1 4 . The mission of the state institution "Department of employment and social programs akimat Karabalyk district" - n rovedenie unified state policy in the field of employment and social protection of the population Karabalyk area.
1 5 . Tasks :
1) p ealizatsiya state policy in the field of social partnership, employment Naselle e Nia and in the labor market;
2 ) to Qualitative provision of public services in the field of social protection provided to individuals and legal entities;
3) on ensuring the rights and social guarantees of socially vulnerable groups of the population in accordance with the current legislation ;
1 6 . Functions :
1) implementation, within the competence of the state policy in the field of employment of the population and measures to promote employment;
2) analysis, forecasting of demand and supply of a part of the labor force, informing local executive bodies and the authorized body on issues of employment of the population about the state of the labor market in the region ;
3) a part in the formation of databases of a unified information system of the social and labor sphere on current vacancies and the forecast of jobs created in terms of demanded specialties in projects implemented within the framework of state, government programs and programs for the development of territories, as well as initiatives of the private sector ;
4) development of measures of social protection against unemployment and ensuring employment of the population, organization of active measures to promote employment of the population in accordance with Article 17 of the Law of the Republic of Kazakhstan "On Employment of the Population" dated April 6, 2016 No. 482-V;

1 2 ) participation in the preparation of regulatory legal acts aimed at stabilizing and improving the standard of living of the population, analysis of their implementation;

17 . Rights and obligations :
1) represent the interests of the state institution "Department of employment and social programs of the Akimat of the Karabalyk region";
2) perform the functions of a government body in relation to a subordinate institution ;
3) within the limits of their competence, request and receive the necessary information, documents and other materials from state bodies and officials and other organizations on the competence of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District";
4) to request the structural subdivisions of local executive bodies on the issues of education, educational organizations, training centers under the organization s , entitled to educational activities, carrying out training, information on the employment of graduates, information about professions (specialties), which is being trained, the number of trained and planned for the training and graduation of specialists in specific professions (specialties);
5) submit proposals to local executive bodies on the definition of settlements for the voluntary resettlement of persons to increase the mobility of the labor force;
6) coordinate the work of employment centers for the population;
7 ) request information from employers about the predicted need for personnel;
8) monitor enterprises with risks of job release and reduction;
9 ) interact with other government bodies, public self-government bodies and other organizations on improving the efficiency of activities on the territory of the district;
10 ) comply with the norms of the current legislation of the Republic of Kazakhstan;
1 1 ) execute qualitatively, on time, acts and instructions of the President, the Government and other central executive bodies, as well as the akim and akimat of the region and district.
1 2 ) other rights and obligations in accordance with the current legislation of the Republic of Kazakhstan .
1 8 . The leadership of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" is carried out by the first head, who is personally responsible for the implementation of the tasks assigned to the State Institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" and the implementation of its functions.
19 . The first head of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" has a deputy who is appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
2 0 . Powers of the first head of the state institution "Department of employment and social programs of the Akimat of Karabalyk region":
1) represents the state institution "Department of employment and social programs of the Akimat of the Karabalyk region" in state bodies, other organizations;
2) organizes and manages the work of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" and bears personal responsibility for the implementation of the functions and tasks assigned to it, as well as for failure to take measures to combat corruption;
3) appoints and dismisses employees of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" ;

6) issues orders and gives instructions that are binding on employees of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District";
7) controls work with personnel in accordance with the current legislation on civil service and labor legislation;
8) signs service documentation within the competence;
9) carry out a personal reception of citizens;
10) within the limits of its competence, manages the funds of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk Region" , signs financial documents;
11) performs other functions in accordance with applicable law.
The execution of the powers of the first head of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" during his absence is carried out by a person replacing him in accordance with the current legislation.
2 1 . The first head determines the powers of his deputy in accordance with the current legislation.
2 2 . The state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" may have separate property on the basis of operational management in cases stipulated by law.
The property of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" is formed at the expense of the property transferred to it by the owner.
2 3 . The property assigned to the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" refers to communal property.
2 4 . State institution "Department of employment and social programs of the district akimat Karabalyk" no right to alienate or otherwise dispose of its property and property acquired m from the funds given to him by the financing plan, unless otherwise provided by law.
2 5 . Reorganization and abolition of the state institution "Department of Employment and Social Programs of the Akimat of Karabalyk District" are carried out in accordance with the legislation of the Republic of Kazakhstan.
