For 2022 to implement the activities of National Entrepreneurship Development Projects for 2021-2025, "Strong regions are the driver of the country's development" (organization of social jobs, youth practice, public works, vocational training, payment of subsidies to increase labor mobility, grants for the implementation of new business ideas) 50 million 046 thousand tenge was allocated to the Karabalyk district.
The National Project for the Development of Entrepreneurship for 2021-2025 includes the following measures of state support:
Professional training
Vocational training – training in educational organizations or training centers at employers' organizations that have the right to educational activities, including vocational training, retraining in order to obtain new specialties (professions) and advanced training within the framework of employment promotion measures provided for by the Law of the Republic of Kazakhstan "On Employment of the Population";
The employment center, based on the results of social professional orientation, forms a list of applicants for training and sends it to the employer for approval by e-mail.
The duration of training is no more than 6 months. 5 million 956 thousand tenge was allocated for the organization of training of 14 unemployed citizens.
Vocational training of the unemployed in educational organizations at the request of employers
Vocational training of the unemployed in educational organizations on request
employers are organized at the request of employers, while employers who regularly make tax and other social contributions, who have no overdue wage arrears, and who have been active for more than one year are allowed to participate.
The list of qualifications and skills for training is formed on the basis of employers' applications.
The project participant is provided with state support for tuition fees, scholarships, financial assistance for travel, accommodation and medical examination.
Scholarship. The amount of the scholarship of the Program participants is equal to the amount of the scholarship established by law for students studying under the state educational order in technical and vocational education organizations (in 2022, the amount of the scholarship = 21787 tenge).
Financial assistance:
- for travel to the place of study and back in the amount of 4 MCI (in 2022 - 12252 tenge) for the entire period of study;
- for accommodation in the amount of 10 MCI monthly (in 2022 - 30630 tenge);
- to undergo a medical examination in the amount of 2 MCI (in 2022 – 6126 tenge) for the entire period of study.
After completing the training, the employer undertakes to employ an unemployed person in the received specialty (profession) for a permanent workplace with a period of at least 12 months
Vocational training of the unemployed at the employer's workplace
Vocational training of the unemployed at the workplace with employers (hereinafter referred to as Training) is organized at enterprises and organizations in accordance with their following requirements:
1) the status of an active legal entity or individual entrepreneur registered in the territory of the Republic of Kazakhstan;
2) carrying out activities for more than one year;
3) absence of overdue debts on taxes, contributions and deductions;
4) availability of material and technical base;
5) availability of qualified employees with professional practical experience
work experience in production for at least one year;
6) availability of an individual training program for workers
qualifications;
7) the level of employment of persons who have completed training (at the time of application)
is not less than 60%.
The employer for the organization of Training, submits an application to the employment center.
At the end of the training, the employer conducts a qualification exam
for unemployed people to assess their professional readiness.
Unemployed persons who have completed their studies are issued a certificate of
acquisition of professional skills and offers employment at
the workplace. Within 10 (ten) business days from the date of successful completion
the employer, on the basis of a contract, employs the unemployed
person for a permanent job with a period of at least 12 (twelve) months.
The Employment Center transfers monthly
tuition fees to the employer's settlement account on the basis of the certificate of completed work provided
by the employer.
The wages of the unemployed during the training period are paid
by the employment center. The monthly salary is 20 MCI, including taxes,
mandatory social contributions, compensation for unused labor
vacation and banking services, excluding payments on environmental allowances (in 2022.
– 61260 tenge).
Online training for retraining of labor resources To increase the competitiveness of citizens and improve the quality of human capital against the background of the development of information technologies, the formation of missing and in-demand skills among specialists, online training has been launched on the basis of an Electronic labor Exchange. This type of training covers 14 people with a plan of 21 people or 66.7%. Work in this direction continues.
Assistance in the development of entrepreneurial initiatives:
training in the basics of entrepreneurship under the Bastau Business project
Participants in the training are unemployed, registered in the employment center, payers of a single aggregate payment, individual entrepreneurs with a status registration period of less than 1 year at the time of submission, including those who have suspended their activities and persons employed in a personal subsidiary farm.
In the process of forming training plans in the context of districts (cities), at least 1/3 of students belong to the category of youth and at least 1/3 correspond to the following categories: members of low–income families - recipients of targeted social assistance, members of large families, Candace, displaced persons, persons receiving benefits raising a disabled child (disabled children) and (or) disabled people.
The total duration of the training process is no more than 25 (twenty-five) calendar days.
In 2022, 40 people will be trained in this area.
Government grants
Applicants for grants are persons who have completed a course on the basics of entrepreneurship under the Bastau Business project from among unemployed persons registered at the employment center, payers of a single aggregate payment in accordance with the tax legislation of the Republic of Kazakhstan, individual entrepreneurs with a status registration period of up to 1 year at the time of application, including those who have suspended their activities and persons, employed in a personal subsidiary farm.
At the same time, the applicant belongs to the category of youth or members of low–income families – recipients of targeted social assistance, large families - recipients of benefits for having many children and (or) his (her) spouse (spouse), if the marriage (matrimony) (registered before 2008, it is necessary to update the information in the Registry Office on the web portal "Electronic government" www.egov.kz ), displaced persons, Candace, persons receiving benefits raising a disabled child (disabled children) and (or) disabled people.
Grants are provided to participants of the National Project planning to implement a start-up business on a gratuitous and irrevocable basis in the amount of up to 400 times the monthly calculation index (in 2022 – 1 million 225.2 tenge).
The grant funds are provided for use for the intended purpose for the purchase of necessary inventory, tools, technological equipment, animals, livestock, poultry, seedlings, shrubs, seeds, seedlings, payment of rent of premises for the implementation of the start-up business of the participant of the National Project on the territory of commercial real estate, as well as retail facilities, including those on the right lease, use, trust management.
At the same time, inventory, tools, technological equipment, animals, livestock, birds, seedlings, shrubs, seeds, seedlings are not purchased, as well as premises for the implementation of a start-up business are not rented from a spouse, close relatives.
Grants are not provided for consumer purposes, repayment of credit loans, purchase and construction of residential real estate, purchase of land plots, production of excisable products.
The grant recipient, within 12 months from the date of receipt of the grant, does not participate in employment promotion measures, except for measures aimed at expanding business. Grants are provided once.
In 2022, 9 million 189 thousand tenge was allocated for the issuance of 14
state grants for the implementation of new business ideas.
Subsidized jobs
Employers who regularly produce
tax and other social contributions that are not overdue
salary arrears, and valid for more than one year.
Public workplaces are types of labor activity organized by employment centers that do not require prior professional training of employees, and have a socially useful orientation to provide them with temporary employment.
They participate in public works:
1) unemployed;
2) students and high school students of secondary schools in
free time from study, in jobs that do not cause harm to health and do not
disrupting the learning process;
3) persons who are not provided with work due to downtime.
The duration of participation is no more than 12 months.
The amount of wages of persons participating in public works,
