gateway.

Grounds for refusing to provide public services established by the legislation of the Republic of Kazakhstan
|
The service provider refuses to provide public services on the following grounds:
1) the service recipient does not provide exported regulated products for inspection, except for the cases of issuing a phytosanitary certificate in accordance with paragraph 28 of the Rules; 2) the identification of quarantine objects in regulated products, with the exception of cases when the requirements of the importing country (during export) allow the presence of identified quarantined objects in regulated products; 3) identification of non-compliance with requirements from the importing country (during export); 4) repeated (two or more times) failure to notify of the arrival or non-presentation of regulated products for inspection by an official of the authorized body of a member state of the Eurasian Economic Union is a basis for refusing to issue a phytosanitary certificate within thirty calendar days after receiving information from the relevant authorized state a body of a state - a member of the Eurasian Economic Union, with the exception of cases of changing the destination; 5) establishing the inaccuracy of the documents submitted by the service recipient to obtain a phytosanitary certificate, and (or) the data (information) contained in them; 6) non-compliance of the service recipient and (or) the materials submitted , regulated products, data and information necessary for issuing a phytosanitary certificate with the requirements established by these Rules; 7) with respect to the service recipient, there is a court decision (sentence) that has entered into legal force to prohibit activities or certain types of activities related to obtaining a phytosanitary certificate.

The service recipient is able to obtain information on the status of the provision of public services in remote access mode through the "personal account" of the portal, as well as a single contact center for the provision of public services.
