1) implementation of the policy of the President of the Republic of Kazakhstan on the protection and strengthening of state sovereignty, constitutional order, security, territorial integrity of the Republic of Kazakhstan, rights and freedoms of citizens;
2) implementation of the strategy of socio-economic development of the Republic of Kazakhstan, implementation of the main directions of state socio-economic policy and management of social and economic processes in the country;
3) implementation of the constitutional principles of social harmony and political stability, the solution of the most important issues of state life by democratic methods;
4) the implementation of measures to strengthen the rule of law and law and order, increase the level of legal awareness of citizens and their active civic position in the social and political life of the country;
5) interaction with public organizations and the media;
6) other tasks provided by the legislation of the Republic of Kazakhstan.
16. Functions of the state institution "Akim apparatus of the Karabalyk settlement " :
1) an explanation of the domestic and foreign policy pursued by the President;
2) ensuring coverage of the activities of the akim in the media, publication of regulatory legal acts;
3 ) plans the work of the apparatus, holds meetings, seminars and other events, organizes their preparation and conduct;
4) prepares draft decisions and orders of the akim of Karabalyk settlement ;
5) promote the implementation by citizens and legal entities of the norms of the Constitution of the Republic of Kazakhstan, laws, acts of the President and the Government of the Republic of Kazakhstan, regulatory legal acts of central and local state bodies;
6) ensures the proper execution and distribution of acts of the akim;
7) organizes, in accordance with the plans, the office work of the state institution "Apparatus of akim of the village of Karabalyk " ;
8) considers official documents and applications of individuals and legal entities, organizes a personal reception of individuals and representatives of legal entities by the akim;
9) takes measures aimed at the widespread use of the state language;
10) carries out work to improve the style and methods of work, the introduction of new information technologies;
11) ensures the availability of standards and regulations of public services;
12) organizes work on landscaping, lighting, landscaping and sanitary cleaning of settlements;
13) performs other functions in accordance with applicable law.

2 1 . Powers of the akim of the state institutions ' ' akim Karabalyk village " :
1) represent the state institution "Akim's office of the village of Karabalyk " in state bodies and other organizations;
2) develops the Regulation of the state institution "Akim's office of Karabalyk village " , submits proposals to the district akimat for approval of the structure and staffing of the state institution "Akim's office of Karabalyk village " ;
3) establishes internal labor regulations in the state institution "Akim's apparatus of the Karabalyk village " ;
4) defines the duties and powers of employees of the state institution "Akim's office of the Karabalyk settlement " ;
5) in accordance with the procedure established by the legislation, appoints, releases and brings to disciplinary responsibility employees of the state institution "Akim's Office of Karabalyk Village ";
6) issues decisions and orders, gives instructions that are binding on employees of the state institution "Akim's Office of the Karabalyk village " ;

The execution of the powers of the akim of the state institution "Akim 's office of the village of Karabalyk " during the period of his absence is carried out by a person replacing him in accordance with the current legislation.
2 2 . The state institution "Akim's office of the Karabalyk settlement " may have separate property on the basis of operational management in cases stipulated by law.
The property of the state institution "Akim's office of the Karabalyk village " is formed at the expense of the property transferred to it by the owner, as well as property (including cash income) acquired as a result of its own activities and other sources not prohibited by the legislation of the Republic of Kazakhstan.
23 . The property assigned to the state institution "Akim's apparatus of the Karabalyk settlement " refers to communal property.
24 . The state institution "Apparatus of akim of the Karabalyk settlement " is not entitled to independently alienate or otherwise dispose of the property assigned to it and the property acquired from the funds issued to it under the financing plan, unless otherwise provided by law.
25 . The reorganization and abolition of the state institution "Akim's apparatus of the Karabalyk village " are carried out in accordance with the legislation of the Republic of Kazakhstan.
